Reviewing Indiana Code can be a daunting task, even for legal professionals. However, if you break down the thousands of pages by its structure it starts to make sense. The Indiana Code is broken down into Title, Article, Chapter and Section (TACS). The 36 Titles are broken into subject matter area, and within each Title the laws narrow each concept into finer detail as you progress into each Article, Chapter and Section. Be sure to look closely at the definitions that will apply to each because they are the keys to very specific application of law instead of what you may consider to be general terms of everyday use.

Indiana Department of Local Government Finance (DLGF)

The Indiana Department of Local Government Finance (DLGF) is responsible for ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law. The DLGF is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.

The DLGF Budget Division works closely with local officials in preparing their annual budgets and to monitor and enforce statutory compliance with Indiana law. The division’s staff provides recommendations to the DLGF commissioner on matters related to budgets, rates, levies, exceptions to property tax controls and taxpayer exceptions to tax rate increases. Throughout the year division staff are involved in training and participate in budget hearings and appeals throughout the state. The division maintains field offices throughout the state to better serve local units of government.

The office of the is one of five constitutional offices and has broad responsibilities and authority in the areas of investment and finance. In addition to being the State of Indiana’s chief investment officer and banker, the treasurer serves as chairperson or a member of numerous state boards, commissions and authorities.

Indiana State Treasurer serves as the 55th Indiana State Treasurer, the fifth highest-ranking statewide government official. Prior to becoming state treasurer Mitchell worked in the state treasurer’s office as the director of TrustINdiana, Indiana’s local government investment pool. Before joining the state treasurer’s office, Mitchell was a county commissioner for eight years in Cass County. During her tenure as commissioner, she served as president of the Cass County Board of Commissioners for five years and was named First-Term Commissioner of the Year by the Association of County Commissioners.
