Registraon will end at 2pm on Friday June 4th. Tournament will conclude at 9am, Sunday, June 6th. 2. Final weigh-in is on Sunday, June 6 th at Pelkey’s Archery. Teams will be assigned weigh-in mes: All fish must be at Pelkey’s at your designated me to be eligible. 3. Parcipants must follow CDC and Vermont Covid-19 guidelines, including six foot social distancing rules during weigh-in. 4. All fish must be harvested on Lake Champlain. This effort began when regional stakeholders and the U.S. Fish & Wildlife Service (USFWS) initiated the Edwards Aquifer Recovery Implementation Program (EARIP) in 2006. The Texas Legislature mandated participation in the process by the Edwards Aquifer Authority (EAA), Texas Commission on Environmental Quality, Texas Department of Agriculture, Texas Parks & Wildlife Department (TPWD), and Texas Water Development Board (TWDB). The EARIP planning group led to the creation of the process known as the EAHCP Program, which has now been fully transitioned from the EARIP. The EAHCP was completed in November 2012 and led to the approval of an Incidental Take Permit (ITP) under the federal Endangered Species Act of 1973 (ESA) issued in February 2013 by the USFWS to be effective in March 2013. The ITP has been amended once. This Annual Report has been prepared for submittal to the USFWS, as required by the ITP.

Craig Bonds, Texas Parks and Wildlife Department, Inland Fisheries Division, 11810 FM 848, Tyler, TX 75707 Abstract: Increasing interest in conservation and management of alligator gar, a species considered at risk of imperilment by the American Fisheries So- ciety, has made it important to ascertain angling effort and harvest for this species. Bowfishing is believed to constitute the majority of the recreational harvest of alligator gar, yet little is known about bow anglers and their fishing practices. To obtain baseline demographic and fishing information from bow anglers in Texas, we distributed surveys to 173 participants at three Trinity River bowfishing tournaments in 2011. We received 15 completed sur- veys for a response rate of 9%. In addition, we conducted an online survey of Texas Bowfishing Association members in 2012 and received 82 returned surveys, resulting in a 46% response rate. All survey responses were pooled for a total sample size of 97 bow anglers. Bow anglers were generally similar to statewide Texas anglers, but were primarily male (97%), and on average were younger than anglers statewide. Bow anglers fished an average of 46 days annually, predominately in Texas reservoirs. Fifty-seven percent of bow anglers reported harvesting an alligator gar in the previous 12 mo. Average number of alligator gar harvested per bow angler in the previous 12 mo was three (range 0 to 40).

IRC 4161 imposes an excise tax on the sale of sport fishing equipment, bows, archery equipment and arrow shafts. This tax is imposed on the manufacturers (a term which includes producers and importers) of these products. In order to determine the proper taxpayer we must understand how the code defines these terms Manufacturer: Regulation Section 48.0-2(a)(4)(i) defines a “manufacturer” to include any person who produces a taxable article from scrap, salvage, or junk material, or from new or raw material, by processing, manipulating, or changing the form of an article or by combining or assembling two or more articles. The term also includes a “producer” and an “importer’. Regulation Section 48.0-2(a)(4)(ii) states that under certain circumstances, as where a person manufactures or produces a taxable article for another person who furnishes materials under an agreement whereby the person who furnished the materials retains title thereto and to the finished article, the person for whom the taxable article is manufactured or produced, and not the person who actually manufactures or produces it, will be considered the manufacturer. Importer: Regulation Section 48.0-2(a)(4)(i) defines an “importer” as any person who brings a taxable article into the United States from a source outside the United States, or who withdraws a taxable article from a customs bonded warehouse for sale or use in the United States. If the nominal importer of the taxable article is not its beneficial owner (for example, the nominal importer is a customs broker engaged by the beneficial owner), the beneficial owner is the importer of the article and liable for tax on its sale or use of the article in the United States.

As life tends to do I found out otherwise. There is a subculture of Fishermen that have a zest and passion for fishing that is lost in many circles. They love what they do and it’s not for the tourney money or the fame because they get none of that. They fish strictly for love. These folks are in many ways how fishing used to be before Tourneys and PETA and before many of us hit puberty. Bow fishermen are the Mad Max’s of Sport fishing. I’ve recently become fascinated with the Bow fishers out there I’m not sure whether I found them or they found me but a dialog has been going on between myself the conservation guy and those Barbarians the Bow Fish guys. The more we talked the more I found we had in common. Bow fishermen are treated as second-class citizens in the sporting world. They are the outcastes of sportsmen. Which explains a bit their talking with me. I am often outspoken in my writings and I consider bass fishermen, trout guys, and recreational collectors and yes Bowfishermen on the same moral footing. My belief that we are all in the same boat does not always set well with people. It is however the truth.
