MAYOR November 21, 2011 Los Angeles City Council c/o City Clerk, Room 395, City Hall Los Angeles, CA 90012-4870 COUNCIL FILE N0.10-1076- SURVEY FINDINGS FROM SCHOOL-PARKS SHARED USE STUDY The Department of Recreation and Parks (Department) first began its shared use relationship with the Los Angeles Unified School District (LAUSD) in 1967, with the execution of a contract between the City and LAUSD for the construction and operation of a pool at Venice High School. Since then, through the implementation of joint use agreements (JUA), permits, license agreements, and informal arrangements between school principals and park directors, the City has established many shared use relationships with Los Angeles area schools, primarily with the LAUSD but also with independent charter and private schools, including certain schools located outside of the City who commute into the City to utilize recreational facilities at various parks. As reported to the Arts, Parks, Health and Aging Committee (Committee) on June 14 and September 7, 2011, the Department's Partnership Division conducted a Citywide Study among all parks and schools to identify all existing shared-use relationships between the Department and various schools. The overall objectives of the Study are not only to confirm the Department's inventory of shared use sites, but also to verify what activities are occurring at such sites and under what type of arrangement (JUA, permit, license agreement, undocumented or informal arrangement); all in an effort to gain a better understanding of the activities, requirements, and challenges associated with such shared use so recommendations may be made for improving such shared-use relationships. Although the current survey findings have confirmed the number and location of existing shared-use sites, further evaluation of each arrangement is required, as the intricacies of each site vary. The survey was distributed among facility and administrative staff. Based on responses received, the Survey has identified two hundred thirty-two (232) park and school sites where there exists some sort of shared-use arrangement (58 schools and 174 parks). The shared-use of thirty-five (35) of those 232 sites are documented through JUAs; one hundred seventy-six (176) are through other documentation (Permits and/or License Agreements), and twenty-one are undocumented and implemented through informal arrangements at the local level Principal and Park Director). Survey findings have been provided to the LAUSD, who is currently reviewing and comparing the Department's findings against their own records. The Partnership Division will continue working with LAUSD staff to confirm and/or correct the current data, and formulate recommendations for improving the manner in which shared-use relationships are established and implemented among schools and parks. Schools located outside the City that come into the City to use park sites are also included. Attached as Exhibit-S is a list of schools at which the Department has access for public recreation purposes through an executed JUA. Exhibit-S includes the school location, scope of share-use, date of execution and term, and the hours of use. The Study has also identified certain schools at which the Department has shared-use access through a JUA, but had been historically underutilized due to budgetary constraints. The Department is now taking measures to work with the LAUSD and local community organizations in order for public recreation opportunities to be facilitated through the Department's permitting process. Additionally, the Department has identified certain independent charter and private schools that have historically used sports facilities for recreational purposes, which should have been under permits and subject to the Department's schedule of rates and fees. The Partnership Division has now initiated steps to correct such situations. From this point forward, the Department looks forward to working with the LAUSD to further evaluate survey findings to make recommendations to identify areas where existing recreational activities may be enhanced or where new opportunities may be developed for the benefit and enjoyment of the public.
