August 24, 2020 1 | P a g e August 24, 2020 Chairman Kluss called the regular meeting of the Wright County Supervisors to order at 9:00 a.m. Members present were Rasmussen, Kluss, and Helgevold. Minutes of the previous regular meeting of August 17, 2020 were read and approved. Approved claims for payment. Sandy McGrath with Public Health stated that the positivity rate dropped from the previous week due to the turnaround time of the results and timing. Wright County has now had 495 cases with a 6.2% positivity rate. Held conference call with Eric at ISG to discuss the Agribusiness Park. They have not heard back from Jetco on the flow meter. Kelly Evans gave update on the water supply. There is vertical construction on the well house. They are ordering a larger pump due to the depth. Prairie Energy has brought the poles to the site and the county Engineer has approved the permit from them. Supervisor Kluss updated the board on the interview with Tom Ford Jr. for the Water Operation Manager at the Agribusiness Park. Monthly operator services will be $1,200 per month with additional cost for as need services at $40.00 per hour. Motion by Helgevold and seconded by Rasmussen to approve the contract with Tom Ford Jr for the Water Operation Manager at the Agribusiness Park. Motion carries. Adam Clemons, Wright County Engineer gave the board an update on projects. They have started the roadside mowing on the paved routes and are working to be completed before Labor Day. Also gave an update on the bridge replacement and the granular program. Carissa Lehman, Deputy Assessor, gave an update on a data entry error on some parcel with wetland exemptions. These parcels have now been all reviewed and if approved by the Board, corrected statements will be mailed out. Motion by Helgevold and seconded by Rasmussen the amendment to 9 parcels with an increase of $3,792.00. Motion carries. Motion by Rasmussen and seconded by Helgevold to approve abatement order #1185 for an amount of $26,647.00. Motion carries. Motion by Helgevold and seconded by Rasmussen to approve abatement order #1183 on a missed military credit. Motion carries. Motion by Helgevold and seconded by Rasmussen to approve membership to the Prairie Energy Cooperative and have the Chairman sign. Motion carries. Held a bid letting on DD #107 open ditch clean out bid letting. There were 6 bids presented for the project. The engineers estimate was for $589,660 for 280,000 feet of open ditch clean out. Dan Wiedmeier (Engineer) briefly gave an overview of the project. The substantial completion date is set for July 29, 2021. The bids were opened and announced as follows: 2 | P a g e Hjelmeland Excavating (Algona, IA) $463,543.82 Ingraham Construction (Webster City, IA) $644,469.00 Rognes Brothers (Lake Mills, IA) $595,723.00 Reutzel Excavating (Burt, IA) $413,297.00 Lahr Construction (Ryan, IA) $478,400.00 Anderson Excavation (Humboldt, IA) $424,155.44 One bid was thrown out due to bid and bond being contained in the same envelope. Wiedmeier will review all bids and report back with an official bid spreadsheet. The Board of Supervisors will accept and announce the winning bid on Monday August 31, 2020 at the regularly scheduled board meeting. Motion by Rasmussen and seconded by Helgevold to adjourn the meeting.     Research Note: Equity Market Volatility on August 24, 2015 Staff of the Office of Analytics and Research Division of Trading and Markets1 December 2015 On Monday, August 24, 2015, the U.S. equity markets and equity-related futures markets experienced unusual price volatility, particularly during the period surrounding the 9:30 a.m. E.T.2 start of regular trading hours for the equity markets. • Prior to 9:30, the most actively traded equity product – the SPDR S&P 500 ETF Trust (“SPY”) – declined to more than 5% below its closing price on the previous trading day (Friday, August 21, 2015). The most actively traded equity-related futures contract – the E-Mini S&P 500 (“E-Mini”) – declined to its limit down price of 5% below the previous trading day’s closing price and was paused for trading from 9:25 to 9:30. • At 9:30, SPY opened for regular trading hours at 5.2% below its previous day’s close and then further declined to a daily low of 7.8% by 9:35. By 9:40, SPY recovered past its opening price and eventually closed down 4.2%. SPY’s decline from previous day close to August 24 open was the second largest in the last decade, while SPY’s decline from previous day close to August 24 daily low was the 10th largest in the last decade. • From 9:30 to 9:45, more than 20% of S&P 500 companies and more than 40% of NASDAQ-100 companies reached daily lows that were 10% or more below their previous day’s closing price.

Please note: Identification of cases in vaccinated people relies on matching data between the system of record for cases and vaccinations. The number of cases in vaccinated people may be undercounted due to discrepancies in the names and dates of birth of individuals, resulting in an inability to match records across systems. Accolla, Staff Assistant Alice Falk, Editor Note from the Executive Director The Commission staff organized its work around specialized studies, or monographs, prepared by each of the teams. We used some of the evolving draft material for these studies in preparing the seventeen staff statements delivered in conjunction with the Commission’s 2004 public hearings. We used more of this material in preparing draft sections of the Commission’s final report. Some of the specialized staff work, while not appropriate for inclusion in the report, nonetheless offered substantial information or analysis that was not well represented in the Commission’s report. In a few cases this supplemental work could be prepared to a publishable standard, either in an unclassified or classified form, before the Commission expired. This study is on immigration, border security and terrorist travel issues. It was prepared principally by Thomas Eldridge, Susan Ginsburg, Walter T. Hempel II, Janice Kephart, and Kelly Moore, with assistance from Joanne Accolla, and editing assistance from Alice Falk. As in all staff studies, they often relied on work done by their colleagues. This is a study by Commission staff. While the Commissioners have been briefed on the work and have had the opportunity to review earlier drafts of some of this work, they have not approved this text and it does not necessarily reflect their views.
