Through the program, the attorney general ensures the confidentiality of a participant's residential, business, or school addresses and designates a substitute post office box address for a participant to use in place of the real address. Some individuals say that this confidentiality program should be - 36 - HB 2222 House Research Organization page 2 expanded to include victims under certain protective orders and that other information on these victims also should be classified to reduce ongoing abuse or stalking. DIGEST: CSHB 2222 would authorize an individual to be eligible for the address confidentiality program if the applicant, or a member of the applicant's household, was protected under: a temporary restraining order; a temporary ex parte order related to family violence; a protective order related to sexual assault or abuse, stalking, human trafficking, or family violence; or a magistrate's order for emergency protection related to family violence. An applicant also could be eligible if he or she had other documentation of family violence, sexual assault or abuse, or stalking. The attorney general could disclose a participant's true residential, business, or school address to a requesting law enforcement agency only if it was for the purpose of conducting an investigation. The bill also would classify an individual's residential address submitted in a voter registration application or in a tax appraisal record as confidential, if the applicant provided certain evidence that: the applicant or an applicable member of his or her household was a victim of family violence; the applicant or an applicable member of his or her household was a victim of sexual assault or abuse, stalking, or human trafficking; or the applicant was a participant in the address confidentiality program. This bill would take immediate effect if finally passed by a two-thirds record vote of the membership of each house. I governs gestational agreements, which involve a woman and the intended parents of a child entering an agreement in which the woman relinquishes all parental rights to a child conceived through assisted reproduction and the intended parents become the parents of the child. When the intended parents are a married couple filing for divorce, confusion can arise about the parent-child relationship among the intended parents, the gestational mother, and the child. DIGEST: CSHB 1216 would require divorce petitions between married couples that had entered into a gestational agreement to disclose: the existence of a gestational agreement whether the gestational mother was pregnant or a child had been born under the agreement; and whether the agreement had been validated by a court. The bill would allow an intended parent to file suit to establish parental rights, but only against or jointly with the other intended parent.     VOLUME 23, NO. 3 FEBRUARY 4, 2021 TIPRO releases “2021 State of Energy Report” Texas The Texas Independent Producers & Royalty Owners Association (TIPRO) released the sixth edition of its Independent “State of Energy Report” on Thursday, February 4, offering a detailed analysis of national and state trends in oil and natural gas employment, wages and other key economic factors for the state's energy industry in 2020. Producers and TIPRO’s “State of Energy” repor” series was developed to quantify and track the economic impact of domestic Royalty Owners oil and natural gas production with an emphasis on the state of Texas. In 2021, TIPRO updated its industry Association definition to include the Oil and Gas Pipeline and Related Structures Construction sector and provides updated and historical data in this year's publication. According to the association’s new report, the U.S. oil and natural gas industry employed 902,223 professionals in 2020, representing a net decline of 160,323 direct jobs compared to 2019. The industry paid a national annual wage averaging $113,601 last year, 86 percent higher than average private sector wages in the United States. Payroll in the U.S. oil and gas industry meanwhile totaled $102 billion and direct Gross Regional Product (GRP) for the industry was $741 billion in 2020, or 4 percent of the U.S. economy. Additionally, total U.S. goods and services purchased in 2020 by the oil and gas industry decreased, but still exceeded $527 billion from over 900 business sectors, notes TIPRO. In Texas, the oil and gas industry continued to provide significant economic support despite challenging market conditions, accounting for 39 percent of all oil and gas employment in the nation, as outlined in the new report.

The first section examines the location of the members of the Texas Senate and of the Texas House on the liberal-conservative dimension along which legislative politics takes place in Austin. In both chambers, every Republican is more conservative than every Democrat and every Democrat is more liberal than every Republican. There does, however, exist substantial ideological diversity within the respective Democratic and Republican delegations in each chamber. The second section explores the extent to which each senator and each representative was on the winning side of the non-lopsided final passage votes (FPVs) on which they voted.

Congress Avenue Austin, TX 78701 [Delivered Electronically] Commissioner Morath: We are writing to request that, for the 2020-2021 school year, the Texas Education Agency seek the waivers necessary from the United States Department of Education for federal testing and accountability requirements to cancel the administration of the State of Texas Assessment of Academic Readiness (STAAR) exam. At most, any administration of the STAAR exam during the 2020-2021 school year should only serve as a diagnostic instrument to see where our students stand academically as opposed to an assessment instrument to determine district and campus sanctions under the current A-F accountability system. As the Commissioner of the Texas Education Agency, you and your staff have witnessed firsthand the difficulties COVID- 19 has presented to our educators, our students, and their families; in every aspect of life, nothing has been left untouched or unaffected by this pandemic. Given the agency’s understanding of the anticipated impacts of the COVID-19 pandemic on public education in this State, we appreciate the agency’s foresight by waiving the Student Success Initiative promotion requirements for the 2020-2021 school year1, however, we believe that the agency should also recogniZe that the effects of this ongoing pandemic extend beyond concerns regarding promotion and retention of students and will also impact an accountability system that heavily weighs campus and district performance on student achievement and growth. The COVID Slide2, an academic deficit that the agency has widely recognized, has resulted in students, across the state, being behind grade-level in nearly every subject.
