I refer to your request received by the Office of the Premier seeking access under section 13 of the Freedom of Information Act 1991 (the Act) to:
Since 17 March 2018, copies of any and all documents (including but not limited to physical, electronic, or written briefs, minutes, emails, internal correspondence and any other correspondence) regarding the Aboriginal Affairs Action Plan.
The Department for the Premier and Cabinet (DPC) is responsible for providing determinations on behalf of the Office of the Premier. Under the Act, an agency has 30 days to respond to a freedom of information request. As DPC did not respond to your request within the time frame required, the department is deemed to have refused you access to all documents relevant to your application. However, I have determined to process the request as if the statutory time frame had been met.
55 documents were identified as answering the terms of your application and I have determined to release these documents as follows: • I grant you access to 16 documents in full, copies of which are enclosed; • I grant you access to 9 documents in part, copies of which are also enclosed; and • I refuse access to 30 documents.

Under clause 6(1) of Schedule 1 of the Freedom of Information Act 1991 (the Act), a document is exempt if its disclosure would involve the ‘unreasonable disclosure of information concerning the personal affairs of any person’. In my view, it would be unreasonable to disclose these mobile phone numbers and I have therefore determined to remove this information pursuant to clause 6(1).

Monday 10 December 2018 Premier launches first SA Aboriginal Affairs Action Plan South Australian Premier Steven Marshall MP will today launch the first South Australian Government Aboriginal Affairs Action Plan. Developed following engagement with Aboriginal community leaders and a coordinated across government effort, this plan will deliver positive and practical on-the-ground outcomes through 32 specific activities over the next two years. Premier Marshall said that the action plan is focused on creating opportunities for Aboriginal employment and the establishment of more Aboriginal owned and operated businesses and improving the quality and cost efficiency of service delivery to Aboriginal South Australians. "Today we are delivering on a plan which demonstrates the new government's commitment to making a real improvement to the lives of Aboriginal South Australians," Premier Marshall said. "This plan provides opportunities for Aboriginal employment in decision-making and building the capacity of Aboriginal communities to manage their own affairs and engage effectively with government. "Collaboratively, the government and Aboriginal communities will pilot new and innovative activities for implementation across the state. It will enable us to draw on each other's strengths and expertise, to deliver culturally-appropriate and community-driven services and programs. Monday 10 December 2018 Premier launches first SA Aboriginal Affairs Action Plan
South Australian Premier Steven Marshall MP will today launch the first South Australian Government Aboriginal Affairs Action Plan.
Developed following engagement with Aboriginal community leaders and a coordinated across government effort, this plan will deliver positive and practical on-the-ground outcomes through 32 specific activities over the next two years.
Premier Marshall said that the action plan is focused on creating opportunities for Aboriginal employment and the establishment of more Aboriginal owned and operated businesses and improving the quality and cost efficiency of service delivery to Aboriginal South Australians.
"Today we are delivering on a plan which demonstrates the new government's commitment to making a real improvement to the lives of Aboriginal South Australians," Premier Marshall said.
"This plan provides opportunities for Aboriginal employment in decision-making and building the capacity of Aboriginal communities to manage their own affairs and engage effectively with government.
"Collaboratively, the government and Aboriginal communities will pilot new and innovative activities for implementation across the state. It will enable us to draw on each other's strengths and expertise, to deliver culturally-appropriate and community-driven services and programs.

And thank you to Jack and his dance group for the fantastic
Welcome to Country.
2 I am inspired and uplifted each and every time I witness this
important tradition.
And today Jack, you've really set the scene for us as we launch the South Australian Government Aboriginal Affairs Action
Plan.
Before continuing, I too would like to acknowledge that we are gathered on the traditional land of the Kaurna people and that we respect their spiritual relationship with their Country.
We also acknowledge the Kaurna people as the custodians of the Adelaide region and that their cultural and heritage beliefs are still as important to the living Kaurna people today.

I thank you all for accepting my invitation to this afternoon's important event.
My Government is committed to making real improvements to the lives of Aboriginal South Australians.
That is why, as Premier, I have taken responsibility for the
Aboriginal Affairs and Reconciliation portfolio.
It was an intentional choice to provide this important portfolio with the highest recognition possible within government.
4 For a long time, it has been very clear to me that to make a real
difference to the lives of Aboriginal people, we must take an
across-government approach.
Responsibility for achieving positive outcomes has to be attributed at the highest levels — to ministers and their agency executives.
Our approach and this Plan have been the subject of considerable discussion in Cabinet since our election.
I commend all of my ministers for the interest they have taken and the commitment they are making to the successful implementation of this — South Australia's first Aboriginal Action
Plan.
5 Because without an across-government focus and commitment,
it won't succeed.
The most senior levels of our public sector have also dedicated
substantial resources, time and commitment to the
development of this Action Plan.
We are all very keen to see these crucial, place-based activities
and services get underway, and the resulting improved
outcomes for all Aboriginal people in our State.
The Plan we are launching today brings together 32 distinct
Actions that my government will deliver to achieve some real,
on-the-ground outcomes for Aboriginal people.
6 It has been developed to focus on three priority areas:
o Economic Participation;
o Better Services; and
o Capacity Building.
Priority one, economic participation, is recognised as fundamental to achieving sustained improvement across a range of indicators in education, employment, health and justice.
The Action Plan contains eight activities that will enhance opportunities for Aboriginal employment. This includes aboriginal employment in the public sector,
increasing the number of Aboriginal-owned businesses, and
creating more regional and remote jobs for Aboriginal people.
The second priority area is focussed on providing better
services, and improved coordination across policy, program
and service delivery.
The Plan contains 14 service-related activities that will improve
access to government services, deliver more tailored, place- .
based responses, and perhaps most importantly, enable better
collaboration between government and Aboriginal people.
The final priority area is building strong and capable
Aboriginal communities, which through 10 Actions, will
develop capacity and empower Aboriginal leaders to participate
in decision-making that affects Aboriginal people.
s Through initiatives that create opportunities for increased
engagement and collaboration with Aboriginal organisations,
these Actions will also ensure that what government delivers is
culturally-appropriate and community-driven.
For me, one of the most important aspects of the Action Plan is that there are several place-based activities, that if proven successful, can be rolled-out into other regions, or even state- wide, in the future.
This is just one of the reasons that I am deeply committed to ensuring this Action Plan is successfully delivered over the next two years.
9 I would like to thank the Senior Management Council, which
comprises the Chief Executives of Government agencies, for
their dedication and commitment to this work, and for thinking
outside of the box in terms of what their agencies can deliver
over the next two years.
I also thank Nerida Saunders, the Executive Director of my
Aboriginal Affairs and Reconciliation division, Kirstie Parker,
Director, and their team, who I tasked with leading the
development of this Action Plan.
The Commissioner for Aboriginal Engagement, Dr Roger
Thomas, also played a critical role.
Deliberately, this first Action Plan was not the subject of broad consultation.
10 Because we have heard many times, through many
consultative processes, what Aboriginal people need and want.
There has been a lot of discussion about aspirations over long periods of time.
But not enough focus on practical actions that can be implemented and measured so we identify what can work, what is needed, and apply it more widely.
And just as importantly, understand what won't work, and why.
Accordingly, it was my intention that this Plan would start the ball rolling on actions that could be implemented relatively quickly with outcomes also able to be measured and analysed through regular engagement and public reporting.
11 To this end, Commissioner Thomas led discussion with key
Aboriginal advisory bodies to test the Actions proposed for inclusion in the Action Plan.
He engaged with:
o The South Australian Aboriginal Advisory Council
o The State Aboriginal Heritage Committee; and
o The Aboriginal Lands Trust.
I thank all of those bodies for the frank and extremely helpful advice they readily provided.
I also thank Commissioner Thomas for leading this engagement.
12 It has helped to ensure the Actions in this Plan have
deliverables that are meaningful, measurable and in step with
what is expected of us as a government.
With today's launch, my government now shifts gear and moves to implement this first Action Plan.
Accountability for implementation will sit at the highest level.
The Action Plan not only sets out the agency responsible for delivering the activity.
It also identifies a responsible Minister.
All activities in the Plan, and their progress or otherwise, will be tracked through six-monthly reporting, which will be published online.
13 The website address can be found on the back page of the
Action Plan.
You can be assured that I will be asking my ministers the hard questions, and expecting answers, if there are any activities that aren't making the grade.
The six-monthly reporting will provide important feedback, and enable us to constantly evaluate the benefits, or otherwise, of the 32 activities.
This will be particularly important as we further develop policy and plan for actions beyond the first two years of this Plan.
14 It will also enable us to ensure there is alignment between this
work and the activities all Australian governments are
undertaking through the Closing the Gap process.
There will be no surprises.
We'll know if something isn't working well, and we'll work together to determine how it can be done better.
The Government's relationship with Aboriginal South
Australians is of the utmost importance to me.
Delivering with and not to Aboriginal people, will be a primary focus of my government.
15 This Plan provides a significant new opportunity for government
to deliver these Actions in true partnership and collaboration
with Aboriginal South Australians.
Together, we can make a real difference to the lives of
Aboriginal people through practical, on-the-ground action.
While this Plan sets out Actions for the next two years, as it is
implemented we will also work with Aboriginal South
Australians to develop a longer term, strategic vision for
Aboriginal Affairs in this state.
As we do this, I want to develop engagement between the
Government and Aboriginal communities that ensures
Aboriginal voices are heard much more in government
decision-making.
16 I hope to have more to say about that in the new year.
In the meantime, thank you all for being here today to witness
the official launch of this Aboriginal Affairs Action Plan.
I look forward to seeing some very positive results over the next two years.
I also hope this will set a foundation to make the next Plan even better as we learn from our shared involvement and experiences.
