Monroe County Election Board Meeting Minutes- FI NAL Thursday, February 1, 2018 Monroe County Gov't Showers Building 501 N. Morton St, Room 100B, Bloomington, IN 47404 I. Call to Order The Monroe County Election Board meeting was called to order at 1:00 p.m. by William Ellis, Republican representative and Chair. Also present: Carolyn VandeWiele, Democratic representative and Nicole Browne, Secretary and Monroe County Clerk. II. Approval of Minutes Carolyn VandeWiele made a motion to approve the minutes for the January 4, 2018 meeting. Nicole Browne seconded the motion. Motion passed unanimously. Ill. Monroe County Election Central Office: Phone: 812-349-2690 2) CFA-4 Late Filings The deadline for candidates to file their CFA-4 Annual Campaign Finance Report was noon on Wednesday, January 17, 2018. This deadline applied to all candidates with an open committee even if no 2017 activity occurred. (A political committee is open unless a prior CFA-4 filing reported the closing of the committee by marking the report as 'Final/Disbands.] Some candidate CFA-4 filings were late and were reviewed: Steve Hale Filed on January 18, 2018 and closed the committee. No money was in the account. This is the 2nd offense. Vic Kelson Filed on February 1, 2018. No money was in the account. This is the 1st offense. He thought it was filed earlier but it was not. This candidate had a gmail account which can hold emails from Election Central into a 'spam' folder. Hal Turner Filed on January 19, 2018. No money was in the account. This is the 1st offense. Re: Vic Kelson & Hal Turner Carolyn Vandewiele made a motion to waive the fine for the late filings by Vic Kelson and Hal Turner due to this being the first offense. Nicole Browne seconded the motion. Motion passed unanimously. Re: Steve Hale The statute says the fine would be $100 ($50 per day that the filing is late; Day 1is noon-midnight on the due date; Day 2 is anytime on the following day). The Election Board requested that the Election Supervisor invite Steve Hale to the next Election Board meeting on March 1, 2018 to discuss the late filings. 21Page 3) PoIIing Site Update The Election Board described two changes in poll locations for the 2018 elections. Indiana Memorial Union (replacing IU Football Stadium and IU Union Street Center) Academy of Science & Entrepreneurship (replacing 151 Church of the Nazarene) Primary 2018 Election Day Polis A complete list of the Monroe County Poll Sites for 2018 Primary is attached. 4 pages attached Indiana Memorial Union University Club (for 4 precincts: Bloomington 5, 18, 19 & 23) Address: 900 East 1h Street, Bloomington, 47405 William shared that he is very confident that IU will operate this new poll in good faith. Carolyn shared that she and William visited the IMU and were pleased with the facility and the parking. Parking will be free in the Union lot for those who show a unique IU voting sticker and nearby ADA parking offers easy accessibility. This poll will also save Monroe County money by consolidating two prior polls into one site. The Election Board expressed appreciation to Indiana University for working together to identify this new poll. Academy of Science & Entrepreneurship (for 3 precincts: Perry 1, 29 & 30) Address: 444 S Patterson Drive, Bloomington, 47404 The 1st Church of the Nazarene staff contacted Karen Wheeler, Election Supervisor, and shared that this facility would not be available for the 2018 elections. Nicole Browne expressed a thank you to the 1 ' 1 Church of the Nazarene for allowing the County to use their facility for a significant number of elections and appreciates all that the church has provided. Karen Wheeler identified an easy-to-access alternative poll location, an MCCSC high school called the Academy of Science & Entrepreneurship. Karen and Carolyn visited the location and expressed that both the inside facility and the parking availability (including ADA parking) will provide a very nice poll for Monroe County. A Call to Voters Now that these new poll sites have been identified, the Election Board reminds the public to fill up the Monroe County poll sites with voters! Sandra Shapshay, Director of Political And Civic Engagement (PACE) at IU Sandra Shapshay expressed a gracious thank you to the Election Board and the Election Team of Monroe County Government for the wonderful process to make civic engagement more accessible to IU students by establishing this centrally-located poll at the IMU. The Monroe County Government team has been open-minded, public-facing, transparent and professional throughout the process that was initiated one year ago. Sandra shared that this truly feels like this is government of the people, by the people and for the people. I U will do their part to engage students in upcoming elections. Bernard Fraga, Assistant Professor, Department of Political Science Bernard Fraga also expressed a thank you to the efforts of the Election Board. He said that the University is excited to encourage student participation in the electoral process by having a central-campus poll site. He requests information to understand the actual geographic boundaries for precincts voting at the new IMU poll. For now and for future defining of precinct boundaries, he hopes that boundaries will be as efficient and as effective as possible to ensure that the poll is available and is near where voters actually live. 3jPage 4) Resolutions - 2018 Primary & General Elections The Election Board reviewed and agreed to two resolutions by unanimous vote by the Election Board, and both resolutions were signed: • Per statute 3-11-8-4.3, some but not all Monroe County Election Day Polls will have combine precincts into one poll location • Per statute 3-6-6-38, some but not all Monroe County Election Day Polls will have a Sheriff poll worker. (All polls will have two poll worker Clerks recruited to work.) Jim Faber Re: Poll worker Clerks Jim Faber affirmed that Clerks are absolutely necessary at each poll to check in a Voter so voting can occur. The Election Board confirmed that two Clerks will be recruited to work at each poll. Also, if needed, Inspectors and Judges can check in a Voter and staff can be added if needed on Election Day. Re: Poll worker Sheriffs Jim commented that Sheriffs are only needed on occasion. Jim inquired about the procedure if a situation arises at a poll and a Sheriff is not present. The Election Board replied that the Inspector or Judges can troubleshoot the issue, the Election Board can come to manage the situation and a Sheriff could also be called if needed. Re: Parking at Early Voting at 401 W. yth Street in Bloomington Jim suggested that parking can be difficult at times when the Early Voting location is busy. He suggested that signs saying "For Voters" be placed on the parking meters around the Early Voting site. Tree Martin, Chief Deputy, explained that the entire parking lot attached to the Early Voting building will be made available to voters for all days that early voting occurs. In addition, the first five meters on Madison Street will be marked to be "For Early Voting Only" by the City of Bloomington while early voting is underway.
