3. Minutes of the Meeting held on the 20th February 2020

Resolved:

The minutes were approved as a true and accurate record of the meeting.

It was noted that Cllr Julia Hames had resigned from the Community Council and therefore this left a vacancy for the Site Liaison Committee. Cllr Martin Evans agreed to be nominated as a Community Council member for the Committee.

4. WG Regulations in response to COVID19

The Clerk advised that Welsh Government had announced new temporary regulations until 1st May 2021 to allow Local Authorities and Community Councils to still be able to carry out their business during the current pandemic. She advised the regulations covered the following:

• Community Councils were now able to hold remote meetings via teleconferencing/ video conferencing facilities • The meetings could be advertised online • There was no requirement to make the meetings publicly accessible at this time, though every effort should be made to continue to share the minutes electronically as soon as possible after the meetings • The Community Councils are able to delay their AGM which usually takes place in May, up until May 2021 and this date was to be determined by the Clerk • Allow us to grant dispensation to members who are unable to join the meetings as they do not have the facility to do so. She advised members that Cllr Gari Jones did not have the facilities to join the meetings virtually and therefore he would be granted dispensation from the meetings until the 1st May 2021

5. Financial Matters

b. Internal audit of accounts

The clerk advised that an internal audit of the accounts had been undertaken. Due to social distancing measures and the requirement not to travel without necessity a local auditor had been appointed. The audit was undertaken and satisfied all requirements. There were no recommendations made.

The Clerk advised that she would now complete the annual return for the auditor and this would be presented to members for approval at the next meeting along with the annual accounts for members to approve.

6. Planning Matters

P2020/0254 - Creation of ground floor flat, alterations to frontage of property, new shop front, installation of ATM and alteration to fenestration on ground floor front and side elevations - CK's Supermarket 18 Gwilym Road Cwmllynfell Swansea SA9 2GH

No objections received but observations were made that the works had already been undertaken

7. Reports

a. Clerks Update

• Vacancy for as Julia Hames has left the Community Council. The vacancy would be advertised in the usual way, the clerk asked if anyone knew of anyone that was interested in becoming a member to contact the clerk • Noise complaint received from a local resident, the noise was possibly coming from the quarry. The complaint had been reported to the local authority where the resident would now undertake a period of monitoring. Cllr Hugh Jones would follow this up • All parks remain closed due to COVID19, the cemetery would remain open but residents were asked to abide by social distancing rules for their safety. • £4000 grant given to hall for supplies to provide a delivery service of meals to residents at a subsidised rate during COVID 19 • Grass cutting schedule should be able to resume as normal with social distancing measures in place • Rhiwfawr Sports Field. Project currently on hold until government advice changes or until the project could begin with social distancing in place.

b. Borough Member update

The Safe and Well project that the Council were operating was up and running for vulnerable residents to be able to access support during the current pandemic. It was noted that there had only been two residents in Cwmllynfell use the service so far. c. Other Member reports
