PLATT 'Why 'We Ask Yo\ir Aid [HE first two thousand sick and wounded soldiers of the Canadian Expeditionary Force have already re- turned from the battlefields of Flanders to the Toronto military district. Three hundred invalided men of the Imperial Forces have now settled in this district. Thousands more of the men who have helped to save Canada from the horrors of invasion by meeting the Hun in Europe will return to this district. The Great War Veterans hope to provide a club- house and headquarters for those men so that they can gather with their battle bonded comrades when the spirit moves them. With the aid of the women of Toronto and district, suitable premises will be provided. Fifty thousand men have gone from this district to fight for your freedom across the sea. Thousands of them will return and need a helping hand. The Great War Veterans hope to give them the aid they will need. But the clubhouse and headquarters is intended to serve more than the social needs of the returned men. It is to be the local head- quarters for all men who fought for the cause ot humanity, wherein practical means of helping the returned men will be devised and put to the test. The organizers of this movement feel that no one is better able to care for the returned soldiers than the returned soldiers themselves. We are, and intend to remain, clear of any entangling alliance with any political and other organization, our aim and object being to do all that lies in our power for the war scarred man who needs a friend to help him on the way, a friend who knows and fully understands all that he has suffered to keep Canada free.     REPORT FOR ACTION 7080 Yonge Street in the City of Vaughan – Official Plan and Zoning By-law Amendment Applications – Request for Direction Report Date: February 5, 2021 To: Planning and Housing Committee From: Chief Planner and Executive Director, City Planning Wards: All SUMMARY This report responds to applications filed in the City of Vaughan to amend the City of Vaughan Official Plan and the City of Vaughan Zoning By-law which have been circulated to the City of Toronto in accordance with the requirements of the Planning Act given the proximity to the City of Toronto. The report identifies the concerns of City Planning staff and makes recommendations on future steps to protect the City's interests concerning the applications. The applications are on the west side of Yonge Street, north of Steeles Avenue West. The applications propose two mixed-use buildings with a total of 652 residential units. The towers would be forty and twenty storeys in height and overall the proposal has a Floor Space Index ("FSI") of 9.84. The Deputy City Manager, Infrastructure Development for the City of Vaughan has written a report to the City of Vaughan's Committee of the Whole regarding each application outlining some preliminary concerns with the applications including the proposed heights and densities. RECOMMENDATIONS The Chief Planner and Executive Director, City Planning, recommends that: 1. A total of 224 bicycle parking spaces and 34 vehicle parking spaces are proposed within a one-level underground garage that would be accessed from the rear lane. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020), and conforms with all relevant policies of the Toronto Official Plan and the Downtown Secondary Plan. The proposal presents an appropriate built form and public realm that is compatible with the surrounding context. It has been revised since its initial submission to include 22 affordable housing units, and the proposed retail space has been redesigned to provide a better physical fit within the commercial context of Chinatown and respond to the Retail Design Manual.
