11.. EE XECUTIVE SSUMMARY 1.1 Executive Summary 1)The Mining lease of Khaprajola Stone Mine over an area of 8.19 acres (3.32 Ha) in vill- Khaprajola, P.O+P.S+Dist–Pakur, Jharkhand, having Lat. E 87050’02.90” To 87050’34.11” Topo-sheet no.- : 72P/14 , Mining Lease was granted to M/S Radha Stone Works, Lessee/Nominated owner Sri Gerimal S/O Late Leela Ram, Vill- Shindhipara, P.O + P.S-Pakur, Dist-Pakur, Jharkhand for ten years (22.05.2004 to 21.05.2014)

2) The above Mining Lease Lease was transferred to Lessee Shri Shyam Mandhyan, S/O Late Bhambha Mal Mandhyan, Vill- Shindhipara, P.O. + P.S –Pakur, Jharkhand for the period of 28.08.2009 to 21.05.2014 on 28.08.2009.Lease was renewed for a period of 10 (ten) years from 22.05.2014 to 21.05.2024, dated09.11.2015. 3) Lessee operated the mine from September’2011to June’2014, as per the production report of DMO, Pakur No-947/M dated 19-08-2014 and produced a total production of 4473550 cft at the rate of 200 TPD/74 cum per day as against CTO Vide letter no.-1344 dated 04-06-2013 for the production of 500 Cum per day. Not operated during July’14 to Mar’16 due to technical problems. Production during 2016-17was 256000 cft and during 2017-18(upto Jan’18) was 762000cft (Grand Total Production was 5491550cft) 4) Environment Clearance was also granted vide EC letter no.-EC/SEIAA/2014- 15/446/2014/845, Ranchi Date-30.04.15 for the average production of 120 TPD. 5)Later Lessee intends to increase production capacity looking into the present market requirement, at the same time he decided to operate the mine for 3 years only.He approached DMO (Pakur), who gave his consent with the condition to submit the revised EC & all statutory clearance prior to start the mining activities.

2..2 BRIEF DESCRIPTION OF NATURE OF PROJECT: The stone mine area is located in Khaprajola Mouza, Pakur Post Office & Police Station, Pakur District in Jharkhand. The total mining lease area is 3.32 Ha. The mining will be carried out in the mine lease area by adopting Open cast Semi-Mechanized/ Manual mining method. The stone mine shall be developed by Semi-Mechanized mining method. The OB and mineral are hard and compact. So drilling and blasting is required.

2..3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND REGION The Project is a mining lease for Stone mine that should be used for infrastructure development. The material is used for building construction and road construction. The impact due to mining on the socio-economic front will be beneficial. About 18 people will directly benefited by mining through employment. With continuation of mining, other infrastructural developments will increase the socio-economic status of the local inhabitants. As per EIA notification 2016 the project falls below 5 Hectares land which comes in Category- B2, the proponent is submitting the proposal to get Clearance for production capacity of 222345 (max) MT/ annum of Boulder Stone from DEAC, DEIAA, in District for the purpose of grant of quarry lease. 2..4 DEMAND AND SUPPLY GAP As mentioned above, there is large demand of stone for Building & Road construction of Nearest Market Requirement. It is the essential raw material for construction of, House Building Construction roads Construction etc. Presently there is a shortage in supply of these materials in the Market as per demand.

The proposed mine has lease over an area of 3.32 Ha. and the production rate is 222345 Max. TPA /741 Max. TPD (Avg.).The lessee follows open cast semi mechanized mining.

3..5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIGRAM/FLOW CHART SHOWING THE PROJECT LAYOUT,, COMPONENTS OF THE PROJECT ETC.. SHOULD BE GIVEN METHOD OF MINING Strategy of Mining Operation:- Considering the above availability of the working area, the M.L area has been sub-divided in four no. of zones(A,B,C & D) according to the space available for working. Based on available area the maximum depth of working areas/zones varies as stated below. The work will start from virgin areaZone-A, northern side of M L area having undulating undulating ground level. Initially in first year after removing 3m depth of OB (bench-1) the stone production will start from 2nd benches having depth of 6m. In 2nd & 3rd year also the work will continue in zone-A. In 2nd year bench no.3 & half of bench no.4will be taken & in 3rd year half of bench no.4 & bench 5 & 6 will be taken. Mining operation has been proposed to be mechanized opencast opencast mining. No drilling & blasting was proposed during OB removal. Drilling operaion will be carried out in the stone rock body only by compressed wagon drill 6m depth & 100mm dia. After controlled blasting the blasted material will be loaded by 1.2m3 Excavator onto 40ton/25 cum dumper and transported to surface crusher site. The stone rock bench will be kept 6m depth & 5m & 4m alternatively to facilitate the movement of the heavy machines on mine roads. The proposed final bench slope will be restricted to 550 . Due approval from DGMS has been suggested. The mining operation will be carried out as per rule-106 of MMR-1961is proposed. Mining operation is proposed in general shift only (8AM to 5 PM). The average number of working days in a year would be 300 (excluding holidays), the production will slow down trend during monsoon period. Total 18 unskilled, semi-skilled & high skilled workers will be deployed by the lessee.

S ITE ANLYSIS 4..1 CONNECTIVITY The stone mine is located at village-Khaprajola, P.O.+P.S+Dist-Pakur in jharkhand is located in Survey of India Topographical sheet no.-72P/14 which can be approached by fair weather pucca road from Pakur about 4KM in North direction .The area is connected with village road adjacent to mine lease area and meets National Highway- 34 which is just 12.50 km in NE direction from the Lease Area. The nearest railway station is Nagar Nabi Railway Station and which is situated at 3.15 km in SE direction from the mine lease area. NSCB Airport, Kolkata is the nearest airport in respect of mine lease area situated at a distance of 230 km (air distance) from the lease area in SE direction.

4..5 EXISTING INFRASTRUCTURE As such in the stone mining operation there is no approach road from the main connecting village road the proponent developed a private kachha road up the connecting road with the help of waste material generated from the mine. 4..8 SOCIAL INFRASTRUCTURE AVAILABLE The mining area is well connected by road to district Headquarter Pakur, which is at 4 km North side from site. All educational, banking, Recreational, Medical facilities and other infrastructure are available in Pakur and nearby area. Medical Facilities Dispensary and local hospital facilities are available at nearby villages and first Aid kit will be available at the site. The boulder generated from the mine is generally various size of 1000 mm to 200 mm the bigger size boulders are manually broken to small size of 400 to 200 mm and it is feed to the ball mill crusher to small size of 50 mm to 5 mm. in this process lot of dusts are generated and it is being arrested by providing proper water spray arrangement at suitable location. 6.2 RESIDENTIAL AREA (NON PROCESSING AREA).

7..1 POLICY TO ADOPTED (CENTRAL STATE) IN RESPECT OF THE PROJECT AFFECTED PERSON INCLUDING HOME OUTSEES,, LAND OUTSEES AND LANDLESS LABOR The mine lease is Raity land and do not have habitation. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc exist within the lease area or in the vicinity of the mine lease area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated.

However, after 5 yrs plan period, backfilling may be started or that may be converted into water reservoir if required. Estimation of area has not been done now. This will be planned later. Under water pollution prevention plan, garland drain and retaining wall will be constructed all around the dump, and pits. Sedimentation pond, unlined settling tank will be constructed near the boundary area to provide a proper channel for water outflow. And secondary settling pond will be connected to nearest water bodies.
