PROJECT SETTING 4.1 Project Location The Minago Nickel Property (Property) is located 485 km north-northwest of Winnipeg, Manitoba, Canada and 225 km south of Thompson, Manitoba on NTS map sheet 63J/3. The property is approximately 100 km north of Grand Rapids off Provincial Highway 6 in Manitoba. Provincial Highway 6 is a paved two-lane highway that serves as a major transportation route to northern Manitoba. The site location is shown in Figure 4.1-1. Source: Wardrop, 2006 Figure 4.1-1 Property Location Map MINAGO PROJECT 4-1 Environmental Impact Statement VICTORY NICKEL INC. 4.2 Physical Environment The Minago Project is located within the Nelson River sub-basin, which drains northeast into the southern end of the Hudson Bay. The Minago River and Hargrave River catchments, surrounding the Minago Project Site to the north, occur within the Nelson River sub-basin. The William River and Oakley Creek catchments at or surrounding the Minago Project Site to the south, occur within the Lake Winnipeg sub-basin, which flows northward into the Nelson River sub-basin. The topography in these watersheds varies between elevation 210 and 300 m.a.s.l. -

Moose Lake March 24, 1956 Mr. Foster Chalmers The Pas, Manitoba Dear Foster: Mrs. Lamb and I are down here for a couple of weeks visiting Jock and Carol. It is so restful and quiet compared to our busy Pas office, with two telephones ringing and travelers of all description in and out all day. I visit the cattle ranch every other day. Those forty calves and the hundred head of older stuff are much easier to look at at oat chop time than some of the impatient which men that storm around the office wanting to go to Noak Lake or Winisk or James Bay. We thoroughly enjoyed the very pleasant evening spent at your house, even if Eric Law and Dr. Harwood did get into heated argument who has the best cottage at the lake. I never get a chance to write any of my friends while in The Pas. In fact, this is the first letter I have ever written you. I have read all the magazines around here and at the Seven Bar L. Might get started on the Old Testament as we have only a bi-monthly mail here. Only having two winters schooling you will excuse the spelling and composition. If I had ever got out of grade three, I sure as hell would have been in grade four. Norman McKenzie also went to school here. My brother Eric says he remembers the day Norman went to school. I must be getting better as I feel like doing something so will ramble along to you and call this letter “Land Marks in Memories”. -

In order to effect the relocation, the l"lanitoba government created an administrative body, known as the Forebay Committee. The purpose of this thesis is to examine the long-term consequences of the relocation for the people involved, and to evaluate the effectiveness of the Forebay Committee in planning and executing this relocat,ion. -

7 Bar L. Hereford Ranch Moose Creek, MB November 22, 1961 I am more or less forced to write a story for our 25 grandchildren who keep me busy answering questions all day long. Riding down the river in the Skippy L, sitting up front on the barge watching the river go by, or just sitting out in the alfalfa fields watching a bunch of calves lying down with a couple of nurse cows looking after them. These kids just keep on asking questions. They are as bad as our own boys and girls for wanting to know about long ago. Why they called that long point Graves Point, who named Shoulder Blade Island, and why they call the lake across the portage Traders’ Lake. Jennie and I are not going away for a trip this winter they way we generally do, so I will start this story. Our ranch house here is very warm and comfortable. Old Henry Campbell, a good Indian that never went to school, has been the ranch manager for many years. I don’t know where he got the name Campbell. Some Hudson Bay clerk long ago might be able to tell us. We have official word from the Hydro Board to vacate here by 1963. The Grand Rapids dam will put six feet of water over all our alfalfa, brome, and clover fields. We have some 1500 acres in tame hay and thousands of acres of lovely pasture fields. Our trading post is three miles away. Moose Creek that runs out of Moose Lake is open all winter, making a good dividing line for our cattle. -

ABSTRACT/RESUME Between 1960 and 1962, the Province of Manitoba and Manitoba Hydro negotiated a settlement with three Cree Bands, compensating them for the flooding of much of their land, and relocating an entire village. In the twen- ty-five years since then, it is clear that the development and the negotiations changed an independent self-sufficient people into dependent societies un- able to support themselves and suffering many social problems.
