Dear Brother Knights:

It is an honor for me as State Deputy to send you greetings from the Indiana State Family--state officers,directors,chairmen,and district deputies for the Indiana Jurisdiction.

I hope you have had the same success in recruiting an energetic group of members from your council to aid you. Working together, your council team and your state team will be able to accomplish the goals of your council and the state council during the coming year.

Please take time to review carefully the many programs and activities mentioned in this guide. Some of those programs, such as the International Free Throw Championship and the Refund Support Vocations Program (RSVP) are activities originated and sponsored by Supreme Council. Others, such as Tony Muffoletto Support Our Seminarians (SOS) and the Gibault Raffle, are strictly Indiana programs. In addition, there are many programs such as Coats for Kids that are detailed in information you will receive from Supreme Council. Adding your own local activities will complete a varied schedule that will attract increased member participation.

Offering members a variety of programs in which they can participate will keep the members your council now has. Their satisfaction with the activities the council offers will encourage them to ask others to join the council and participate with them in those programs. Those new members will not only help you council achieve Star Council status, they will also help the State Council achieve its goal of Circle of Honor.

Reaching Circle of Honor is no small task. We need to utilize every opportunity available to bring in new members and keep those we have. Implementing as many programs in this guide as you can is a good beginning. Following through with recruiting new members each month of the year will help both your council and the State Council have a banner year—Star Council for your council and Circle of Honor for Indiana.

Program Guide

Introduction The purpose of this publication is to serve as a resource and to provide a guide for Grand Knights and Program Directors – guiding you through the different requirements, awards, programming, and reporting areas that constitute quality programming that serves your parish, community, and membership.

When using this Guide, you should rely on the Table of Contents to reference key programming areas.

As Grand Knight, you will want to review the requirements for the State Discovery Awards – Nina, Pinta, and Santa Maria - and be certain your Council Directors and Chairmen are aware of them. All forms have been updated – be sure to destroy all older form versions, as they will not be accepted. Current versions of these forms have been provided in this book. (Helpful Hint: Make copies of forms in this booklet, as some will be used multiple times)

Submission instructions do not include, nor supersede, any forms or reporting channels that are dictated by Supreme via Financial Secretaries Handbook, District Deputy Handbook, the Grand Knight’s Handbook (Supreme), Council Forms Booklet, or Surge With Service. Forms submitted directly to Supreme are not re-created in this Guide. They can be found in the book delivered to the Grand Knight or in the Surge Kit section of Supreme’s website.

The Indiana State Council is providing this Guide to assist your Council. It is expected and requested that the information contained in this Guide will be shared with Officers and Directors throughout the fraternal year. If there are corrections or suggested improvements, please contact the State Program Director .

Communication One of the goals of the State Program Director is to improve and ease communication between the State Council, District Deputies, and the Councils:  One of the first communication tasks is to submit the From IN-GE1 Gibault Envoy Report – this will ensure that your Council receives the appropriate communication from Gibault  If you haven’t already done so, Form 365 – Service Program Personnel Report needs to be submitted to Supreme as soon as possible. If not complete file anyway. Revise Later.  If you haven’t already done so, INSC- RC1 Council Retention Committee Report needs to be submitted to the State Retention Chairman as soon as possible.  All State Council Officers, Directors, Chairmen, and District Deputies have a unified email address through our State Website, consisting of their position followed by “@indianakofc.org”  FORM 185 Officers Elected or Re-Elected submit to Supreme. Grand Knight assures the Financial Secretary completes after election.

Activity Forms Submission of activity forms allows the State Council Officers, Directors, and Chairmen to recognize opportunities to assist your Council in developing quality programs that not only serve your community, but your membership as well.  Whenever possible these should be submitted online at http://indianakofc.org/forms.html  These forms will be automatically distributed to appropriate Director/Chairman, District Deputy, and/or State Council Officer

 This Program Guide contains a Forms Worksheet (the following page in this guide) which is designed to help organize, schedule, and track the various Supreme and State forms a Grand Knight or a Program Director will submit throughout the Fraternal Year  If you are submitting activity forms via the US Postal Service (hardcopy), they should be sent directly to the Director or Chairmen listed in the lower left hand corner. Please do not send them directly to the State Program Director.  A list of your Council’s Activities will be available online at http://www.indianakofc.org, and will be updated on a monthly basis. You will be able to determine how your Council is doing. If there are issues with Activity Reporting you will be able to contact the appropriate Director/Chairman, or the Program Director, immediately.

11 Program Content

General Information The six content areas – Church, Community, Council, Family, Pro-Life and Youth – are designed to provide a variety of activities to serve your Parish, community and membership. Providing a variety of programming will encourage participation of Brother Knights with diverse interests – your members are maintaining their membership because the Council fills a need for them – a need to feel charitable, to serve their parish or community, to work to improve the lives of children, to grow spiritually...or all of the above! Activities reported by the Council should be events that are planned ahead of time. Through quality programming you can fill that need and serve that member, thus maintaining that member.

CHURCH PROGRAMMING The Knights of Columbus is a "Catholic, family, fraternal, service organization." Church activities provide many opportunities for Councils to emphasize the first of these themes. The Knights of Columbus are the “strong right arm of the Church” – what is your Council doing to exemplify that remark?

Church programming should also include Vocations programming. The Grand Knight should appoint a Council Vocations Director to assist in programming and to create a Vocations Committee to distribute vocations materials and to assist in Vocations activities.

Deceased Brothers Report One of the Indiana Council's state-wide church projects is to commemorate brother Knights who die each year. The names of those deceased Knights are printed in the convention book for the next state convention. In addition, they will be remembered at the Memorial Mass during the state meeting.

Do not let your deceased brothers go unremembered.  Members, who die between March 1of the previous fraternal year and February 28 of the current fraternal year, will be remembered at the convention.  To be included in the convention book, the report for February must be received by the State Church Director NO LATER THAN MARCH 15.  The Financial Secretary should complete a Deceased Brothers Report on the first day of each month. If there are no Council deaths in the previous month, it is not necessary to complete the form.

Tony Muffoletto Support Our Seminarians Program ( S.O.S. ) Activities should include participation in the Support Our Seminarians (S.O.S) Program  The Support Our Seminarians, or TONY MUFFOLETTO SOS Program, is the Indiana Knights of Columbus' top vocations project.  Each Council will receive enough S.O.S. inserts to include one in the dues billing to each member. District Deputies will receive the S.O.S. inserts at the July state meeting.  The Financial Secretary should include the S.O.S. inserts which request a donation of one dollar or more for the SOS Program. The Grand Knight should also promote the inserts in a newsletter or at a council meeting. Since honorary life members do not receive dues billing, the Grand Knight or Vocations Chairman should be certain a request is mailed to them separately.

12  If at least $1.00 per member is not collected by the dues mailing, a Council should consider planning a vocations fundraiser to collect additional funds..  The funds collected and SOS form should be turned in at the State Convention or mailed to the State Treasurer before June 15.  Participating in the S.O.S. Program AND reporting it correctly will satisfy the vocations requirement for the Pinta Award

Refund Support Vocations Program (RSVP)  Through the Knights of Columbus Refund Support Vocations Program (RSVP), Councils, Assemblies and Squires Circles “adopt” one or more seminarians or postulants and provide them with financial assistance and spiritual support.  Qualifying councils and assemblies receive a $100 refund for every $500 donated, up to a limit of $2,000 donated to an individual  More information on the RSVP Program can be found on the Supreme website.

Father McGivney State Vocations Award This award is presented to the Council that has performed the most outstanding work on behalf of vocations, priestly or religious, during the preceding year. The award is presented to the winning Council during the State Convention. The deadline for submission of the application in this guide is February 28.

Vocations Sunday Vocations Sunday is a program conducted in local parishes involving distribution of Supreme Council vocations materials. It can be done on any Sunday, but the Sunday during Vocations Awareness Week (January 7-13,2013) or World Day of Prayer for Vocations (April 21,2013) is particularly appropriate.

Special Prayers for Vocations Urge Council members to use the Vocations Prayer Card available from Supreme Council at all Council meetings and gatherings. This Prayer Card (item number 1874) is available in both English and Spanish at no charge. There are also bookmarks and a variety of posters, booklets, and DVDs. A complete list of vocation materials is in the Supreme supply catalog.

Parish Vocations Support The Council can sponsor vocations activities in its parish or parishes. Activities could include special outings for altar servers, sponsoring trips to seminaries or convents, hosting talks by priests or nuns or those in formation, or finding other ways to inform or to raise awareness of Vocations.

Additional Activities Look for opportunities within your parish to support your pastor and priests by donating time and talent to grounds keeping, renovation, repair, fundraising or other projects that would benefit your local parish. Adopt a Seminarian To start an Adopt a Seminarian Program, contact the Vocations Director for your diocese (see below) to find a seminarian in financial need. Then send your adopted seminarian financial assistance along with messages of support

Contact a Seminarian This program involves sending letters and cards to an Indiana resident studying at a seminary. The Grand Knight will receive a listing of the seminarians, their addresses and birthdays in the fall. Council members might visit the seminarians at school or when they are home on breaks. If the seminarians are Knights, they could be invited to Council meetings, or any of them could be invited to speak at a meeting.

Additional Activities  Look for opportunities within your parish to support your pastor and priests by donating time and talent to grounds keeping, renovation, repair, fundraising, or other projects that would benefit your local parish.  Look for opportunities to reach out and support vocations and seminarians in your area, diocese, and around the state.  Please review the church section of Surge With Service or visit the Supreme website for more activity ideas in this area.

COMMUNITY PROGRAM In the area of community activities, perhaps more than in any other, the Knights of Columbus has an opportunity to demonstrate our commitment as a service organization to those outside the order and the church.

Special Olympics Indiana Indiana Knights of Columbus members support Special Olympics Indiana on both a state and local level. They participate on a statewide level in special events like the Polar Plunge and the Summer Games. Locally, Councils assist Special Olympics Areas by providing volunteers, coaches, recognition and fundraising. Each Grand Knight is encouraged to contact his local Special Olympics Area Coordinator. Every council should complete and submit Form 4584 Partnership Profile Report with Special Olympics to the Supreme Council. Supreme Council uses the information from these forms to determine the amount it sends to Special Olympics Indiana.

O'Rourke Tootsie Roll Drive For Intellectually Disabled Citizens Support for citizens, especially children, with intellectual disabilities through the annual "Tootsie Roll Drive" is a major project for many Indiana Councils. In addition to supporting local programs, funds raised through this drive or through direct donations, serve to offset the cost per athlete to attend the Summer Games each year. Order forms for Tootsie Rolls and aprons are available online at www.indianakofc.org.

Councils not having access to the internet and needing order forms should contact the State Community Director. A financial report and a distribution form for monies collected are included in this Guide and will also be available online.

In order for a Council to receive credit for this program, the monies collected must go through the Indiana State Council treasury and should be accompanied by form IN-TOT2. Individual checks for each organization the Council selects to receive money will be returned to the Council's Financial Secretary. At the State Convention, the State Council will again recognize the ten Councils throughout the state which contribute the largest amounts to the intellectually disabled. Because the drive is normally conducted in warmer weather, money collected and/or donated between March 1 of the previous Fraternal Year and February 28 of the current Fraternal Year will be used to determine the top ten Councils.

Form 4584 Partnership Profile Report with Special Olympics Every council should complete this form and submit to Supreme council. The Supreme council uses the information from our Indiana councils to determine he amount it sends to Indiana state council to donate to Special Olympics Indiana

Pro-Life Activities A minimum of four (4) Pro-Life Activities and a donation to the Indiana State Council Pro-Life Fund via form IN-PRL1 are required for the Pinta Award. Additional information on the pro-life campaign of the Indiana jurisdiction can be found in the materials distributed separately by the State Pro-Life Chairman and in the SURGE...WITH SERVICE booklet.

 Council Activities - Supreme Council is extremely helpful in supplying Councils with materials, such as flyers, posters and brochures, as well as suggestions for local activities to support the pro-life campaign. Grand Knights order Pro-Life materials from Supreme at no charge.  Statewide Activities o 40 Days for Life –Councils are encouraged to have members participate in 40 Days for Life activities in their area.

15 o March for Life – The State Council will arrange a trip to Washington,D.C. to participate in March For Life in January. o Gabriel Project – Councils are encouraged to support this program in order to provide for single mothers who have chosen life. o Fundraising - To assist both local and state activities, the Council should consider fund- raising projects during the year and sending the money collected to the State Council. If a Council is not able to conduct a special fund raiser, it is urged to make a donation from other sources to help fund the State Council Pro-Life Program. If the Council desires to make a donation to pro-life activities other than those of the State Council, it can also include that amount in the check it sends to the State Council. In order for a Council to be part of this program, the monies collected must go through the Indiana State Council and it satisfies the minimum requirement for Pro-Life Donation for the Pinta Award. The State Treasurer will return to the Council a check made out to the additional organization the Council wishes to support. The INDIANA PRO-LIFE DONATION REPORT can be found in this Guide.

COUNCIL PROGRAMMING Council activities cover a wide range of endeavors to enhance members' enjoyment of being a member of the Knights of Columbus. This can also provide opportunities for members to grow as Knights by becoming more familiar with the history of the Order and workings of the Council.

Council Programming goes beyond conducting the required meetings...beyond the minimum action to sustain a Council. Grand Knights and Program Directors should look away from the “Business of the Council” (forms, reports, tasks). The programs/activities should focus on providing a fraternal atmosphere to generate and promote the health of the Council itself and its membership.

Forms and Reports Both Supreme Council and the State Council require submission of certain reports at various times throughout the year. One of the most important functions of these forms is to provide the information needed to show that the Knights of Columbus is engaged in activities which entitle it to remain a tax- exempt organization.

Knights of Columbus State Museum and Archives After many years, the Knights of Columbus has its own museum. Over the years, many items dealing with both the Indiana State Council and individual Councils have been collected by state historians.

Council History To help the Council maintain its long-term records, it is suggested that the Grand Knight consider appointing a Council Historian. Councils should also consider making donations of historical nature to our State Museum.

Those materials will now have a place to be stored and some of them placed on display. The museum is located on the campus of Gibault in Terre Haute.

16 Council Newsletter It is important to reach out to all of your Council’s membership...not just those who attend meetings regularly. Providing a quarterly (at least) newsletter is an excellent way to generate volunteerism and interest in council activities. Providing a quarterly newsletter satisfies the minimum requirement for newsletters for the Nina Award. Electronic newsletters distributed via email are acceptable, as long as those members without email receive the newsletter as well. Newsletters should be sent to State Deputy, State Secretary, State Program Director and the State Council Director. This email address, [email protected], can be used to distribute your newsletter to these Officers.

Council Website Many councils now have their own web site. The keys to making the website useful are to keep the information current and to promote its address in your newsletter and other printed materials and, if possible, your parish bulletins. The website should include information for prospective members on becoming a Knight.

Athletics Many councils form bowling, softball and basketball teams. Councils are encouraged to have an athletic program to build fraternity within the council. A Council Athletic Chairman should be appointed to organize such events and to serve as a liaison for State athletic events.

State Athletics The state council currently conducts state-wide events in bowling and golf. These events are hosted by a local council.  Guidelines for hosting a state tournament o Submit a written request on Council letterhead by the Grand Knight to the State Athletic Events Chairman. The council must include which tournament, tournament chairman and facility information

The request for state tournaments should follow these guidelines: o All entry forms must be imprinted with the seal of the entering Council. o The financial secretary must sign the entry form verifying that each participant listed is a First Degree member in good standing of the Knights of Columbus. o At the time of registration at the tournament, each participant must show his K of C membership card and his operator’s license. o Any council that hosts the Indiana state Knights of Columbus bowling or golf tournaments must mail the final results to he participants within two months of the last weekend of the tournament.

Schedules for state bowling and state golf tournaments along with those for the International Golf Tournaments and International Bowling Tournaments will be available on the state council website. They will be distributed to District Deputies as that information becomes available.

Public Relations

The publication Getting Your Message Across was prepared for Supreme Council by professional public relations people. It was included in the materials sent to the Grand Knight at the beginning of his term of office.

Family Programming A Council must keep its members' families involved in Council activities as much as possible. Remember the Knights of Columbus is a "Catholic, family, fraternal, service organization." Today more than ever, the world in which we live requires an emphasis on family. At this time, the family, its values and commitments are under heavy attack. Fight back by involving your Council in family activities and your family in Council activities.

Family of the Month The State Council supports 100 percent participation from every Council in the Family of the Month program. While a Council must select only four Family of the Month recipients from its Council membership to qualify for a Pinta Award, every Council is urged to select a Family of the Month each month if at all possible.

For an added award, after presenting the Family of the Month Award, be sure to complete and submit the Supreme Form 1993A.This form is in the Supreme Surge With Service material or on their CD. –DO NOT USE THE INDIANA STATE ACTIVTIY FORM (IN-ACT2). On the 15th day of each month, 100 Family of the Month forms are drawn by Supreme Council from all the forms received for the previous month. Each winner receives a Holy Family gift from Supreme.

If the Council wishes to select the family of a non-member as Family of the Month it can, but it should not submit the form to Supreme Council for that month. This may not count for a Pinta requirement.

Family of the Year Award Details of this award have been provided in the Awards section of this Guide The deadline for submission of the entry to the State Council is February 28th.

Youth Programming The Knights of Columbus, as a group of Catholic gentlemen, need to reach out and provide the leadership, example, and opportunities to grow that our youth so desperately need. Connecting with our youth through council activities fosters a growing relationship between the Church and the younger members of our community – as well as generating future Knights!

Soccer Challenge The Knights of Columbus Soccer Challenge is a competition for both boys and girls ages 10-14 inclusive on September 1.  Scoring is based on the penalty kick.  Councils can order a kit from Supreme Council which contains the necessary information.  Kits should be ordered no later than August 1, so that the materials are available when needed.  Councils should schedule their Council contests for completion before the first weekend of September.  District contests, if needed, will be scheduled for completion before the first weekend of October.  Regional Contests will be scheduled on an as needed basis. 18

Free-Throw Championship The annual Knights of Columbus International Free Throw Basketball Championship competition begins in January.  This contest is open to all boys and girls who are ages 10 to 14 inclusive on January 1.  A kit containing all necessary materials for conducting the Council contest is available free of charge from Supreme Council.  Kits should be ordered no later than November 15, so that the materials are available when needed.  The Council-level contest must be conducted during January. Finding a suitable site for the contest will be difficult - early scheduling of a gym is strongly recommended.  District Deputies will schedule district contests for a date during the first two weekends of February.  Regional competition are held the last two weekends of February  State Finals are scheduled in March.

Eligibility Requirements for High School Athletes Grand Knights should take every precaution to assure that their Councils do not break any rules concerning eligibility of high school students competing in Council competitions. Indiana High School Athletic Association (IHSAA) rules allow high school students competing in a sport such as basketball to participate in activities such as the K of C Free Throw Championship. However, IHSAA rules state that the students may not receive any kind of prize for winning other than the certificate or trophy.

Councils may not give winners items such as basketballs or provide money to the winner or his family to pay for traveling to district, regional or state competitions. Doing so makes the student athlete ineligible for competition in high school. More detailed information can be found on the IHSAA website.

Substance Abuse Awareness Poster Contest It is increasingly more important that we reach out to our youth and educate them on the dangers of alcohol and drug abuse.  This Knights of Columbus competition begins in the fall and continues until the Council contest judging in January.  Councils should promote the contest in their local schools.  Council winners can be submitted to district contests for judging with those winners entered in the state competition.  State winners will be submitted to Supreme Council for judging for international champions.  A kit containing all necessary materials for conducting the Council contest is available free of charge from Supreme Council.  Entries must be 11x17 inches in size and will not be returned to the participants at the State or International level.  Winning entries chosen by Supreme will be used in the Substance Abuse Awareness promotional material for the next year.

Outstanding Catholic Youth Award Details of this award have been provided in the Awards section of this Guide. The deadline for submission of the entry to the State Council is February 28th.

Youth Protection Program Procedures must be implemented and enforced by every Council that sponsors a youth program, and by every volunteer presently serving or desiring to serve as a Knights of Columbus Youth Leader to insure that every young person is protected in Knights of Columbus youth programs.

A Youth Leader is a Knight, or another adult, who has a substantial and sustained relationship with youth through a Council sponsored youth group, such as a Squires counselor or a leader in a Knights of Columbus sponsored Boy Scout troop. Candidates for any Youth Leader position are required to apply by completing a background check application available from Supreme.

Gibault – Child Advocacy and Our Number One Charity

GIBAULT IS THE NUMBER ONE CHARITY OF THE INDIANA KNIGHTS OF COLUMBUS!

In 1921, the Indiana Knights of Columbus founded the “Gibault Home for Boys” – “a refuge for wayward boys”. The facility was named for Fr. Pierre Gibault,who for many years was the only priest in what is now Indiana and Illinois. During the Revolutionary War, first he convinced the residents of Kaskaskia and Cahokia in Illinois, then Vincennes, to support the American Revolution and to not fight George Rogers Clark when Clark captured those towns.

Over the years, the needs of children have changed and so has Gibault! Now the campus covers more than 350 acres with more than 200 full and part-time staff members. To accommodate all of these changes, in 2001 the school's name was changed to Gibault, Inc. and services were expanded to cover sexual abusers and females. Gibault has also developed day treatment and emergency care programs for local youths. In 2004, Gibault began to offer programming for children with Aspergers Syndrome (a type of autism).

Gibault serves boys and girls and has provided life-changing opportunities for more than 8,200 children and their families – because the Indiana Knights of Columbus remain steadfast in their support and commitment to child advocacy!

In 2008, Gibault continued to expand their ability to assist those in need:

But what would our world truly look like if we stopped trying to help others? I can assure you it would look pretty dark.

Gibault Envoy The purpose of the Gibault Envoy Program is to provide a liaison between the local council and Gibault. The Envoy receives information concerning Gibault and its activities. He is responsible for conveying this information to the council's members through comments at meetings and the council newsletter. The Gibault Envoy Report is one of the required forms due at the beginning of each fraternal year. IN-GE1.

Gibault Raffle The State Council conducts a raffle for the benefit of Gibault with the drawing held at the State Convention. Every council should promote and participate in the raffle.

21  Councils will receive tickets from their District Deputy.  Each Council will receive books of raffle tickets based on the number of active council members on July 1.  Councils wishing additional tickets can request those from the State Gibault Envoy Chairman. If the request is made prior to distribution of tickets to District Deputies, the additional tickets will be included with the council's original allotment.  The councils should supply all members, including Honorary Life members who do not receive a dues billing, with tickets.  Participation in the program will be recorded by the Gibault Envoy and the State Treasurer as a requirement for the Pinta Award.

Additional Activities Gibault Envoy and Raffle Activities are related to Youth Programming, but are somewhat independent because of the size and scope of those efforts. Activities outside of the Envoy and Raffle would be considered Youth or Council activities and should be reported on Form IN-ACT2.

Suggestions for Gibault Youth Activities: .  Gibault Christmas – Each year, on December 26th, Saint Mother Theodore Guerin Council #541 of the Knights of Columbus sponsors a Christmas Party – providing gifts and a great time for those kids who cannot return home for the holidays. Councils are encouraged to visit and participate in the festivities. o Cash donations can be given to support Christmas at Gibault. Mail your donation to: P.O. Box 2316, Terre Haute, IN 47802-0316

Suggestions for Gibault Council Activities:  Council Trip/Visit – Contact Gibault directly and schedule a Council “field trip” to Gibault. The Gibault Staff welcome the opportunity to show your membership around – don’t forget to visit our museum!

Membership Programming Every council should have a focused effort to increase net membership! The Indiana State Council requires that Councils increase member retention, execute the Membership 365 plan and have at least two organized membership activities one each in the months of October and March of the fraternal year.

“Sometimes, all you have to do is ask.” – Councils should actively seek out qualified Catholic Gentlemen to join the ranks of our Order. How many men have you asked to become a Knight in the past week, month...or year? Membership Activities are ways to facilitate that search for new members.

INCREASING MEMBERSHIP

Supreme has an entire section of its “For Officers” area dedicated to programs and materials they’ve created to conduct various Membership Activities. Suggested Membership Activities:

22  Membership 365. Recruit 365 days per year. Recruit one member per month per council. If we do this with 189 councils x 12 months = 2268 new members this fraternal year.  One-on-One or Two-on-One. This method of recruiting a Catholic gentleman encourages the recruitment of family members, friends, neighbors, and co-workers.  Invitation Program. This technique involves mailing an invitation to fellow parishioners that a team member may encounter while attending Sunday mass or other parish functions.  Shining Armor Award. Consider adopting this program for new members as well as current team members. A special council award could be given to all members of a team if all team members earn the Shining Armor Award.  Welcome Back Brother Program. Obtain a list of inactive insurance members and former council members and invite them to rejoin the Order.  Membership Drive. Teams not having met their membership goals can use the drive to meet their team goal.

Increasing Member Retention It is important to recognize “members in crisis” – members who are in financial distress or who have “forgotten” to keep current. There may also be members who are dissatisfied with the benefits council membership can provide, because they aren’t’ aware of the various programs and activities your council provides. Even more critical, you may have members who are suffering from a crisis in Faith.

The Membership Retention process provides the opportunity to identify, recover, and assist these members. This process is thoroughly documented in the Financial Secretary Handbook published by Supreme.

Retention Procedures for Indiana At the beginning of the Fraternal Year:  The Grand Knight MUST form a Retention Committee and appoint a Chairman.  The Grand Knight MUST submit FORM 365 Service Program Personnel Report to Supreme.  The Grand Knight MUST submit Form IN-RC1 Council Retention Committee Report to the Indiana State Council Membership Retention Chairman.

At the end of the first month in which the member has failed to pay his dues, the following must occur:  A KNIGHT ALERT letter signed by the Grand Knight and Trustees will be forwarded to each delinquent member.  The Financial Secretary will provide the names, addresses, telephone numbers, and delinquent amount due to the Grand Knight and Council Retention Committee.  The Retention Committee is to telephone he delinquent member to remind him of his obligation. The Retention Committee will provide a written report of their findings to the Grand Knight. If the member is experiencing financial difficulty, the Grand Knight will direct 2 Committee members to visit the member (if practical) or discuss arrangements to accommodate him with a payment plan. A full report is to be provided to the Grand Knight with the results of that discussion. THE GRAND KNIGHT WILL IMMEDIATELY FORWARD ALL REPORTS TO THE DISTRICT DEPUTY AND STATE DEPUTY.

If, at the end of the second month, the member still has not paid his dues or a payment plan has not been arranged, the notice of intent to suspend form #1845 is to be prepared and signed by the Financial Secretary and counter signed by the Grand Knight. THE #1845 FORM MUST BE FILLED OUT IN ITS ENTIRETY AND DISTRIBUTED AS FOLLOWS:

 The original copy is sent to the Delinquent Member

23  The Supreme Office copy is forwarded to the DEPARTMENT OF MEMBERSHIP RECORDS. The SUPREME KNIGHT will mail a personal letter to the delinquent member. The letter will convey the SUPREME KNIGHT’S interest in having the member retain his good standing status.  The STATE COUNCIL copy is mailed to the STATE DEPUTY.  The DISTRICT DEPUTY receives a copy. He will telephone the delinquent member to discuss the situation. In the course of the telephone visit, suggestions for possible solutions will be recommended. The DISTRICT DEPUTY will volunteer to assist the member, if the need exists. The DISTRICT DEPUTY will also verify if a personal contact has been made by the Council. The responses and reaction received from the delinquent member are recorded and forwarded to the STATE DEPUTY or the STATE RETENTION CHARMAN.  The council retains a copy for their files.

After receiving the Grand Knight’s retention report and the District Deputy’s report, the State Retention Chairman will contact the delinquent member. If the delinquent member does not meet his obligation or arrange a satisfactory payment schedule WITHIN 30 DAYS FOLLOWING THE PROCESSING OF THE FORM #1845, the council may file a Form 100 Membership Document, indicating suspension. However, the suspension will not be processed at the SUPREME COUNCIL OFFICE, unless a NOTICE OF INTENT TO SUSPEND FORM #1845 has been on file for the required 60 days.

The notice of intent to suspend form #1845 becomes null and void 60 days following the date it is recorded at the SUPREME COUNCIL OFFICE, unless a Form 100 to suspend has been filed

In addition to the Supreme procedure the State Council requirements for suspension are as follows:  Form IN-RC1 State Council Retention Committee Report has been filed  365 report has been filed with Supreme and the State that specifies a Retention Chairman  185 report on file with Supreme and State that contains the current Council Officers  A current Form 1295 Semiannual Council Audit filed with Supreme and the State that reflects accurate membership delinquencies because it affirms retention notices to Supreme.  The Council and District Deputy submission of their respective reports regarding member suspension contacts in the appropriate time frame  The Council must file their quarterly delinquent reports on time and accurately to the State Council Retention Chairman

If the State Retention Chainman determines the above reports have not been completed, the State Deputy can request that Supreme not suspend the member since the process outlined has not been followed.

First Degrees To help in the recruiting effort, the Grand Knight should schedule first degrees for the coming year monthly. By setting the dates at the beginning of the year and publishing a schedule in the Council newsletter, everyone will have target dates for recruiting new members.

Contact the Grand Knights of other Councils with degree teams and try to coordinate dates to provide degrees spread throughout the entire year. If there are Councils without degree teams in the area, send their Grand Knights a degree schedule and an invitation to participate with you.

The Grand Knight or Degree Team Leader should contact the District Deputies to ensure their availability, request their participation, and request their assistance in coordinating Degrees within the District.

24 Charity Begins At Home Each time a new Council is instituted in Indiana, each existing Council is notified and is asked to contribute $10.00 to the new Council. This will assist the Council with its start-up expenses and help defray some of the costs of sending its delegates to the State Convention.

Award Programs

General Information Every Grand Knight, Council Officer, Director and Chairman should promote participation in the Award Programs as a means to provide quality programming – as a goal to be set. The Programs provide Supreme and the State Council the opportunity to recognize your council membership and its commitment to Charity, Unity, Fraternity, Patriotism and our Catholic way of life.

Grand Knights and Program Directors are expected to be familiar with award requirements and documentation provided by Supreme. If you have trouble finding such information, please contact your District Deputy or any member of the State Council for assistance.

Every Council should provide enough activities to qualify for at least the Pinta Award from the Indiana State Council and the Columbian Award from Supreme. The Grand Knight and Program Director should see that activities are reported on the proper forms. Remember, the Knights of Columbus is a Catholic, fraternal, family, service organization. Any Council supporting those goals should be able to win these awards.

Supreme Council Awards Supreme Council Awards include the Columbian, Founders, and Father McGivney Awards, along with other awards for meeting membership and insurance quotas. Supreme Council has published the requirements for these awards in the Supreme Council Grand Knight’s Handbook and in Surge With Service .These publications were mailed to Grand Knights or placed on-line.

Indiana State Discovery Awards The Discovery Awards consist of three awards –the Nina, Pinta, and Santa Maria. The qualifications for these awards are determined by the Officers, Directors and Chairmen of the Indiana State Council. These awards will be presented after the conclusion of the fraternal year on June 30. The descriptions below are a quick reference for requirements. Details for the requirements are listed below.

Nina Award Requirements o Achieve 100% of Supreme Council Membership Quota for the period from July 1 to June 30. o The quota is set by Supreme based upon the council’s active membership as of July 1.  Submit Form IN-MA1 Membership Activity Report in the fall and Form IN-MA2 in spring

SANTA MARIA AWARD REQUIREMENTS

The Santa Maria Award is the highest honor a council can receive from the Indiana State Council. To win this award, the council must meet the requirements for both the Nina and Pinta Awards. A council receiving this award has a tangible record to display indicating the excellence of its activities during the previous fraternal year.

Indiana State Program and Other Awards

Service Program Awards Requirements Each year, the Indiana State Council recognizes an outstanding activity conducted in each of the Programming Areas – Church, Community, Council, Family, Pro-Life, and Youth. Submissions of activity candidates are due by February 28. Winners of these awards for Indiana is determined by a committee appointed by the State Deputy and will receive them at the State Convention in April.

The entry selected as the State Winner becomes eligible to win the corresponding international award from Supreme Council. The Grand Knight of the winning Council selected by Supreme Council in each category, along with his wife, will receive a trip to the Supreme Council Convention to receive the Council's award.

 Councils MUST use Form STSP – State Council Service Program Awards Entry Form from the Council Report Forms Booklet to submit activities for consideration for these awards. Supreme will not accept entries without this form, and neither will the State Council.  Councils can submit only one entry per category.  Entries should be submitted to the respective Church/Community/Council/Family/Youth Director for preview. Remember – this is a chance for your Council to shine! Include typed descriptions, photographs, news articles, or pamphlets – yours could be the one sent to Supreme!

Francis F. Gallagher Award Requirements  Highest net increase in membership

27 This award is presented by the State Council to the council with the highest net increase in membership. A council cannot win both the Gallagher and Scheiber awards in the same year. There is no application form to be completed for the Francis F. Gallagher Award.The award will be presented to the winning council at the State Convention.

Richard B. Scheiber Award Requirements  Highest net increase in membership over its State quota.

This award is presented by the State Council to the council with the highest percentage increase in membership over its quota. A council cannot win both the Gallagher and Scheiber awards in the same year. There is no application form to be completed for the Richard B. Scheiber Award. The award year and presentation for the Scheiber Award will be the same as for the Gallagher Award.

Timothy P. Galvin K.S.G Outstanding Catholic Layperson Award Requirements The Timothy P. Galvin K.S.G. Outstanding Catholic Layman Award is named for a distinguished Knight who served as State Deputy from 1925-1928 and who was later made a Knight of St. George by the Holy Father.  The award application form is found in this Guide.  A council may submit only one nominee for this award.  The deadline for submission of the form is February 28.

Outstanding Catholic Youth Award Requirements The Outstanding Catholic Youth Award is a awarded to a high school senior who has rendered exceptional service to Church, community and school.  The award application form is in this Guide.  A council may submit only one nominee for this award.  The deadline for submitting the award application form is February 28.

Family of the Year Award Requirements The Family of the Year Award is presented to one of the families selected by its Council as its Family of the Year.  The award application is found in the Family of the Month booklet, included in the packet of materials supplied to each Grand Knight at the beginning of his term of office.  The Council must use the form provided in the Family of the Month booklet.  A Council may submit only one family as its nominee for this award.  The deadline for submitting the award form is February 28.  The winning entry is submitted to Supreme for the International Family of the Year Award.

Reporting

General Information It is very important that Reporting is completed in a timely basis. This section of the Guide provides what to “Do and Don’t” of Activity Reporting, as well as providing helpful hints. Activity Reporting Forms

28 should be submitted by the 10th of each month. Following the “Activity Reporting” section in this guide, examples of the Indiana State required forms are provided. For Supreme Forms, please refer to the Grand Knight’s Forms Booklet or the Sate and Supreme website.

Activity Tracking Activity Tracking will follow the format displayed in the Discovery Awards section of this Guide and will be updated on a monthly basis from July 30th to June 15th. Activity Submissions for the Fraternal Year should be completed and submitted no later than June 15th- this will enable us to present Nina, Pinta, Santa Maria awards at the Summer Organizational Meeting.  You may see some lag between the time that you submit the form and the update of the Activity Tracking Report. It takes time for Directors and Chairmen to process the hundreds of submissions, collate information, and submit monthly reports to the Program Director.  Activity Tracking Report Updates will be sent to District Deputies electronically at the time of update. The District Deputy should be forwarding that information to the Grand Knight of the council.  Activity Tracking Report Updates will be posted to the State website at the time of update.

Activity Classification When submitting an activity to the respective Directors, it is important to consider – who is the beneficiary of the activity? Your council may sponsor an activity that takes place within the Church walls, but provides benefit to the Parish Youth group – this would be considered a Youth activity, not a Church activity.

The respective Program Area Directors (Church, Community, Council, Family, and Youth) will determine whether the activity is submitted to the correct category. If a reclassification occurs, the Grand Knight and District Deputy will be notified to ensure that local activity tracking is accurate.

Do and Don’t  Do not submit an activity that consists of simply writing a check or making a donation. If there is a fundraising activity, provide details of the fundraiser and how it differs from other fundraising or general council income.  Do not report activities that are the work of members who serve the parish as individuals in volunteer jobs, such as Eucharistic Ministers, ushers and lectors.  Do not report activities that are considered “standard operating procedure” - Business/Social, Committee, Budget or Audit, and Activity Planning Meetings, etc.  Do not report “latch-key” activities. Opening a council for use by other groups is NOT an activity.  Do provide detail to describe the activity –it might be a candidate for State or Supreme Awards! Do review the Activity Tracking Report – don’t wait until May to “catch up” on Discovery Awards.  Do call the Directors and Chairmen at ANY time if you have questions or need help with an activity.  Do use a separate form for each Program Area – do not mix Youth and Church on the same form.  Do – visit www.indianakofc.org for all of your form and reporting needs!
