RAJ, Of the Indian Administrative Service, ", Director of Census Operations, '~achal Pradesh, DISTRICT CENSUS HANDBOOK Part A and B WEST SIANG DISTRICT Arunachal Pradesh is a thinly populated hilly tract lying roughly between the latitudes 26 CJ 28' Nand 29 0 31' N and the longitudes 91 0 30' E and 9r 3D' E on the North-East extremity of India, comprising roughly of 83,743 kilometre squares of area, bordering the international bounda ries of Bhutan, Tibet, China and Burma. The Pradesh is known to be rich in flora, fauna, power and mineral Potential. When the J 971 Census was taken in Arunachal Pradesh, the area was known a~ the North-East Frontier Agency (NEFA) in short which was constitutional1y a part of the State of Assam. At that time NEFA was directly administered by the President of India through the Gover nor of Assam as his agent, who was assisted by an Adviser. The Office of the Adviser to the Governor of Assam was situated at Shillong, the former Capital of the Assam State now the Capital of Meghalaya. On 21st January, 1972 NEFA was given the status of a Union Territory under the provision of the North-Eastern Areas (Reorganisation) Act, 1971, (81 of 1971) and placed under the charge of a Chief Commis sioner with his headquarters at Shil1ong.
