The views expressed are personal Introduction # To the outside world, China seeks to project a picture of monolithic unity behind President Xi Jinping’s highly centralised leadership. However, media tropes point to a greater scrutiny of his role and leadership style, especially during the early stages of the COVID-19 outbreak in Wuhan. # Reports have surfaced alleging delays in reporting facts, conflicting instructions and tight censorship. # Observers have drawn parallels between Mr. Xi and his powerful predecessors, Mao Zedong and Deng Xiaoping, perhaps a tad unfairly to both the iconic architects of the People’s Republic of China (PRC). A timeline of change Mao # Mao presided over the founding of the PRC in 1949. # He consolidated his leadership during the Long March in the mid-1930s. Despite his many detractors, he remained the undisputed leader of China until his death on September 9, 1976 even if, towards the end, it was the Gang of Four, led by his wife Jiang Qing, which had usurped power in his name. # Mao banished his adversaries frequently, whether it was Liu Shaoqi, Lin Biao, or even Deng Xiaoping. # Mao’s reign after the founding of the PRC lasted 27 years. By comparison, the 67-year-old Xi Jinping has been at the helm for just under eight years. -

Li, China Leadership Monitor No.4 The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics Cheng Li China’s ongoing political succession has been filled with paradoxes. Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them. -

China: Economic Transformation Before and After 1989 Barry Naughton Draft prepared for the conference ―1989: Twenty Years After.‖ University of California, Irvine. November 6-7, 2009. [1] The year 1989 in China marked the defeat of a group of reformists in the Communist Party leadership and shattered widespread expectations of continuing broad liberalization. In retrospect, 1989 marked the end of one era of cautiously managed economic reform. Economic reforms resumed in earnest around 1992, but they took on a much harsher form that exposed some social groups to major losses and widened inequality. The post-1989 model of economic reform was a model of concentrated power wielded more effectively. Thus, 1989 was important because it brought to the surface latent tensions over the direction of China’s reform process, and led within a few years to the crystallization of a new reform model. This paper primarily addresses the economic aspects of the change in China’s reform and development model before and after 1989. I argue that while marketization characterizes both periods, there are important differences in the reform model that can be understood in terms of the priority given to government interests and the willingness to allow specific social groups to bear the costs of marketization. Before engaging that discussion, I begin with a more speculative section that describes the intellectual and international context within which these reform models developed. International events crucially shaped the way China’s elites conceived of the reform process, in very different ways before and after 1989. Before 1989, China had an unusual degree of international space, or room for maneuver. -

By Kerry Brown, Associate Fellow, Chatham House October 2006 Key Points: • Shanghai Party Secretary and Politburo member Chen Liangyu is the highest level victim of investigations into corruption for a decade in China. • But it is not clear how extensive the current purge will be, nor, for that matter, whether Chen’s fall is as much linked to an assertion of power by President Hu in Beijing as the claims of his involvement in graft and misappropriation of social security funds • Chen’s fall is part of the seemingly never ending story of corruption in China, and the public battle against it. However, does not draw a line under this story. • Shanghai will continue to be the economic power house of the new China, whoever is chosen to replace Chen. And Beijing will continue to be wary of Shanghai’s aspirations, and just how soon, and how much, it can declare itself to be the “new Hong Kong Chen’s Fall Chen Liangyu was abruptly removed from his position as Party Secretary in Shanghai on the 25th of September. His photo, speeches, and recent remarks were removed even more swiftly from official websites than the excision of Mao’s heir and successor Lin Biao from Party photos in the early 1970s after his fall and disgrace. While New China is constructed and rebuilt, it seems the pattern and structure of removal from power remains unerringly the same. So too does the general lack of clarity about exactly how, why and where Chen went wrong. -

Trogen1 & Yuan Xu2 Abstract As difficult as it is to gain power, maintaining and exercising it appears even harder. Chinese population policy provides a vivid example of the potential magnitude of power. Yet the evolution of Chinese population policy also demonstrates the serious limits to power. Mao successfully employed ideology and inspiration to lead a guerilla war with minimal bureaucratic infrastruc- ture. Victory gave Mao absolute power. Mao hoped minimizing bureaucracy would maximize his discretion. In- stead weak bureaucratic structures necessitated continued political struggle to maintain control and interfered with Mao’s ability to implement his policies. Reversals of Mao’s population policies allowed population growth to overwhelm the food supply, necessitating more drastic interventions after his death. 1. Introduction In the early autumn of 1949, Mao enjoyed an immense reservoir of what Max Weber categorized as cha- rismatic authority. Good decisions during the Chinese civil war earned him considerable latitude in organizing the People’s Republic of China. Mao carried two classic books as he triumphantly approached Beijing in 1949, Shi Ji (Records of the Historian) and Zhi Tang Qian (the General Mirror for the Aid of Government) (Leiberthal, 1995:157). Both the Chinese classic system and soviet Stalinism derived their legitimacy from ideology (ibid). -
Chinese Politics in the Xi Jingping Era: Reassessing Collective Leadership
CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized. -

Th ornton In the predawn hours of 24 April 1999, an unusual group slowly began assem- bling before Zhongnanhai, the highly guarded and gated compound that houses the elite national leaders of the Chinese party-state. Appearing to arrive nearly simultaneously in small bands from all corners of Beijing, they silently congregated before the compound gates and formed a neat grid only a few blocks from famed Tiananmen Square, the site of the massive student demon- strations that had been brutally suppressed almost exactly ten years earlier. By noon, the crowd had swelled to over ten thousand and occupied at least three streets surrounding the perimeter of the compound, with most participants silently standing in meditation or reading the written works of Li Hongzhi, the venerated founder and leader of the quasi-Buddhist movement commonly known as Falun Gong (Practitioners or Cultivators of the Wheel of Law). Many of the participants had packed food and water to sustain them during their long vigil, and some even vowed to spend the night. Despite a week of unrest orchestrated by Falun Gong practitioners in nearby Tianjin, the Beijing police were caught off guard by the demonstration. Aft er stationing uniformed police offi cers every six meters around the perimeter of the protesters’ grid, police authorities took well over twelve hours to disperse the group. Most left voluntarily around 8:30pm aft er police threatened to herd them all onto eighty buses waiting behind the nearby Great Hall of the People.
