GOVERNMENT OF KERALA STATE PLANNING BOARD THIRTEENTH FIVE-YEAR PLAN 2017-22 THIRUVANANTHAPURAM 2018 Kerala is the only State of the Union to have made a public commitment to continue with the formulation and implementation of Five-Year and annual Plans. It was one of the early decisions of the State Government to continue with Five-Year and Annual Plans to guide Kerala’s social and economic development. The Thirteenth Five-Year Plan will continue the legacy of State in investing in its people and development of productive forces of the economy. This is a Plan for the working people, the poor, the socially deprived, and the environment. This Plan document provides the overall orientation of the different sectors in the Thirteenth Five-Year plan period and the overall resource estimate for financing the Plan. The Thirteenth Five-Year Plan is an outcome of efforts of many individuals and departments. I would like to acknowledge the effort of all the officials of Planning Board, departments and members of Working Groups who have contributed to this document.
