LVIII Legislatura, exponemos el número 5 de la revista Rc et Ratio, en la cual se presentan temas relacionados con la ética política de los servidores públicos, la transparencia en los procesos electorales, el modus operandi de los criminales de cuello blanco y la democracia como instrumento ciudadano, entre otros, de gran interés y actualidad. Especial énfasis, en esta época de crisis financiera y de credibilidad en las instituciones, tiene el artículo que hace referencia a las remuneraciones municipales y su impacto en las finanzas públicas de este ámbito de gobierno. Con rigor metodológico y desmenuzando la información que se publicita en la cuenta pública, los lectores tenemos oportunidad de conocer el fondo y la esencia de este importante asunto. Finalmente, se impulsó el estudio de una serie de indicadores para constatar el grado de avance en la consolidación del conjunto de instituciones, actores, roles, procesos y normas que nos permiten definir cómo se compite por el poder político en nuestro país. En espera de que usted considere estas colaboraciones de utilidad, no resta más que agradecerle su amable lectura. Discernir entre ética y moral. as sociedades modernas se proponen perseverantemente contener lo inabarcable, sustituir lo plural por la uniformidad, y la ambivalencia Lpor un orden transparente y vinculado, pero en el intento provocan un número mayor de divisiones y multiplicidades de las que tratan de deshacerse. Los planteamientos teóricos afirman que todos los seres humanos tienen una tendencia natural a la anarquía, para rebelarse contra las reglas por considerarlas una opresión, hechas por el hombre de una manera “artificiosa”. El resultado es un código ético no ambivalente, y muchas veces contradictorio, por paradójico que sea. Un código perfecto con valores universales, no en contradicción y con fundamentos objetivos y no subjetivos, es en la realidad una imposibilidad: es una auténtica quimera. ¿Pero por qué es una imposibilidad práctica? Porque las viejas aseveraciones: “el hombre es esencialmente bueno y únicamente debe ser guiado para actuar de acuerdo con su naturaleza”. Y, “el ser humano es esencialmente malo, y debe impedírsele actuar conforme a sus impulsos”, son falsas. En realidad el ser humano es ambivalente en términos morales, la ambigüedad reside en la acción primaria de las relaciones humanas.1 La moral es el resultado de la acción que realizan los seres humanos, que en conjunto o por separado proceden como si siguieran reglas: “las reglas de un juego”, que dicen qué hacer y cómo hacer las cosas en sociedad; es decir, el cómo proceder tanto en los asuntos públicos como en los privados, ya que normalmente los sujetos tienden a explicar su conducta apoyándose en normas o tradiciones más o menos explícitas.

MAPES* INTRODUCTION In 1932, the film Scarface was released to the American public as “an indictment of gang rule in America and of the callous indifference of the government to this constantly increasing menace to our safety and our liberty.”1 Its charge to the government was: “What are you going to do about it?” 2 A little less than 40 years later, Congress passed a comprehensive set of statutes to combat crime as an organized enterprise, serving as a long overdue answer to a cross-decade plea for action. President Richard M. Nixon sanctioned these new laws, saying they would allow law enforcement to "launch a total war against organized crime."3 Up until then, the prosecution of organized crime had been seemingly ineffective: both state and federal law enforcement struggled for dominance, yet neither was able to independently control the problem. While state prosecutors developed innovative trial strategies to combat quickly developing criminal organizations, the federal government gradually passed legislation expanding its jurisdiction into criminal matters. These new laws further expanded federal jurisdiction, giving federal prosecutors the proper tools to attack organized crime head on through their expansive power to regulate interstate commerce.

It frames these distinctive and insightful pieces within the context of identitarian, linguistic, and cultural struggles that make up the archives of Italian migrant communities in the US.In conversation with the five pieces, this introduction aims to inquire into the practices of stigmatisation and reproduction of violence by dominant epistemological and ontological frameworks travelling beyond borders. His peak creative years as a photojournalist coincided with the pinnacle of the “creative years” of Murder, Inc. For ten years straight, the New York-based tabloid news photographer slept days and took pictures at night of violent crime and murders, fires, car accidents; he captured the denizens of Skid Row and the Bowery, as well as regular New Yorkers living (and all too often dying) in his hometown. Weegee’s work is connected by an umbilical cord to darkness; his images emerged from Gotham City’s nocturnal penumbra, spectrally streaked by streetlights, lit brightly only where there was a human focus, a tabloid John Alton at work. “Gunman Killed by Off-Duty Cop at 344 Broome Street” (February 3, 1942) Arthur “Weegee” Felig FALL 2010 Noir City Sentinel 25 Weegee called it his “Rembrandt light” as he caught the human protagonists in the white glare of his photo flash, the scene otherwise enveloped in darkness. Weegee’s news pictures were never haphazard snap - shots, albeit they were taken by a man who had happen - stance and chance as his helpmates; he and his camera, with its flash, seem to have a fateful meeting with his human subjects; pictures seem perfectly arranged, and what we focus on is their human content.
