MYTHS & FACTS Dear Fellow Citizens,
Following four years of open forums, public meetings and planning, the Vince Whibbs, Sr. Community Maritime Park is very near breaking ground. Within a few weeks the necessary permits will be issued. The master developer agreement is ready for approval.
This public/private development, one of the largest in Pensacola’s history, will create hundreds of jobs, open our waterfront to all and, with the relocation of the wastewater treatment plant, will signal to our young people that they can achieve a better quality of life here in Pensacola.
In these difficult economic times, consider the advantages to our local economy if the park were under construction with 1,500 additional people working downtown each day. Similar public projects are already lessening the impact of the economic down turn in Jacksonville and Orlando, and here we would have the additional stimulus of private investment in the Community Maritime Park.
But now those who have long opposed the park are working to create a new mythology about the project. It is important we do not lose sight of the facts.
After the devastation of Hurricane Ivan, community leaders from Homestead, a community almost wiped away in 1992 by Hurricane Andrew, advised a group of community leaders from Pensacola that a large community project, something people could rally around, had been vital to their recovery and was vital to ours.
Following Homestead’s advice, city leaders requested that the late Jack Fetterman, John Cavanaugh, then president of the University of West Florida, and I pool our efforts for the community projects we had been pursuing individually.That is how Jack’s vision of a maritime museum, John’s goal of bringing UWF classrooms and meeting facilities downtown, and my desire for a downtown stadium for the Pensacola Pelicans came together. It was our belief then, and it remains my belief now, that the overarching drive among the three of us was to work together for the good of the community.
It was agreed the process should be as transparent as possible and, as a result it received more citizen input that any project in the City's history. Public meetings were held in each of the seven City Council districts. Urban Design Associates, one of the world’s most respected urban planning firms, also conducted multiple meetings to acquire as much citizen input as possible. All this was done at a cost of more than $250,000, all from private funds.
During those meetings Urban Design Associates displayed drawings showing what the project would look like when it was finished. At the same time, it was always communicated that the park would be built in phases. A part of the new mythology that some are now spreading about the park is that the public was not aware some phases of the park would not be immediately built. This is not true. In fact, one of the arguments park opponents used at the time to attack the project was that it would be built in phases.
It was always made clear the project would have to be done in phases. All projects of this magnitude, from residential developments to Disney World, are built in phases. To say voters were not aware of this is an insult to the people who voted.
A focus of opponent’s criticism has been and remains the inclusion of a multi-use stadium. Why build it? Because research and feedback from every economic expert and urban developer has been that the economic success of both the park and the entire downtown depends on a large facility to bring people to the area. Developers have said repeatedly that the stadium is the most important aspect of the project. The stadium will host movies, plays, festivals, soccer, football, baseball and a variety of celebrations and music events. Critics constantly ask why Pensacola cannot have a facility like The Wharf in Orange Beach. This multi-use stadium would be that and more.
As part of their new mythology,park opponents also continue to say the stadium is the least popular portion of the project. If that is so, why,after they had focused their efforts to defeat the park on opposition to the stadium, did the project still garner overwhelming support?
Who wanted the Community Maritime Park? The answer is obviously a majority of the community. In September 2006, the project was approved by 56 percent of city residents who voted in a special referendum. Fifty-six percent is a strong mandate, yet in the opponent’s mythology the park remains “controversial” and the margin of victory too close to be valid. And while opponents offer NO FACTS to support their position, a recent Mason-Dixon poll confirmed 73 percent of area residents want the park to move forward.
Another myth fabricated by opponents is that all Pensacola taxpayers are paying for the park. Nothing could be farther from the truth. With the public portion of the park being fund- ed by $40 million in bonds from the Community Redevelopment Agency, if you do not live or own a business in the downtown CRA district, your taxes are not helping pay for this project.
It is even more important today than it was four years ago when we banded together in support of our community that Pensacola demonstrate both nationally and to our own citizens that our area is worth investing in.
The most commonly used word to describe Pensacola is “potential.” Potential does not keep young people in town. Potential does not create jobs. Nor does potential improve the quality of life.
We are very, very close to making this dream a reality while creating much needed jobs, improving the quality of life for all and building a better future for our children and grandchildren. To each of you who have supported and continue to support Vince Whibbs, Sr. Community Maritime Park, thank you.
Thank you to the elected officials who are standing with progress for Pensacola, spending countless hours to move this project and our city from a place of potential to a place of action.
It is time to finish the job. In 2009, as Pensacola celebrates the 450th anniversary of its founding, let us lay the foundation for a better and brighter Pensacola for those who will follow us.
