District Mineral Foundation Trust , Sahibganj Annual Report, FY 2016-17 Annual Report Year of the Report (201 6 —17 ) District Mineral Foundation Trust, Sahibganj Jharkhand District Mineral Foundation Trust, Sahibganj Annual Report, FY 2016-17 Message by DC cum Chairman, Governing Council and Managing Committee, District Mineral Foundation Trust, Sahibganj District Mineral Foundation (DMF) is a trust set up as a non-profit body, in those districts where development of local inhabitants, both socially and financially, can be possible through funding of mining industry. This has been set up to work for the interest and benefit of persons and areas of mining related operations. It is funded through the royalty contributions from mining companies. It was mandated through the Mines and Minerals (Development & Regulation) Act, 1957 (Amendment in 2015). In this regard, DMF Trust, Sahibganj was registered on 20.05.2016 and is continuing to work for the developmental needs of people of areas near the mining industry. DMF funds are treated as extra-budgetary resources for the State Plan. Efforts are made to achieve convergence with the State and the District Plans so that the activities taken up by the DMF can supplement the development and welfare activities already being carried out. Further, the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) will be implemented by the DMF. The overall objective of PMKKKY scheme will be (a) to implement various developmental and welfare projects/programs in mining affected areas. These projects/ programs will be complimenting the existing ongoing schemes/projects of State and Central Government; (b) to minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts; and (c) to ensure long term sustainable livelihoods for the affected people in mining areas. Last but not the least, the more and more numbers of new leases of Minor as well as Major Minerals granted, it will reciprocate the funding in DMF, which will speed up the development of local inhabitants as well as the district itself. Executive Summary This report discusses the objectives, planning, schemes undertaken and the achievements by the implementation of District Mineral Foundation Trust Fund utilised in Garhwa district. The District Mineral Foundation (DMF) is a trust setup as a non-profit body established in those district s affected by mining works with an objective to work for the development of the people directly or indirectly affected by mining in the region. The trust is funded through the royalty fund collected by all the mining companies in the area. DMF funds are treated as extra-budgetary resources for the State Plan. Overview of Sahibganj District 2.1 About District The district of Sahibganj with a predominately tribal population is a part of Santhal Pargana Division and forms the easterm most tip of the division. The rajmahal and pakur sub division of old Santhal Pargana district were curved out on 17 th May, 1983 to form Sahibganj district. Sahibganj is the administrative head quarter of the district and situated on the bank of river Ganges. It is bounded on the north by rhe river Ganges and district of Katihar (Bihar), on the south by the district godda, on the east by Maldah and Murshidabad districts of the state of West Bengal, and on the west by Bhagalpur and Godda District. Sahibganj district ranks thirteenth in terms of total population in the state and thirteenth in regard to decadal population growth rate (2001-11) among the twenty-four districts. With a sex ratio of 952,it ranks fifteenth in the state. The district of Sahibganj consists of 2 subdivisions, 09 blocks and 1819 villages. The district comprises of nine blocks namely, Sahibganj, Mandro, Borio, Barhait, Taljhari, Rajmahal, Udhwa, Pathna and Barharwa.As per Census 2011,the district has 1349 revenue villages and 8 towns distributed in three assembly constituencies. Census 2011 figures indicated that the percentage share of scheduled caste population to total population was 6.29 percent while that of scheduled tribes was 26.80 percent. Based on the number of the total rural households in Census 2011 and BPL Revision Survey of 2010-11 the percentage of BPL households in rural areas is 86.03 percent. 2.2 Connectivity facilities (Road, Railways and River) in Sahibganj District:- The area is approachable by train from Bhagalpur (Bihar) and Dhanbad (Jharkhand) via West Bengal by north-south running Howrah-Bhagalpur loop of Eastern Railway. The district can be approached from all sides by a network of metaled road. The National Highway 33 passes through the district. Nearest airport is Bagdogra Airport (Siliguri), approximately at a distance of 173 km. In the bank of Ganga River Mining effected areas Sakrigali, established Multi Model Terminal which is used for Inland waterways. 6 District Mineral Foundation Trust, Sahibganj Annual Report, FY 2016-17 2.3 Major industries in the district: China Clay, Stone Crusher, Sand Stone, Silica Sand, these are major industries in Sahibganj District. There are 158 operating stone crusher mines and 3 operative china clay and flint mines presently (August 2018), in the district. This district provides approximately 5000 employment in the Mineral based industries, such as Fly Ash Bricks, Kiln Bricks, Mineral Grinding specially soap stone & Quartz, De-Hydrated Lime etc., which involves investment of approx. Rs. 809.97 Lakh. The Rajmahal Hills are the source of building and road stones. Most of the quarrying is done by the side of the loop line of the Eastern Railway. Kaolin is found near Mangal Hat in Rajmahal subdivision. Bentonite is also available in some places, used as “Multani Mitti” and has great scope of export to other parts of the state of Jharkhand. 2.4 Geographic Information 24 0 42' north - 25 0 21' north latitude Location 87 0 25'east - 87 0 54’ east longitude Area 2063.00 sq. km.
