Business Bulletin: Friday 7 June 2013 Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

 Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

 A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

 An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

A search facility is also available on the Scottish Parliament web site at http://www.scottish.parliament.uk/parliamentarybusiness/28877.aspx.

Any questions in relation to this section should be directed to the Chamber Desk, for which contact details are provided at the end of the Bulletin.

New and altered motions and amendments

*S4M-06903 Bob Doris: Growing Unrest in Istanbul—That the Parliament notes with concern what it considers to be growing unrest in Istanbul; understands that what started as a small, peaceful demonstration against the removal of trees in Gezi Park on 28 May 2013 had grown into a much larger protest involving tens of thousands of people by early June; considers that the protests have been inflamed by the nature of the police response to the original protest against the tree removal; notes that Human Rights Watch has called on the Turkish Government to ―end police violence and excessive use of force against protests across Turkey‖; believes that the Turkish people should be afforded the opportunity to protest peacefully, and hopes that this democratic right will be respected by the Turkish Government.

*S4M-06902 David Torrance: Cottage Family Centre’s Excellent Inspection Results—That the Parliament congratulates Pauline Buchan and the staff at the Cottage Family Centre’s crèche in Kirkcaldy on receiving what it considers an excellent report following two unannounced visits from the Care Inspectorate in March 2013; notes that the inspectors reported that the centre is providing young people with a supportive and nurturing environment; understands that it received the highest grades for the quality of its care and support, its environment and for its staffing, management and leadership; recognises what it considers the enthusiasm, hard work and dedication of the staff in offering an excellent level of service, and commends what it believes is the centre’s invaluable service to the community.

Supported by: Bill Kidd*

*S4M-06901♦ Margaret McDougall: Concerns at Coastguard Staffing Levels— That the Parliament is concerned at reports that the Maritime Rescue Coordination Centre (MRCC) Belfast, which took over responsibility for coordinating rescue efforts off the west coast of Scotland following the closure of MRCC Clyde in 2012, is staffed at worryingly low levels; understands that, on 80% of shifts, MRCC Belfast is staffed at below risk-assessed levels, compared with 18% for the centres for the rest of the UK; believes that having low staffing levels puts lives at risk, and notes calls for the UK Government to urgently assess the situation and rethink its coastguard reforms.

*S4M-06900 Richard Simpson: National Glaucoma Awareness Week—That the Parliament welcomes National Glaucoma Awareness Week as an opportunity to encourage everyone in Scotland to recognise that this is a preventable cause of declining vision and sometimes rapid blindness; welcomes the peer-reviewed research that has shown that the provision of free eye tests in Scotland introduced by the Labour/Liberal Democrat administration and continued by the SNP administration has proved of value in reducing blindness in Scotland; considers, however, that too many people think that these tests are only about glasses and hopes that this awareness week will help to ensure that tests are taken up; understands that what it considers the innovation in digital linkage between optometrists and hospital opthalmology teams piloted at the Queen Margaret Hospital in Fife is to be rolled out nationally, and welcomes the growing partnership between optometrists and ophthalmologists.

*S4M-06898 Richard Simpson: Breathe Easy Week—That the Parliament welcomes Breathe Easy Week, which takes place from 10 to 16 June 2013; notes that this is a series of events throughout the UK in June each year, in which the British Lung Foundation’s (BLF) Breathe Easy support groups around the country help to raise awareness of a particular issue relating to lung disease; recognises the importance of topics highlighted in previous years including smoking, sleep apnoea and asbestos-related disease; welcomes in particular what it understands is the recent progress that has been made in relation to asbestos-related disease; notes what it considers the recent success of the Parliament in facing down a court challenge from the tobacco industry to introduce new measures of tobacco control but believes that it needs to go further; strongly supports the theme of Breathe Easy week 2013, which acknowledges the importance of the BLF support groups in sharing support, advice, experiences and friendship with people affected by lung disease, and encourages all MSPs to contact their local support group to make clear their support.

Supported by: Graeme Pearson*, Hanzala Malik*, Kenneth Gibson*, Mary Fee*, Christine Grahame*, Patricia Ferguson*, Margaret McCulloch*, Mary Scanlon*, Jim Hume*, Iain Gray*, Mike MacKenzie*

*S4M-06896 Mary Fee: There Should not be a Gay Cure App—That the Parliament congratulates Apple on removing the application (app), Setting Captives Free, from its internet store, however believes that such apps should not be made available in the first place; understands that a successful petition started by the organisation, AllOut, had received over 94,000 responses, resulting in Apple dropping the app; further notes that Apple and Google have policies banning the sale of harmful apps; considers Gay Cure Therapy to be a harmful app and calls on Google to ban it too; understands that issues around sexuality can be very difficult for people who have to come to terms with a non-heteronormative sexuality, and commits itself to tackling discrimination and furthering equality for all.

All current proposals (together with associated documents) are available on the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/12419.aspx Current Final Proposals Names marked with an asterisk (*) are new names of support. Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
