THE PARKS HOMEOWNERS ASSOCIATION BOARD OF DIRECTORS MEETING FEBRUARY 17, 2021 VIA TELECONFERENCE 6:00 PM MINUTES The Board of Directors Meeting of The Parks Homeowners Association was held on February 17, 2021 via teleconference. Dan Cardot motioned, seconded by Jane Raleigh calling the meeting to order at 6:02 PM. Board Members Present: Jane Raleigh, Secretary Justin Yax, Treasurer Elizabeth Weide, Member Dan Cardot, Member Board Member Absent: Rick Falk, President CLCM Representatives Present: Melissa Curry Approval of Agenda The Board received and reviewed the February 17, 2021 Board Meeting Agenda, a motion made by Jane Raleigh, seconded by Justin Yax approving the agenda as presented. Consent Agenda None at this time. Approval of Minutes The Board received and reviewed the January 20, 2021 meeting minutes, A motion was made by Jane Raleigh, seconded by Dan Cardot, and carried unanimously to approve the January 20, 2021 meeting minutes. Financials: The Board received and reviewed the January 31, 2021 financial statements. A motion was made by Justin Yax seconded by Jane Raleigh, and carried unanimously, to approve the January 31, 2020 financial statements. Continued / New HOA Business: Firewise/ Yard Debris Schedule: The Board was informed of the dates for the free yard debris days. Four dumpsters will be on-sight April 30 – May 7th. CLCM will work with the FW committee to put the word out the community about May 1, 2021 being a firewise day in the community. CLCM will also reach out to Broken Top in regard to having the adjoining “Woods” community join in theAPPROVED clean-up day. Firewise Plant and landscaping: Homeowner Judith Warren submitted an inquiry about xeriscaping and or more drought friendly planting and landscaping. The guidelines do not prohibit this type of landscaping and DRC approval would have to be granted. 1 2021 Compost Budget: The Board was presented with an idea for the 2021 “compost” budget. Replacing the compost with river rock could be a more firewise option. The subject will be revisited in the spring of 2021. Management Updates: CLCM noted their efforts on Parking has been lacking and will be increasing their visits to 3 days a week for the next few weeks to gain better control of the Community street parking. Open Forum: Homeowner, Zach Price inquired about have a “lights out” night one night a Month during the spring and summer seasons; giving those interested residents an opportunity for stargazing. The Board suggested the Adventure Park area for this activity and Mr. Price stated he would put something together to email out to the community. Homeowner Lucien Rhodes asked about the 2021 Budget and if there would be any special assessments. There are no plans of having a special assessment. Executive Session: The Board entered executive session at 7:00pm and came out of executive session at 7:02pm. o A motion made by Dan Cardot seconded by Justin Yax and carried unanimously to amend the executive session meeting minutes dated December 9, 2020. With no further business to be brought before the Board, a motion was made by Jane Raleigh, seconded by Justin Yax to adjourn the meeting at 7:04pm.
