Homelessness Service Directory
February 2004 Introduction
The service directory has been developed as part of the development of the Vale of Glamorgan Homelessness Strategy project.
The document was first produced in February 2004, and was based upon information provided to the consultants by each organisation, that set out the services they provided at the time, how they can be accessed and who they are targeted at.
The directory will be updated every six months by officers of the Council, to ensure that the information contained in the document is up to date and retains its accuracy.
The directory has been divided into the following sections:

· National telephone advice lines and web-based sources of information and advice
Each section will commence with a brief introduction that explains the organisation of entries in each section. Entries within each section are in alphabetical order of organisation name.
2 Accommodation
Introduction
This section is unsurprisingly one of the largest.
The section lists the housing provided by the council, housing associations and voluntary organisations that own and manage housing in the Vale of Glamorgan.
The directory does not provide details of any private landlords who own and manage stock in the Vale of Glamorgan. The best sources of information are Llamau and Home Access
The range of housing provided by organisations in the Vale of Glamorgan is quite extensive and therefore entries have been sub divided into the following three groups:

Summary of service Newydd Housing has over 2000 affordable homes that cater for a variety of needs including families, couples, single people, people with special needs and the elderly.
Eligibility Newydd operates a Points system based on housing need. The Vale of Glamorgan Council has 50% nomination rights to relet accommodation.

Summary of service UWHA owns one hundred and thirty two 2, 3, 4 and 5 bed houses in Dinas Powys. Approximately 25% of these properties have been adapted to meet the needs of people with physical disabilities. Eligibility The properties are suitable for families. Applications assessed upon housing taking account of current housing circumstances, social factors, health issues, support needs etc. Exclusions UWHA will not house people who have been evicted from Registered Social Landlord accommodation for anti-social behaviour and rent arrears. Summary of service The Vale of Glamorgan owns and manages 4,100 homes throughout the Vale of Glamorgan. These are a mix of general needs and sheltered homes.
For information on properties currently available, members of the public must register for Homes4U. They will then receive a fortnightly newspaper advertising all vacant homes, which they can bid for.
Eligibility People aged over 16 are able to apply for housing from the Council. Summary of service General needs accommodation comprising of flats, maisonettes, bungalows & houses in Barry, Dinas Powys, Llandough, Rhoose & Llantwit Major. Sheltered accommodation comprising of bedsits & flats.

Eligibility Applicants currently need to have local connection with the area and be unable to afford to purchase suitable accommodation.
Exclusions The Association has a policy of suspending applicants who do not meet it’s allocation criteria. Top priority is given to those who are homeless and significant priority is given to those in insecure accommodation.

Summary of service 11 bedspaces in two supported houses for people with mental health problems. Each providing long-term support and a 24 hour alarm call system. The houses are staffed from 8am to 8pm.
Eligibility People with mental health problems are the target for this accommodation. The project offers three self-contained flats, one-two bedroom flat, and one studio flat. Residents are offered 6 month assured shorthold tenancies. Average length of stay 12 months. The project operates an out of hours on call service. Scheme has access to three units of move on accommodation in Barry.

Summary of service SAFE House ( Ty'r Fro ) is due to open in January 2004, this is a 5 bed short term assessment project for 16/17 year olds who are going through the homelessness system. The young people are assessed in terms of their ability to live independently and then referred on to appropriate housing options. The average anticipated length of stay is between 3/4 months. A Family Mediation Worker is attached to the project in order to work with the young people to either look at the option of returning home or to re-establish contact with the family.

Summary of service The Council provides short-term emergency accommodation for people who are homeless. This accommodation is provided in the Council’s hostel Hafan Treharne and by placing people in bed and breakfast accommodation.

Eligibility The service is targeted at drug users, ex-users, their families and friends.

Summary of service The Information Shop provides an information advice and counselling service to young people living in the Penarth area. Summary of service Advice to young people who are leaving or who have left Local Authority care who qualify for a service under Leaving Care Act 2000 or Section 24 Children Act 1989 and vulnerable, homeless 16 and 17 year olds we work with under Section 17 Children Act 1989. Will also provide emergency accommodation and support for care leavers via Llanmau.
Eligibility Young people in Local Authority care who are planning to leave care or who have left care. A care leaver is a young person who has been looked after by the Local Authority for a period of 13 weeks since their 14th birthday. Social Services have a duty to work with Leaving Care Act clients until 21, we can work with S24 Children Act clients until 21 on a voluntary basis. We can work with S17 Children Act clients until 18.
Exclusions How to access service Via field social workers in First Contact, Children in Need and Looked After Children Teams in Children’s Services of Vale of Glamorgan. We would also work with clients of other Local Authorities who came to live in the Vale of Glamorgan.

Summary of service Youth Gateway (part of Careers Wales) works with young people (generally aged 16 – 18) who find it difficult to access education, training or employment for a variety of reasons. Careers guidance and advice is provided alongside referrals to appropriate agencies – this may involve working with young people who are experiencing housing issues. Participants in the Youth Gateway programme receive ongoing mentoring support whereby relevant agencies can be accessed alongside ongoing career advice and support to obtain and sustain education, employment or training. The mentoring support lasts as long as is required by the individual.

Summary of service The Youth Offending Team provides a statutory service under Crime and Disorder Act 1998. This role includes the supervision of young offenders in custody and the community. Also the provision of support in engaging children and young people in intervention programmes to prevent/reduce offending. YOT offer programmes to prevent/reduce offending. These include substance misuse service in combination with mental health problems, education training and employment, preventative activities, primary health care, personal development programmes e.g. Duke of Edinburgh Award.

Summary of service The Association provides floating support services to in the region of 60 tenants in the Vale of Glamorgan. The support for some of these tenants, generally those in council housing is provided via the Supporting People Team in the Vale Council, whereas the support for the remaining tenants is funded by the Welsh Assembly Government through SPRG. Summary of service South Glamorgan Council on Alcohol run a series of services for people with alcohol problems. The services are based in Cardiff but are available to people with alcohol problems living in the Vale. The services available include the following: Residential Services Therapeutic Day Service Advice Centre South Glamorgan Council on Alcohol also manages two hostels for people with alcohol problems, who must be dry to gain admission to the hostels. The hostels are : Dyfrig House – a 21 bed direct access Hostel – short to long stay where emphasis is placed on rehabilitation / resettlement. The hostel is staffed 24 hrs. Glan yr Afon - a 6 beds supported “move on” house. Staffed 8 hrs Monday – Friday, with an on-call service provided from Dyfrig House. South Glamorgan Council on Alcohol also provides a range of support services.
