Will the Minister of STEEL be pleased to state:-

(a) the details of the Memorandum of Understandings (MoUs) entered for setting up of steel plants across the country;

(b) whether many of these plants have not become operational and started production even after the lapse of six year of the MoUs;

(c) if so, the reasons therefor;

(d) whether the Ministry has stipulated any time frame for starting the production in such plants;

(e) if so, the details thereof and if not, the reasons therefor; and

(f) the role played and the steps taken by the Ministry in this regard?

THE MINISTER OF STEEL (SHRI BENI PRASAD VERMA)

(a) As per the available information in the Ministry of Steel, 301 MoUs have been signed by the Steel developers with various State Governments across the country. State-wise details of MoUs, as available in the Ministry, are given at Annexure –A, B & C.

(b)&(c): Yes, Madam. Most of the projects are delayed due to problems related to land acquisition, pending environment and forest clearances, raw material linkages and local law & order situation.

(d)&(e): No, Madam. Steel is a de-regulated sector. Ministry of Steel does not stipulate any time frame for starting production in the individual steel units. It is purely project specific outcome which depends on many factors like availability of finance, conditions of market and other techno-commercial parameters, in addition to the progress on the fronts of land acquisition, raw material linkages and environment & forest clearances etc.

(f) Ministry of Steel facilitates the implementation of the major private sector projects through coordination with concerned Ministries and State Governments. An Inter-Ministerial Group (IMG) has been set up in the Ministry for monitoring and coordinating on the issues concerning major steel investments.

ENVIRONMENTAL CLEARANCE FOR POSCO PROJECT 14th May 2012

Will the Minister of STEEL be pleased to state:-

(a) whether the National Green Tribunal has suspended the environment clearance/granted to POSCO mega steel project in Odisha in January, 2011 until the Ministry of Environment and Forests reviews it afresh; (b) whether the tribunal has pointed out that memorandum of Understanding (MoU) between Odisha Government and POSCO states that the project is for production of 12 million tonnes of steel per annum whereas the environment impact assessment report is for 4 MTPA Steel production in the first phase; (c) if so, the details, thereof; and (d) the reaction of the Government thereto?

MINISTER OF THE STATE IN THE MINISTRY OF STEEL (SHRI BENI PRASAD VERMA) (a)to(d): The Ministry of Environment & Forests (MoEF) had granted environmental clearance on 19.7.2007 to an integrated iron and steel plant by M/s. POSCO - India Pvt. Ltd. in Odisha subject to various environmental safeguards. Based on the report submitted by a four member Committee, additional conditions were stipulated on 31st January, 2011. In an appeal filed before the National Green Tribunal (NGT) challenging the environmental clearance accorded on 19.7.2007 as well as the order dated 31st January, 2011 imposing additional conditions, the NGT vide its Judgment dated 30th March, 2012 has suspended the order dated 31st January, 2011 of MoEF. NGT has further directed the MoEF to make a fresh review of the Project with specific reference to the observations/apprehensions raised by the Review Committee by issuing fresh Terms of Reference. The MoU has been signed between Odisha Government and POSCO for setting up of a 12 Mtpa steel plant. NGT has directed MoEF to consider proportionately optimizing the land requirement for setting up of 4 Mtpa steel plant in the first phase.

POLLUTION CONTROL BY PSU PLANTS 14th May, 2012

(a) whether the pollution control devices have not been installed in various plants of Steel Authority of India Ltd. (SAIL); (b) if so, the details thereof alongwith the reasons therefor; (c) the details of the total expenditure incurred by the SAIL in installation of environment friendly devices in its plants during the last three years, year-wise and plant-wise; (d) whether the employees of SAIL in various units have been suffering suffered from several ailments due to non- observance of the minimum environmental norms; (e) if so, the details thereof; and (f) the corrective steps taken by the Government in this regard?

ACCIDENT AT STEEL PLANTS 26th November, 2012

Will the Minister of STEEL be pleased to state:-

(a) the number and nature of accidents that took place in various steel plants in the country during each of the last three years and the current year, plant-wise;

(b) the number of persons injured/died and total loss of property in these accidents during the said period;

(c) whether any investigation has been conducted to ascertain the causes of such accidents;

(d) if so, the outcome thereof and the action taken against the officials found responsible for such accidents;

(e) the amount of compensation paid to the injured persons and families of the deceased persons in such cases;

(f) the average annual expenditure on the maintenance of these plants and changing pipelines and carrying out electric repairs and maintenance of equipments during the said period; and (g) the concrete steps taken/being taken to avoid recurrence of such accidents in future?

(a)&(b): A statement showing details of accidents which occurred in different public sector steel plants of the Steel Authority of India Limited (SAIL) and Rashtriya Ispat Nigam Limited (RINL) during the requisite period is annexed.

Accidents in the plants of SAIL did not involve any loss of property. As regards RINL, there has been a major incident on 13th June 2012 at VSP while commissioning of Converter-1 in Steel Melting Shop-2 in the Pressure Reducing Station-3.

Steel is a deregulated sector. There are a large number of steel factories/plants in the country. Therefore in regard to the private steel sector, the requisite data/information is not maintained by the Ministry of Steel.

(c)&(d): Yes, Madam. All fatal accidents are investigated by a plant level enquiry committee to identify the causes of such accidents and give recommendations to prevent recurrence of such incidents. Status of implementation of the recommendations made by the committee are monitored and reviewed at appropriate levels for their timely compliance. Wherever recommended by the Plant enquiry committee appropriate actions are taken against the erring employees/officials for violation of safety norms leading to an accident. In case of contractual employees, the same is done as per the penalty provisions given in the terms and conditions of the contract.

(e) In case of contract labour, compensation/dependent benefit is paid under the Employee State Insurance Scheme (ESIS) by the Employees’ State Insurance Corporation (ESIC). In case of fatal accidents to regular employees, the compensation is given as per the law/company policy. SAIL and RINL provide compensation to their employees in case of death/disablement due to accident arising out of and in course of employment as per the Workmen’s Compensation Act, Employee Family Benefit Scheme and company policy. SAIL and RINL have paid a total of ` 17,37,13,722/- as compensation to the injured persons and families of deceased from 2009 till date.

(f) The average annual expenditure on maintenance of different plants (including expenditure incurred on repairs, change in pipelines, electric repairs and mechanical maintenance) of SAIL and RINL during the years 2009-10 to 2011-12 was ` 5307.33 crore and ` 741.89 crore respectively.

(g) Measures taken by SAIL Plants/Units to avoid occurrence of such accidents in identified areas of concern are as follows:- i. Enforcing usage of job specific Personal Protective Equipments (PPEs) by all concerned, mandatory use of full body harness in place of safety belts; ii. Campaign and training on rail and road safety; iii. Use of retardant dress while handling liquid metal; iv. Provisions of automatic gas leak detection and alarm system in hazardous areas, Conducting periodic mock drills as per emergency plan; v. Strict adherence to Inter Plant Safety Standards procedures; vi. Enforcement of safety induction training; and vii. Strict adherence to safety procedures, medical fitness and height pass.

viii. Adoption of systematic approach for safety management (OHSAS-18001 implementation, internal & external safety audits etc.)

Based on the findings of the enquiry committees which probe into the incident of each fatal accident, the cause of each accident is identified and the following measures are taken in RINL: i. Comprehensive safety audit has been conducted by Regional Labour Institute, Chennai, DGFASLI in July 2012. ii. Review of Hazard Identification and Risk Assessment Training programme has been conducted by Director Safety, Regional Labour Institute, Chennai, DGFASLI in October 2012. iii. Mock-drills as per the emergency plan conducted periodically. iv. Automatic gas leak detection alarm in critical and gas prone areas provided. v. Enforcing usage of job specific personal protective equipment. vi. Conducting special training programmes on Behavioral Based Safety and Legal awareness vii.
