    CHASE Residents’ Association Via: www.chaseresidents.org.uk CHASE Residents’ Association submission to the Local Government Boundary Commission for England’s consultation on proposed changes to ward boundaries within the London Borough of Croydon We wish to draw the Commission’s attention to difficulties that would be posed by putting into practice draft recommendations for changes to ward boundaries within the Addiscombe area of Croydon Central. We propose an alternative re-drawing of boundaries, a position we believe is in keeping with the views of a number of neighbouring residents’ associations and individuals. Established communities The notional boundaries of the “community” of Addiscombe are distinct from the present electoral ward of Addiscombe in that the community includes a sizeable part of the present Ashburton Ward. Addiscombe Road forms the southern boundary, in both electoral and community terms, for both wards. Residents of Fairfield Ward to the south do not identify with the community of Addiscombe. Within the current electoral wards of Addiscombe and Ashburton there is a more distinct community-based division between: • The western end, where residents living near East Croydon Station gravitate towards shops, schools, churches and facilities in the area between Cherry Orchard Road and Clyde Road. • The eastern side, where the Lower Addiscombe Road is the main district centre serving a community extending from east of Ashburton Park to Elgin Road to the west. Difficulties presented by the proposed boundaries Creating the proposed new wards of Addiscombe West & Park Hill and Addiscombe East by imposing an arbitrary border between Addiscombe/Ashburton and extending these wards south of Addiscombe Road would include areas with no natural affinity with Addiscombe.

About 25 people attended. 2 Croydon Councillor Sean Fitzsimons outlined what was being consulted on and how to make a Local Plan comment. The deadline for comments was 18 December 2015. Revision consultation If Councils and local communities want to have a say in local planning decisions, they need to have robust and up to date local planning documents, that conform to central government and Mayor of London guidance. They must be able to withstand scrutiny from the government appointed Planning Inspector. Re: Policies SP7, DM27 and Alterations to the Green Grid. The Executive Committee representing 397 plot holders, 681 Shareholders (331 of whom are plot holders) and 140 Green Finger Members of the Addiscombe, Woodside & Shirley Leisure Gardens, Ltd (AWSLG), object to the proposal of de-designation of Metropolitan Open Land (MOL), and the re-designation to Local Green Space at our allotment site, as this does not comply with policies SP7, DM27, and the protection of the green grid. We support the special protection given to Allotments both within the Croydon Local Plan and the London Plan. However it is our belief that the land at the Addiscombe, Woodside and Shirley Leisure Gardens does meet the criteria for Metropolitan Open Land status as defined in the London Plan: MOL should satisfy at least one of the following criteria: a) It contributes to the physical structure of London by being clearly distinguishable from the built up area. b) It includes open air facilities, especially for leisure, recreation sport, the arts and cultural activities, which serve the whole or significant parts of London. c) It contains features or landscapes (historical, recreational, biodiversity) of either national or metropolitan value.

Possible alternatives to Academics’ Scheme Parliamentary Constituencies Review 2013 London Region Liberal Democrat Comments on the Response to the initial proposals 1. Introduction 1.1 This is the second submission to the Boundary Commission for England on behalf of London Liberal Democrats in relation to the 2013 Parliamentary Constituency review. As before it extends only to the areas covered by the London European Parliament electoral region and should be read in conjunction with the separate submissions covering the other regions. 1.2 This submission contains our comments on the more than 5,000 representations the Commission received during the first consultation period on the “Initial Proposals”. We will also state what view we have of the submissions submitted by the Labour and Conservative parties. 1.3 However, we regard the most significant single representation by far to have come not from a political party but from Prof Ron Johnson, Dr Charles Pattie and Dr David Rossiter (and which for brevity we call “the Academics’ Scheme”). We were impressed by the way their scheme has been constructed by following an explicit reasoned methodology and reflects the measurable statutory criteria more strongly than the Initial Proposals. 1.4 We consider this representation separately in Part 5 of this submission. Our view is that this scheme provides a substantially better starting point for the new constituency map in London than the Initial Proposals. Inevitably there are a number of locations where we think their proposals can be improved (particularly with regard to local ties) without damaging too greatly their overarching aim of maintaining stability in the constituency map.
