There are also 14 designated local shopping centres, street markets and shopping parades within the borough. • Planning records show that the majority of recent new retail development was built in , but Shoreditch is not a designated town centre. • The evening economy in the borough is concentrated in and around Shoreditch and Dalston / Kingsland Road, and is growing in Stoke Newington, Hackney Central, Clapton, , and .

What will the new Plan do?

Vibrant town centres – There has been a change in the nature of shopping, with the increase of internet shopping and the growth of nearby major shopping centres such as Westfield in Stratford. There is a need to ensure that the borough’s network of town and local shopping centres, including street markets and shopping parades, are distinctive and meet the shopping, social and community needs of Hackney’s diverse communities. We will explore the current and future role, function and health of existing town centres, and consider new areas to direct growth. We may need to identify new town and local centres or expand existing centres. This may include Shoreditch which is not currently designated as a town centre in the Local Plan. We will consider how to best manage the range of commercial uses in the designated town centres and local centres and consider whether a bespoke approach is needed to enhance the character of each centre. Maximising approaches to promote health and well-being in town centres – Certain uses such as hot food takeaways, betting shops and pay day loan shops contribute to the local economy and are a source of employment, but they can also be perceived to have a negative impact on people’s well-being and image of a town centre. We will explore ways to manage the impact of such uses where there is an over-concentration in specific areas.

The visitor economy – The visitor economy plays an important role in the health of the local economy and brings with it wider benefits to the local community, providing jobs and business opportunities. There is need to strike a balance between the evening and day time economies, especially with the growth of town centre living. The Plan will consider which town centres or other locations in the borough are most appropriate for night-time economy uses.

Major Town Centres normally serve the whole borough. They generally contain over 50,000 sq.m of retail, leisure and service floorspace with a high amount of shops for items such as clothes compared to food shopping. They may also have significant employment, leisure, service and civic functions.

District Town Centres are smaller than Major centres and generally provide more food shops and services for local communities and less clothes shops compared to Major centres.
