    AUSTRALASIAN PARLIAMENTARY REVIEW Parliament in the Periphery: Sixteen Years of Labor Government in South Australia, 2002-2018* Mark Dean Research Associate, Australian Industrial Transformation Institute, Flinders University of South Australia * Double-blind reviewed article. Abstract This article examines the sixteen years of Labor government in South Australia from 2002 to 2018. With reference to industry policy and strategy in the context of deindustrialisation, it analyses the impact and implications of policy choices made under Premiers Mike Rann and Jay Weatherill in attempts to progress South Australia beyond its growing status as a ‘rustbelt state’. Previous research has shown how, despite half of Labor’s term in office as a minority government and Rann’s apparent disregard for the Parliament, the executive’s ‘third way’ brand of policymaking was a powerful force in shaping the State’s development. This article approaches this contention from a new perspective to suggest that although this approach produced innovative policy outcomes, these were a vehicle for neo-liberal transformations to the State’s institutions. In strategically avoiding much legislative scrutiny, the Rann and Weatherill governments’ brand of policymaking was arguably unable to produce a coordinated response to South Australia’s deindustrialisation in a State historically shaped by more interventionist government and a clear role for the legislature. In undermining public services and hollowing out policy, the Rann and Wethearill governments reflected the path dependency of responses to earlier neo-liberal reforms, further entrenching neo-liberal responses to social and economic crisis and aiding a smooth transition to Liberal government in 2018. INTRODUCTION For sixteen years, from March 2002 to March 2018, South Australia was governed by the Labor Party.

This news came as a huge shock. It was very sudden information for the school community, and certainly the impacts of it are still sinking in. Those people who are part of the Friends ofSpringbank Secondary College, the Save Springbank campaign, the Mitcham council and indeed those on our side, are actively advocating for the Springbank Secondary College to remain open, for a shared school zone to be introduced giving parents choice about where they send their students and, also, for the $10 million—which was invested under the previous Labor government—to be delivered at that school. We have seen expressions of support from the member for Elder and from the Minister for Education for this school over the last two years, particularly praising the significant change in progress of this school two years into a five-year transformation plan. But, of course, those words ring pretty hollow right now when the plan is to shut the school entirely. -19- Hansard The Hon. T.A. In line with the Taskforce’s recommendations, the State Government will invest $8 million over four years in the Stop the Hurt strategy, with measures to include: 1. Reducing supply $1 million in additional funding for SAPOL covert investigations and $549,000 for additional drug dogs and handlers. $200,000 for a Crime Stoppers Dob in a Dealer style campaign. Increasing controls over chemicals used to manufacture ice, with South Australia now the lead state in the development of new national laws. Giving SAPOL power to search a person’s car if they return a positive drug driving test, and increasing penalties for exposing a child to the manufacture of controlled drugs. 2. Increasing treatment $3.6 million to fund a 50 per cent increase in outpatient counselling appointments, and at least 15 new regional residential rehabilitation beds. Legislative amendments to allow for enhancements to the Treatment Intervention Court program within the Magistrates Court. Enhancing the capacity of frontline workers to manage the behaviour of those affected. 3. Increasing family support Doubling support provided to families through an additional $560,000 in funding.
