Integrated Transport Plan Background Paper i Background Paper January 2017 This background paper was compiled by Hobsons Bay City Council. More recently, consultation has identified ‘access to transport’ as an ongoing issue, particularly in neighbourhoods with limited transport options and high car dependency. In response to these concerns, Council committed to commence the development of an Integrated Transport Plan in 2014, with the first step being to develop a background paper. This background paper reinforces the need for long term strategic planning to coordinate Hobsons Bay’s interrelated transport modes into an integrated system. This ‘network approach’ is underpinned by a sustainable transport hierarchy that prioritises active, public and freight transport, while encouraging reduced private car use. Victoria Government Gazette No. S 221 Thursday 17 June 2010 By Authority of Victorian Government Printer Subordinate Legislation Act 1994 NOTICE OF PREPARATION OF A REGULATORY IMPACT STATEMENT Bus Safety Regulations 2010 Notice is given under section 11 of the Subordinate Legislation Act 1994 that a Regulatory Impact Statement (RIS) has been prepared in relation to the proposed Bus Safety Regulations 2010. The proposed Regulations are made under Division 2 of Part 8 of the new Bus Safety Act 2009, which will commence operation on 31 December 2010. The objective of the proposed Regulations is to provide for the safety of bus services, including in relation to: O bus operations and vehicle requirements O the accreditation and registration of bus operators O inspections and audits of bus operators O the investigation of bus incidents. The RIS assesses the costs and benefits of the proposed Regulations, possible alternative means of achieving the stated objectives and explains why the proposed Regulations are the preferred option. The RIS concludes that the benefits of the proposed Regulations outweigh the expected costs. Copies of the proposed regulations and the RIS may be obtained from www.transport.vic.gov.au or by contacting Transport Safety Regulation (telephone 96556979 or email bussafety@transport. vic.gov.au). Submissions on the proposed regulations and the RIS are invited no later than 5 pm on Friday 29 July. All submissions will be treated as public documents. Infrastructure Capability Assessment Transport Infrastructure Victoria Infrastructure Capability Assessment Transport What this assessment is about This infrastructure capability assessment is one of a series of supporting documents that Infrastructure Victoria (IV) has used to assist them in developing their paper - Laying the Foundations, Setting objectives and identifying needs for Victoria’s 30-year infrastructure strategy. This assessment sets out to: • Identify the major assets in the sector and provide the wider context in which assets operate, including the interconnections between assets, identification of key stakeholders and current industry trends in the sector • Provide a base of quantitative data as a foundation from which IV can start developing the strategy in relation to asset value, historical and forecast investment, infrastructure performance and current/future capacity in each sector • Identify the future challenges and opportunities associated with the sector, specifically related to how existing infrastructure can be used to accommodate future demand. This assessment represents an initial view on infrastructure in the sector and has been prepared based on publicly available information and in consultation with the stakeholders with whom we have engaged to date. Data collection has been based on consolidation of existing and available information as opposed to undertaking new primary research. This assessment is intended to set the scene for broader discussion and is complemented by a range of other technical documents available at www.infrastructurevictoria.com.au. As you know, the Commissioner for Better Regulation provides independent advice on the adequacy of analysis provided in all RISs in Victoria. A RIS is deemed to be adequate when it contains analysis that is logical, draws on relevant evidence, is transparent about any assumptions made, and is proportionate to the proposal’s expected effects. The RIS also needs to be written clearly so that it can be a suitable basis for public consultation. I am pleased to advise that the final version of the RIS received by us on 25 June 2020 meets the adequacy requirements set out in the Subordinate Legislation Act. Background The proposed Regulations are made under the Bus Safety Act 2009 (the Act), which empowers the Safety Director and establishes a system of bus safety regulation. Under the Act, operators of bus services are either accredited operators if they operate any buses that seat 13 or more passengers, or registered operators if they only operate vehicles with between 10 and 12 seats.

The Parliament of Victoria enacts: PART 1—PRELIMINARY 1 Purpose The purpose of this Act is to create a new framework for the provision of an integrated and 5 sustainable transport system in Victoria consistent with the vision statement. 561223B.I-7/12/2009 1 BILL LA INTRODUCTION 7/12/2009 Transport Integration Bill 2009 Part 1—Preliminary s. 2 2 Commencement (1) Section 1 and this section come into operation on the day after the day on which this Act receives the Royal Assent. 5 (2) Subject to subsection (3), the remaining provisions of this Act come into operation on a day or days to be proclaimed.
