It is people, people, people We should not create policies that are Like the fishing net That snares and strangles But like the surging tide That uplifts and carries forward (Communities and Government – Political for Partnership, Whakatopu Whakaaro, May 2001, the Community Policy Team, Ministry of Social Policy, New Zealand) Abstract In general, communities in Small Island Developing States (SIDS) are socio- economically and environmentally vulnerable due to their geographical and ecological conditions. Small archipelagic states are even more vulnerable in terms of natural and human-induced disasters because of their fragmentation, isolation and smallness. Good governance is a vital precondition to reduce the vulnerability of these states. This study examines these two correlated phenomena, governance and vulnerability, their inter-related implications and complications, and the role of governance in reducing vulnerability of SIDS and their island communities. It also proposes some practical remedies for the challenges of these communities. Qualitative research using multiple methods, secondary data collection, informal semi-structured interviews, open-ended discussions, informal conversational interviews and direct observations, was carried out through case studies of two archipelagos, the republics of Maldives and Vanuatu. In addition, the New Zealand local government model with a focus on Bay of Plenty Region was also studied in order to seek policy models and best practices from a developed state. The field inquiry revealed that an effective local governance system is vitally important to address socio-economic and environmental vulnerability of these archipelagic communities. Neither a rigid centralised system, like the Maldives, nor a decentralised system, as in the case of Vanuatu, was found to be appropriate and effective unless certain functions are delegated and local authorities are made self- reliant, financially and functionally self-sufficient and aware of their responsibilities through education, while community members are empowered by providing more socio-economic opportunities. Based on the research findings, the thesis highlights four key causes of increasing vulnerability in these communities: absence of a reliable outreach mechanism for emergency management, lack of a strong local governance system, scarcity of socio- economic resources and opportunities, and inadequate socio-economic infrastructures. The thesis suggests possible ways forward by proposing a four tier cluster approach with a decentralised emergency management system and local governance model. The transient vulnerability (natural or weather related disasters) of these archipelagic communities cannot be addressed unless their chronic vulnerability, lack of socio-economic opportunities, is addressed through sound local governance. i Acknowledgement Many factors drew me to pursue this study and key amongst them are that I overheard my father saying to someone once, “You know! One day, I want to see my children achieving the highest level of education”. Since my father is a fisherman and mason from a small island with eight children, his dream has inspired my ongoing concern to understand the social problems associated with vulnerability of the island communities. Maldives has been conducting censuses since 1911 with the first modern census conducted in 1977. Censuses were conducted every five years since between 1985 and 2000. The 2005 census was delayed to 2006 due to tsunami of 2004, leaving a gap of 8 years between the last two censuses. The 2014 marks the 29th census conducted in the Maldives. Census provides a benchmark data for all demographic, economic and social statistics in the country to the smallest geographic level. Such information is vital for planning and evidence based decision-making. Census also provides a rich source of data for monitoring national and international development goals and initiatives.

Lauder and Allan F. Lauder Abstract The present paper reflects on Indonesia’s status as an archipelagic state and a maritime nation from a historical perspective. It explores the background of a multi-year research project into Indonesia’s maritime past currently being undertaken at the Humanities Faculty of Universitas Indonesia. The multidisciplinary research uses toponymy, epigraphy, philology, and linguistic lines of analysis in examining old inscriptions and manuscripts and also includes site visits to a number of old port cities across the archipelago. We present here some of the core concepts behind the research such as the importance of the ancient port cities in a network of maritime trade and diplomacy, and link them to some contemporary issues such as the Archipelagic Outlook. This is based on a concept of territorial integrity that reflects Indonesia’s national identity and aspirations. It is hoped that the paper can extend the discussion about efforts to make maritime affairs a strategic geopolitical goal along with restoring Indonesia’s identity as a maritime nation. Allan F. Lauder is a guest lecturer in the Post Graduate Linguistics Department program at the Humanities Faculty of the Universitas Indonesia.     Conservation and Population Ecology of Manta Rays in the Maldives Guy Mark William Stevens Doctor of Philosophy University of York Environment August 2016 2 Abstract This multi-decade study on an isolated and unfished population of manta rays (Manta alfredi and M. birostris) in the Maldives used individual-based photo-ID records and behavioural observations to investigate the world’s largest known population of M. alfredi and a previously unstudied population of M. birostris. This research advances knowledge of key life history traits, reproductive strategies, population demographics and habitat use of M. alfredi, and elucidates the feeding and mating behaviour of both manta species. M. alfredi reproductive activity was found to vary considerably among years and appeared related to variability in abundance of the manta’s planktonic food, which in turn may be linked to large-scale weather patterns such as the Indian Ocean Dipole and El Niño-Southern Oscillation. Key to helping improve conservation efforts of M. alfredi was my finding that age at maturity for both females and males, estimated at 15 and 11 years respectively, appears up to 7 – 8 years higher respectively than previously reported. As the fecundity of this species, estimated at one pup every 7.3 years, also appeared two to more than three times lower than estimates from studies with more limited data, my work now marks M. alfredi as one of the world’s least fecund vertebrates. With such low fecundity and long maturation, M. alfredi are extremely vulnerable to overfishing and therefore needs complete protection from exploitation across its entire global range.
