New York racing cont. The New York Post reported Monday that the state was moving toward privatization of racing in New York, a dramatic departure from the model that has been in place since NYRA was formed in 1955. However, later in the day state officials said that RFPs are for the term of the reorganization period. The change in racing law to allow the state takeover of NYRA was approved by the Legislature in June. Cuomo must sign it this week because a provision of the law pushes the formation of New York=s new gaming commission from Oct. 1 to Feb. 1 of next year. Cuomo=s signature will keep the New York State Racing and Wagering Board in place until the gaming commission is established. Cuomo took questions from reporters about the NYRA developments Monday following a press announcement on the Capitol on an unrelated matter. He spoke in general terms about what is ahead for NYRA. AWe=re going to be putting a new board in place to basically take control,@ Cuomo said. AHow you do the business of putting forth horse racing and what is racing in the future and how do you incorporate all the knowledge and potential of the entertainment industry, which is a big component of this, is something we=re working through.@ Speaking at the governor=s press briefing, Howard Glaser noted that the legislation says control must be returned to the not-for-profit NYRA. While NYRA will not be dissolved, Glaser said that the reorganization board is charged with recommending how the association will be shaped for life after state control. AThe franchise is NYRA=s--they have a long-term franchise,@ Glaser said. AThe operations of NYRA, which is what=s at issue here, because that is what has been flawed, could be done in a variety of ways. No one option has been selected, but there are many ideas on the table and we=ll look at that. It=s two different things, the operations versus the legal franchise.@
