Statuta Općine Vela Luka („Službeni glasnik Općine Vela Luka” br. 06/13 – pročišćeni tekst i 09/14), na 3. sjednici Općinskog vijeća Općine Vela Luka, održanoj 27. 11. 2017. godine, donijeta je ODLUKA O USVAJANJU PROGRAMA UKUPNOG RAZVOJA OPĆINE VELA LUKA OD 2018. DO 2023. GODINE Članak 1. Usvaja se Program ukupnog razvoja (PUR) Općine Vela Luka od 2018. do 2023. godine. Program ukupnog razvoja (PUR) Općine Vela Luka od 2018. do 2023. godine. čini sastavni dio ove Odluke i nalazi se u privitku. Članak 2. Ova će se Odluka objaviti u „Službenom glasniku Općine Vela Luka“. Članak 3. OPĆINE VELA LUKA UVOD Strategija razvoja Općine Vele Luke krovni je planski dokument spomenute jedinice lokalne samouprave kojim se određuju dugoročne smjernice za ekonomski, društveni i infrastrukturni razvoj do 2023. godine. Ovim se strateškim dokumentom identificiraju razvojni potencijali općine na temelju analize trenutnog stanja te se u svrhu njihovih ispunjenja predlažu razvojni prioriteti i mjere. Za izradu strategije koristile su se službene statistike, strategije i drugi relevantni dokumenti, uz inpute dionika prikupljene putem prethodno spomenutih radnih skupina. Analiza stanja je izrađena na temelju sveobuhvatnog primarnog istraživanja u kojem su prikupljeni podaci od ustanova, udruga, trgovačkih društava i drugih subjekata putem strukturiranih obrazaca. Analiza stanja predstavlja prvu fazu u izradi Programa ukupnog razvoja Općine Vela Luka. U njoj su prikupljeni i analizirani podatci o trenutnom stanju ključnih razvojnih područja Općine Vela Luka uključujući demografiju, društvene djelatnosti, gospodarstvo i poslovno okruženje, infrastrukturu, zaštitu okoliša i civilno društvo. U njoj su istaknute glavne prednosti i nedostatci područja Općine Vela Luka. One su potom sintetizirane u SWOT (engl. Strengths, Weaknesses, Opportunities, Threats) analizi koja prezentira ključne snage i nedostatke lokalnog područja, odnosno prilike i prijetnje iz njegovog okruženja. Na temelju provedene analize stanja kreirane su podloge za pripremu projektnih prijedloga što će uslijediti u narednim fazama strateškog planiranja. Projektni će prijedlozi biti kreirani kako bi se ojačale prepoznate snage i otklonile, odnosno umanjile slabosti ovoga područja. Analizom stanja Općine definirao se kapital područja, odnosno najvažniji resursi na temelju kojih se mogu prepoznati takozvane točke preokreta, odnosno aktivnosti

All this, alongside the unavoidable process of transition and other associated problems, contributed to the serious difficulties facing Dubrovnik's tourism. This paper explores the kind of consequences war- had on the tourism of Dubrovnik and the extent to which cultural heritage was adequately represented both in the tourist supply of Dubrovnik and on the international market. The purpose is to complete an analysis of the existing situation as a basis for the formulation of future strategic goals. With this in mind, the paper presents some directions for the future development of tourism in Dubrovnik. Key words: tourism, Dubrovnik, heritage, cultural tourism, sustainable development. INTRODUCTION Tourist traffic during die war and post-war years dropped to a minimum. The results achieved in 2000, 2001 and 2002 show diat Dubrovnik is successively making a comeback to the international tourist market. However, the future of Dubrovnik's tourism can no longer be viewed from previous positions, due to the changes which occurred as a result of die devastations of war and the establishment of new market relationships.

    NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2016.108 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 108 l November 2016 l ISSN 1848-4662 Budget outturns of Croatian municipalities, cities and counties for 20151 KATARINA OTT, MIHAELA BRONIĆ, BRANKO STANIĆ This article aims to provide a simple presentation of basic data on the budget outturns of Croatian local government units in 2015.2 It includes synthesized tables based on the Ministry of Finance's database, showing revenues and expenditures3, as well as surpluses or deficits (in per capita and total terms). Also presented are data on the populations4 and levels of budget transparency in all the local government units5. This analysis and the tables additionally provided in the Excel format, allow all interested parties to get acquainted with the financial condition of their respective local government units in 2015 and make relevant comparisons with the situation in 20146. While the Ministry of Finance does publish budget outturns for all local government units7, they are in the form of oversized Excel tables, with the cities and municipalities arranged by county. Given the large number of local government units (whose complete budgets are presented), the navigation through these tables and comparison across the local units is often difficult. This article gives the reader a snapshot of the basic financial condition of the local government units in 2015, while more detailed information can be found on the Ministry of Finance’s and local government units’ websites. Nevertheless, some notes may be necessary for a proper understanding of the presented data.

    H[X[aWC;I7H?± 78³?± POSLJEDICE DOMOVINSKOG RATA: PRIMJER DUBROVAČKO-NERE- TVANSKE ŽUPANIJE UVOD Povijest bi trebala biti učiteljica života, no činjenica je da vrijednost „povijesnih zakonitosti“ na istim ili različi- tim prostorima ovisi o mnogim relevantnim okolnostima vremena. U povijesti su dubrovačka zdanja i zidine odolje- le mnogim napadačima te obeshrabrivale najmoćnije sile, poput Mletačke Republike ili Osmanskog Carstva, a isto- dobno su bile sačuvane kako zahvaljujući diplomatskom umijeću Dubrovčana, tako i zbog sklonosti kompromisu. Ironijom sudbine, svoju su paradoksalnu funkcionalnost dubrovačka zdanja i zidine morali dokazivati tek pred na- letima velikosrpskih i crnogorskih agresora. S druge pak strane, hrvatski narod, a osobito Dubrovčani, vjerujući i zanoseći se općepriznatom vrijednošću Dubrovnika kao grada civilizacije i nenadmašne arhitekture, jedinstveno- sti prirodnoga sklada duha, kulture, tradicije, tolerancije i otvorenosti, nisu mogli ni pomisliti, a kamoli očekivati da će se na dubrovačkom području dogoditi bombardiranje, razaranje i devastiranje čitavih područja, te ljudske žrtve. DUBROVAČKO-NERETVANSKA ŽUPANIJA: OSNOVNI PODATCI Dubrovačko–neretvanska županija najjužnija je žu- panija u Republici Hrvatskoj, teritorijalno organizirana u 22 jedinice lokalne uprave i samouprave, odnosno 5 gra- dova (Dubrovnik, Korčula, Ploče, Metković i Opuzen) i 17 općina (Blato, Dubrovačko primorje, Janjina, Konavle, Kula Norinska, Lastovo, Lumbarda, Mljet, Orebić, Poje- zerje, Slivno, Smokvica, Ston, Trpanj, Vela Luka, Zažablje i Župa dubrovačka). Županijsko središte nalazi se u gradu Dubrovniku. Prema broju stanovnika, Dubrovačko–ne- retvanska županija veličinom je petnaesta od dvadeset hrvatskih županija, sa 122.870 stanovnika prema popisu stanovništva iz 2001. godine, što je 2,8% stanovništva Republike Hrvatske.     Ivo Kunst / Zoran Klarić Is the Pelješac Bridge Construction Going to Aff ect Tourism Sustainability of the Peninsula? Abstract Th e whole area of Dubrovnik-Neretva County, situated in the southeastern part of Croatia, is at the moment, in terms of road accessibility, still not satisfactorily connected with the rest of Croatia. Th e lack of its accessibility is mostly caused by the fact that Bosnia and Herzegovina's border line cuts in two the Dubrovnik-Neretva County's (land) territory. As a result, on the way from southwest to southeast, or from Split to Dubrovnik, one needs to cross the state border with Bosnia and Herzegovina twice. Th e construction of the Pelješac Bridge (together with a set of interconnecting roads) should improve the present situation signifi cantly, mainly due to the expected redirection of most of the traffi c to the new route across the Pelješac peninsula. However, it is fair to assume that this will additionally 'open' the entire Pelješac peninsula to the increased tourism related traffi c, especially to the demand of one day visitors and/or weekend guests originating mostly from the nearby Bosnia and Herzegovina. Although the redirection of traffi c is expected to create additional pressure on the peninsula's environment and its communal infrastructure, it seems that the Pelješac Bridge construction should not, only by itself, signifi cantly jeopardize neither the sustainability, nor the (desirable) long-term market positioning of the peninsula on the tourism destination market. The Pelješac Peninsula (355 km2) is located in the south-eastern part of the Croatian Adri­ atic coast and characterised by considerable variations in types of vegetation. As a result of intensive floristic and vegetational research on the Pelješac Peninsula between 1994 and 1999, 64 hitherto unrecorded taxa were identified. A further 43 were identified from existing specimens in the Herbarium of the Lokrum Botanic Garden. The total number of new taxa for this area is thus 107, which brings the total number of vascular flora species for it to more than 1100. Key words: flora, Pelješac, Croatia Introduction Pelješac is the second largest Croatian peninsula (Fig. 1.). It is 67 km long, 7.8 km wide at its widest point, and covers an area of 355 km2. The total length of its coastline is 221.7 km. The highest mountain peaks of the peninsula (Sv. Ilija - 961 m. Rota-713 m, Cučin - 616m, Caro vie -6 3 1 m and others) are aligned in the same northwest to southeast direction as the Dinarid mountain ranges of the mainland. Pelješac is a part of the Karst area. The rock strata mostly consist of highly permeable Jurassic, Cretaceous and Palaeogenic lime­ stones.

The paper is based on empirical research conducted in Dubrovnik-Neretva County using content analysis. Bourdin. - 2 - FOREWORD The formation and research group in “Environmental management of forests and tropical ecosystems” (www.agroparistech.fr/geeft) hosts every year students from diverse backgrounds – from agronomy to political sciences, through economy and ecology – as part of the FNS-MI specialized Master (Forest, Nature and Society, Management Nature and Society Abroad option). The goal is to train them to take into account social and environmental stakes in the management of forest and agro-forest ecosystems in an international context. At the end of the formation, a collective field study in a foreign country is realized, in partnership with professionals and scientists from the hosting countries. It enables the students to apply on a field study the broad range of technical, theoretical and methodological competencies that they developed throughout the year.
