Introduction THE INVENTORY The Metropolitan Redevelopment Authority (the MRA) is responsible for the urban renewal of the Central Perth Redevelopment Area (the Redevelopment Area) and proposes to recognise and afford protective measures to those places that have cultural heritage significance. The Central Perth Redevelopment Scheme (the Scheme) empowers the MRA to compile and maintain a list of Heritage Places and Precincts, called a Heritage Inventory (HI). I make my submission as a private citizen. While it is difficult to prove with hard facts, I have no doubt that where we choose to conserve our historic heritage, the economic, environmental and social benefits far outweigh the costs. Conversely, the lack of care of Australia's historic heritage over the last 40 years has had a disastrous effect on the environment of our central cities, towns and suburbs. Demolition of historic buildings and streetscapes which gave our cities and towns a high level of amenity has been driven by a taste for the ‘shiny and new’, and a belief that new buildings were automatically cheaper, more profitable and more efficient. In so many cases however, the demolished structures have been replaced by low- quality modern buildings that are ugly, poorly designed, inhospitable to pedestrians and ‘city life’ generally, and of poor durability. Short-term and unimaginative thinking has dominated the investment decisions that have driven this kind of development. It has diminished the environment of Australia's cities and towns, and it has also undermined the long term social and economic attractiveness of many areas for investment, business-migration and people. Some may say that this is unimportant, because in reality investment has simply moved elsewhere in the Australian marketplace. Instead of high quality main streets we have high levels of investment in amortizable office space, suburban shopping malls, suburban cinemas, entertainment megaplexes (casinos, convention centres, stadiums, etc), chain stores and so on.

    Heritage Strategy Australia Post Heritage Places Corporate Infrastructure Services Division - CRE Introduction Amendments to the Commonwealth Environment Protection and Biodiversity Act 1999 (EPBC Act, introduced in January 2004) together with amendments to the Environment Protection & Biodiversity Conservation Regulations 2000 (the Regulations) introduced a new Commonwealth heritage management regime. The legislation established the Commonwealth Heritage List, and a number of Australia Post properties were subsequently added to the List (currently less than 20 places Australia wide). Australia Post is required by January 2006, under Section 341ZA of the EPBC Act, to prepare a Heritage Strategy to guide and govern management of its properties included in the Commonwealth Heritage List. While the number of Australia Post heritage places currently included in the Commonwealth Heritage List is comparatively small, there are many places included in state or territory heritage registers, and/or subject to local government heritage controls, which it is anticipated will have Commonwealth heritage values and will be progressively added to the Commonwealth Heritage List. There may also be places not currently covered by heritage controls, or included in lists or registers, which will have Commonwealth heritage values. The Heritage Strategy also applies to all places with Commonwealth heritage values. For further information contact the UOW Library: [email protected] Perth's urban rail renaissance Abstract Over the past thirty five years, instead of being discontinued from use, Perth's urban rail network has been tripled in route length and electrified at 25,000 oltsv AC. The extensions include the Northern Suburbs Railway (with stage 1 opened in 1993 and this line reaching Butler in 2014), and, the 72 kilometre Perth Mandurah line opening in 2007. Integrated with a well run bus system, along with fast and frequent train services, there has been a near ten fold growth in rail patronage since 1981 when some 6.5 million passengers used the trains to 64.2 million in 2014-15. Bus patronage has also increased. These increases are even more remarkable given Perth's relatively low population density and high car dependence. The overall improvements in Perth's urban rail network, with many unusual initiatives, have attracted international attention.
