Cultural Resources Inventory
Town of Saugus Historical Commission Town Hall 298 Central Street Saugus, MA 01906 CULTURAL RESOURCES INVENTORY Updated: May 2012 The Town of Saugus contains hundreds of sites and structures having architectural, archeological, or historical significance. At the present time, five properties are listed on the National Register of Historic Places, two of which have been designated as National Historic Landmarks (NHL) by the Secretary of the Interior. National Register Properties: Boardman House (NHL, 10/15/1966) Breakheart Reservation Parkways (8/11/2003) Lynn Fells Parkway (5/9/2003) Saugus Iron Works (NHL, 10/15/1966) Saugus Town Hall (6/20/1985) The Commission completed an Inventory of Cultural and Historical Resources in 1986. This inventory was largely confined to resources that were at least 50 years old, and did not include many additional resources reflecting the growth of the Town since World War II. The results of this inventory have been entered into the Massachusetts Historical Commission’s MACRIS database. With a few exceptions, the inventory forms, along with inventory records created by other federal and state agencies, are available for downloading from the MACRIS site (http://mhc-macris.net/). The following listing is in two parts. The first lists properties included in the MACRIS database, while the second shows those properties which the Commission has identified for potential inclusion in the inventory. This includes both older properties not included in the previous inventory and those which have achieved the 50 year age criteria since the initial survey was done. It should be noted that the list of potential additions will expand as individual properties within areas are inventoried or miscellaneous residential properties are identified as being significant either as architecture or association. -
Chapter 4: Regionwide Needs Assessment
REGIONWIDE 4 NEEDS ASSESSMENT INTRODUCTION A critical early step in developing the LRTP is to gather, organize, and analyze available sources of data about the transportation system. This allows the MPO to understand the many needs that exist for all transportation modes. After analyzing data included in the Web-based Needs Assessment described in Chapter 1, it is clear that the region has extensive maintenance and modernization requirements, including the need to address safety and mobility for all modes. MPO staff estimates that these needs likely would exceed the region’s anticipated financial resources between now and 2040. Therefore, the MPO must prioritize the region’s needs in order to guide investment decisions. This chapter provides an overview of the MPO region’s transportation needs for the next twenty-five years. The information in this chapter has been organized according to the LRTP’s goals—which are used to evaluate projects in the Universe of Projects List both for scenario planning, and then project selection for the recommended LRTP. The LRTP’s goals are related to: • Safety • System Preservation • Capacity Management and Mobility • Clean Air and Clean Communities • Transportation Equity • Economic Vitality Information in each goal-based section of this chapter falls into these general categories: • The goals and related objectives • Background information for each goal • The policy context that surrounds each goal, which includes: 1. Initiatives and directives that shape the goal and related needs. Detailed information about each of the policies is included in Appendix A. 2. Relevant studies, reports, and documents that help the MPO understand the region’s transportation needs. -

Loudon (Fabaceae) is a tall, herbaceous, perennial legume that is regionally rare in New England. Found most often in dry, open, rocky woods over circumneutral to calcareous bedrock, it has been documented from 28 historic and eight current sites in the three states (Vermont, New Hampshire, and Massachusetts) where it is tracked by the Natural Heritage programs. The taxon has not been documented from Maine. In Connecticut and Rhode Island, the species is reported but not tracked by the Heritage programs. Two current sites in Connecticut are known from herbarium specimens. No current sites are known from Rhode Island. Although secure throughout most of its range in eastern and midwestern North America, D. cuspidatum is Endangered in Vermont, considered Historic in New Hampshire, and watch-listed in Massachusetts. It is ranked G5 globally. Very little is understood about the basic biology of this species. From work on congeners, it can be inferred that there are likely to be no problems with pollination, seed set, or germination. As for most legumes, rhizobial bacteria form nitrogen-fixing nodules on the roots of D. cuspidatum. It is unclear whether there have been any changes in the numbers or distribution of rhizobia capable of forming effective mutualisms with D. -

Another 11.75 acres is in planning stages right now. 88.25 acres is still needed. • Sites for the remaining 88.25 acres will be hard to find and will cost an estimated $550+ million dollars to acquire, design, and construct. • This cost is too much for the City of Somerville or for development to bear alone. How much each party should provide remains unanswered. • The City is forming a task force to answer these questions by weighing costs/benefits in relation to other objectives. • Interim zoning was prepared, but long term zoning solutions are needed. A KEY LINK IN GREATER BOSTON'S WILDLIFE HABITAT: METROPOLITAN STATE HOSPITAL by John Andrews and Lee Taylor Boston-area birders are fortunate to have several urban parks, reserves, and privately owned lands that offer excellent birding and tranquil walks only minutes away inside Route 95. Mount Auburn Cemetery in Cambridge, Arnold Arboretum in Jamaica Plain, Belle Isle Marsh in Revere, Blue Hills Reservation, and Fresh Pond in Cambridge are but a few locations well-known among birders. One relatively little known land area, the property of the closed Metropolitan State Hospital, is now threatened with development and is entering a critical time where its future use will be determined. This area is perhaps the last great piece of unprotected open space within Route 95. The Metropolitan State Hospital property consists of 342 acres of land in the towns of Lexington, Belmont, and Waltham. In 1992 the property is being declared "surplus" by the state of Massachusetts, and is entering the state's real property disposition process which is managed by the Division of Capital Planning and Operations (DCPO). State and local agencies will be polled to determine whether they have proposals for use of the property. If no such proposals are acceptable to the state, the property will be offered to private developers. Over eighty-five percent of the land (272 acres) is currently undeveloped. The property is the heart of a de facto greenway that includes the Metropolitan District Commission's (MDC) Beaver Brook Reservation, Belmont Rock Meadow conservation land. Habitat Institute for the Environment, Highland Farm Sanctuary, Lexington's "Clematis Brook" conservation land, and Cedar Hill Girl Scout Camp.
