U privitku dostavljamo prijedlog Zaključka i Izvješće o stanju okoliša Dubrovačko-neretvanske županije za razdoblje od 2007. do 2010. godine, izrađen od tvrtke APO d.o.o. iz Zagreba. Izvjestilac po ovoj točci bit će predstavnik tvrtke APO d.o.o. iz Zagreba i predstavnik Upravnog odjela za zaštitu okoliša i prirode Dubrovačko-neretvanske županije. S poštovanjem, v.d. Utvrđuje se Prijedlog zaključka o prihvaćanju Izvješća o stanju okoliša Dubrovačko-neretvanske županije za razdoblje od 2007. do 2010. godine. II. Statuta Dubrovačko-neretvanske županije ("Službeni glasnik Dubrovačko- neretvanske županije", broj 07/09, 10/10 i 03/13), sukladno Programu zaštite okoliša Dubrovačko - neretvanske županije (Sl. glasnik DNŽ 6/10), Skupština Dubrovačko-neretvanske županije na sjednici održanoj 2014. godine donijela je ZAKLJUČAK I. Prihvaća se Izvješće o stanju okoliša Dubrovačko-neretvanske županije za razdoblje od 2007. do 2010. godine (u daljnjem tekstu : Izvješće). II. Izvješće iz točke I. ovog Zaključka nalazi se u privitku ovog Zaključka i čini njegov sastavni dio. III. Ovaj Zaključak i Izvješće iz točke I. objavit će se u Službenom glasniku Dubrovačko-neretvanske županije. IV. Obvezuje se Upravni odjel za zaštitu okoliša i prirode da u roku od mjesec dana od prihvaćanja izvješća iz točke I. isto dostavi Agenciji za zaštitu okoliša. Zakona o zaštiti okoliša ("Narodne novine" 110/07) i Zakonu o javnoj nabavi ("Narodne novine" 110/07 i 125/08) Dubrovačko-neretvanska županija provela je postupak javnog nadmetanja za izradu Izvješća o stanju okoliša Dubrovačko-neretvanske županije za razdoblje 2007. -2010. godine. Odlukom Župana Dubrovačko-neretvanske županije (KLASA: 406-01/11-02/40, URBROJ: 2117/1-01-11-13) kao najpovoljnija prihvaćena je ponuda APO d.o.o usluge zaštite okoliša (član HEP grupe) iz Zagreba br. 13-11-2198/11 od 30. studenoga 2011. godine. Izrada Izvješća započeta je u siječnju 2012. godine, provedeno je anketiranje jedinica lokalne samouprave na području Županije o stanju i problemima okoliša te provedbi postavljenih ciljeva i mjera, javnosti je upućen poziv za izradu Izvješća o stanju okoliša. Nacrt Izvješća o stanju okoliša Dubrovačko-neretvanske županije dostavljen je stručnim službama Dubrovačko-neretvanske županije. Nakon pribavljenih primjedbi, mišljenja i prijedloga stručnih službi Dubrovačko-neretvanske županije Prijedlog Izvješća o stanju okoliša Dubrovačko-neretvanske županije okončan je u rujnu 2014. godine i putem nadležnog Upravnog odjela za zaštitu okoliša i prirode upućen Skupštini Županije na donošenje.     The policy paper “Bologna Charter 2012 - European Regions Charter for the promotion of a common framework for strategic actions aimed at the protection and sustainable development of the Mediterranean coastal areas” (www.bolognacharter.eu), was subscribed on the 21st of March 2013 by several maritime Regions and Administrations of the Mediterranean, and adopted by the Intermediterranean Commission of the CRPM, General Assembly on the 27th of June 2013 in Barcelona. J. F. Kennedya 7, 10000 Zagreb, Croatia [email protected] Abstract Main aim of regional policy is to reduce regional disparities. There is now doubt that action to tackle regional disparities is needed in Croatia. Main problem is the definition of region as a subject of regional policy. After discussion about definition of region and main criteria which should be considered during the process of establishment of regions, the paper will present one of the methodologies for spatial-economic entities' classification. The methodology will be used on the working sample of several Croatian counties. The classification will be obtained through use of multivariate statistical methods, and it is based on a wide number of demographic, economic, educations, employment indicators. Results leads to the identification of several axes of socio- economic characterisation, and the division of the observed territory into several homogenous clusters, regions with different degree of development. The main conclusion is that socio-economic reorients uncovered with this methodology provide useful characterisation and division of the territory, for policy making purpose. Division proposals depend on criteria used. Politicians and various professions use different criteria, in order to achieve the optimal territorial structure that could enable same or at least similar effects of certain policy measures within the same territorial unit, and could be easily monitored.
