The Reforming, Transformative Howard Government? The Reforming, Transformative Howard Government? Suzanne Grant Bachelor of Arts with Honours Class I in the field of Political Science 2011 Bachelor of Arts with Majors in History and Political Science 2010 A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2014 School of Political Science and International Studies Abstract Some commentators consider the Howard government saved Australia from the tide of progressive liberalism lead by Paul Keating, some see it as a kind of economic superhero while others portray it as the creator of a Brutopia. What links all of this commentary is an agreement that the Howard government radically transformed Australian politics and the nation. Previous research has not systematically identified how, where and when Howard changed the Australian policy agenda relative to the Labor governments that preceded and followed it. This research introduces empirical measurement to the predominately non-quantitative literature in order to identify how and to what extent the Howard government significantly changed Australia’s policy agenda. This research finds that the Howard government cannot be considered a major disruption to Australia’s policy agenda. It argues that all governments analysed here: Hawke, Keating, Howard, Rudd and Gillard are remarkably similar in their choice of policy issues given priority, and the issues chosen to be excluded from the policy agenda. While statistically significant differences are found between the Howard and the Labor governments, these differences are few. This research suggests that the Howard government is not the turning point in Australian politics that much of the literature claims it to be and that the period is more accurately characterised by policy agenda convergence and continuity. i Declaration by author This thesis is composed of my original work, and contains no material previously published or written by another person except where due reference has been made in the text. Suppression of communism is a long-standing plank in the platform of the Liberal Party. The election of the Menzies Government in December 1949 coincided with America’s stepping-up of the “Cold War”. the Communist Party an unlawful association, to dissolve it, Chairmanship of Senator Joseph McCarthy, was engaged in an orgy of red-baiting, blackmail and intimidation. This was the situation when Menzies, soon after taking office, visited the United States to negotiate a big dollar loan. On his return from America, Menzies dramatically proclaimed that Australia had to prepare for war “within three years”. T o forestall resistance to the burdens and dangers involved in this, and behead the people’s movement of militant leadership, Menzies, in April 1950, introduced a Communist Party Dis­ solution Bill in the Federal Parliament. T h e Bill commenced with a series o f recitals accusing the Communist Party of advocating seizure of power by a minority through violence, intimidation and fraudulent practices, of being engaged in espionage activities, of promoting strikes for pur­ poses of sabotage and the like. Had there been one atom of truth in these charges, the Government possessed ample powers under the Commonwealth Crimes Act to launch an action against the Communist Party.

    MAKING A DEMOCRACY to run things, any member could turn up to its meetings to listen and speak. Of course all members cannot participate equally in an org- anisation, and organisations do need leaders. The hopes of these reformers could not be realised. But from these times survives the idea that any governing body should consult with the people affected by its decisions. Local councils and governments do this regularly—and not just because they think it right. If they don’t consult, they may find a demonstration with banners and TV cameras outside their doors. The opponents of democracy used to say that interests had to be represented in government, not mere numbers of people. Democrats opposed this view, but modern democracies have to some extent returned to it. When making decisions, governments consult all those who have an interest in the matter—the stake- holders, as they are called. The danger in this approach is that the general interest of the citizens might be ignored. The removal of Whitlam The Labor Party captured the mood of the 1960s in its election campaign of 1972, with its slogan ‘It’s Time’. The Liberals had been in power for 23 years, and Gough Whitlam said it was time for a change, time for a fresh beginning, time to do things differently. Whitlam’s government was in tune with the times because it was committed to protecting human rights, to setting up an ombuds- man and to running an open government where there would be freedom of information. But in one thing Whitlam was old- fashioned: he believed in the original Labor idea of democracy.

Anyway, I I never really looked into the politics of my own country that much - America is just so much crazier and more sensational. This book, slightly longer than a quarterly essay, is worth an afternoon of your time.

It explores four aspects of its contemporary operations that are potentially problematic. These are: the accountability of ministerial staff, their conduct and behaviour, the adequacy of current arrangements for managing and controlling the staff, and their fit within a Westminster-style political system. In the thirty years since its formal introduction by the Whitlam government, the ministerial staffing system has evolved to become a powerful new political institution within the Australian core executive. Its growing importance is reflected in the significant growth in ministerial staff numbers, in their increasing seniority and status, and in the progressive expansion of their role and influence.     Reforming Public Enterprises: Australia REFORMING PUBLIC ENTERPRISES -- CASE STUDIES AUSTRALIA by John Marsden, Marsden, Jacob and Associates Overview of Public Enterprise Prior to Reform 1. Government business enterprises (GBEs) were a dominant part of Australian life until the late 1980s. At that time, GBEs accounted for almost 10 per cent of gross domestic product, and 16 per cent of net capital stock and were the sole suppliers of electricity, water, gas and communication services for most Australians. In addition, all State and territory governments were involved in banking, finance and transport. While the Commonwealth owned and operated Australia Post, Telecom and two airlines, the majority of GBEs were then, and remain now, under State and territory government ownership and management. 2. Distinguishing features of State and territory GBEs were their limitation to within State boundaries, and specialisation within sectors. 3. GBE reform in Australia was essentially a private and individual matter for each government until 1990 when Prime Minister Hawke and New South Wales Premier Greiner combined to establish the Special Premier’s Conference (SPC) process. Prior to 1990, each government had adopted and pursued their own agenda of reform and there was little or no interchange or discussion between the various governments. The assembling of all Australian governments to address issues of micro-economic policy under the SPCs and the subsequent meetings of the Council of Australian Government (COAG) has co- ordinated, extended and documented GBE reform. However, observations of key events and drivers in the process of GBE reform prior to 1990 are necessarily personal and selective. Figure 1.1.
