INTRODUCTION This is the new lease for stone mining in the name of Mr. Hakim Momin Lease for stone mining located in Mauza: Hathigarh, Thana: Litipara Plot 761, 764, 808, 810, 815, 820, 803(P), 832(P), 834(P), 822, 813 having area comprising of 4.14 Hectare (10.23 acres) for a period of 10 years from 18/10/2016. The applicant is intending to obtain Environmental Clearance for this stone mine as per direction of Honorable Supreme Court. The lease is located in the Hathigarh village having Proposal for the production capacity of 194000 Tonnes per annum. The applicant is a proprietor and entrepreneur and engages in mineral trading. The estimated project cost is Rs.56.40 Lakh. The expected life of stone mine is 5 years. INTRODUCTION OF THE PROJECT /BACKGROUNDINFORMATION 2.1 The Project: 2.1.1 Name of the Project This stone mining project is for mineral Stone. The project is located at Mouza- Hathigarh , P.S.- Litipara, District – Pakur (Jharkhand). The project falls in B2 category as per EIA Notification 2006. 2.1.2 Nature of Project: It is a new stone mining project and the process of obtaining environmental clearance is under process for New mining lease which was originally accorded for 10 years since 18/10/2016. The method of mining will be OTFM method. Stone will be crushed in order to transform them into suitable size as per as the demand and then is being directly dispatch to market. 2.1.3 Need for the Project: The stone mining project falls in Mouza- Hathigarh, P.S.- Litipara, District – Pakur in Jharkhand and area devoid of sufficient agricultural activities and other industrial activities. The earning/employment sources are limited. Most of the people are dependent on agriculture and this kind of mining activities. The mineral wealth of State of Jharkhand provides the employment opportunity to the people of state as well as region. Mining is one of the core sectors of industries, which play the crucial role in the process of regional economic development. 2.1.4 Demand & Supply Gap: The stone is an important component of the construction, Road, and Railway activities. Any thrust in these areas increase the demand as whole for stone minerals. During the last few years’ sudden increase in real estate, Road and Railway activities in the region enhanced the high demand of the stone. 2.2 Identification of project and project proponent Hakim Momin has been allocated the Plot No. 761, 764 , 808, 810, 815, 820, 803(P), 832(P), 834(P), 822, 813at for an area 10.23 acre (4.14) at Mouza- Hathigarh, P.S- Litipara, Dist. – Pakur (Jharkhand) for stone mining.The proposed rate of production of stone shall be 194000 Tonnes/Annum. The lease area comprises of non-forest in nature. The estimated project cost is Rs.56.4 Lakh. PRE-FEASIBILITY REPORT PROJECT PROPONENT- MR. HAKIM MOMIN 2.3 Brief Information about the project The New project has proposed for mining of stone by OTFM method. The New lease area is 10.23 acres. The expected life of mine is 5 years now onward with rated capacity. Water requirement for the project for drinking use, dust suppression and green belt development will be 5.720KLD, which will be taken from nearby surface water sources. Purpose Required Water Quantity,(KLD) Dust suppression on roads 2.00 KLD Plantation in safety zone and road side 3.00 KLD Domestic use @ 20 liters per person 0.720 KLD Total Water Requirement 5.720 KLD 2.4 Export Possibility There is no proposal to export the stone minerals at this moment of time. 2.5 Domestic / Export Markets Domestic demand is one of the chief reasons for the rapid growth of stone mining in India. Thus, domestic market for stone as building material, Road construction and Railway demand is well established. 2.6 Employment Generation (Direct and Indirect) due to the project This project would generate employment for around 30 to 36 people. PROJECT DESCRIPTION 3.1 Type of project including interlinked and interdependent projects, if any The New stone mining lease area of 4.14 ha located at the village Hathigarh. The estimated production of stone shall be 194000 Tonnes per annum. The mining of stone would be carried out by OTFM method. At present there is no interlinked project. The project falls under category “B2” Project or activity 1(a) as per EIA Notifications 2006, 2009, and 2011. 3.2 Location The New stone mining lease is located in Village – Hathigarh, P.S.- Litipara, District- Pakur, Jharkhand. The project is located at a distance of 20.5 Km from Pakur Railway Station. The coordinates of the Applied Mine lease area are given below: Village Co-ordinate(Bounded by) HATHIGARH 24°43'48.92"N To 24°43'57.88"N” (8.34 ACRES) 87°42'7.20"E To 87°42'19.13"E”. Nearest Highway is (SH) 9.2 km in West and is well connected through a village road and usable in all weather. The area is under the control of District Mining officer, Pakur District and Administrated by DC, Pakur. The mining lease granted in favour of M/S Madhucon Projects Ltd. Shri N. Ramesh, GM, R/o- Road no 36, High Tech City, Jubilee Hills, Hyderabad 500003 The Mining Lease Deed has been executed by Agreement on 18.03.2011 between Deputy Commissioner, Dumka as first party and M/S Madhucon Projects Ltd. through Shri N. Ramesh, GM The deed has been registered on 02.04.2011 in the court of Registrar, Pakur. The proposed rate of production is 120859.59 Tonnes of Masonary Stone.     DISTRICT ENVIRONMENT PLAN SAHIBGANJ : Preamble: Hon’ble National Green Tribunal in O.A. No. -710/2017, dated 15/07/2019 ordered regarding constitution of District Committee (as a part of District Planning Committee under Article 243 ZD) under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016. In the above said order, it is stated that among others ‘Chief Secretaries may personally monitor compliance of environmental norms (including BMW Rules) with the District Magistrate once every month. The District Magistrates may conduct such monitoring twice every month. We find it necessary to add that in view of Constitutional provisions under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016 it is necessary to have a District Environment Plan to be operated by a District committee (as a part of District Planning Committee under Article 243 ZD) In this regard, Environment & Forest Dept, Govt. of Jharkhand vide No-FRM- 4869, dt. 26/12/2019 instructed the Deputy Commissioners to prepare District Environmental Plans by constituting District Environment Committee (as a part of District Planning Committee) with representatives from Panchayats, Local Bodies, Regional Officers, State PCB and a suitable officer representing the administration, which may in turn be chaired and monitored by the District Collector/District Magistrate. As per the directions, District Committee in respect of Sahibganj district was formed to evolve and execute District Environmental Plan in the Sahibganj District.
