This report provides a broad look at existing natural resource conditions and patterns of human use, and describes how the Forest Plan guides management of National Forest lands on Kupreanof Island. It also lists ongoing projects and recommends possible projects that could take place in the next 20 years. This is not a decision document. The projects listed have either been through, or will go through National Environmental Policy Act (NEPA) analysis before they can be implemented, which will allow public involvement. By looking at Kupreanof Island as a whole, we hope to see how activities and resources are linked together on the island. This analysis shows how projects can be designed to accomplish Forest Plan management objectives. Consideration of public comments has been essential to this analysis and provides the basis for developing project ideas and objectives. We reviewed over 40 environmental documents and other reports associated with Kupreanof Island from the past 25 years. We held public meetings in both Petersburg and Kake. Comments received on past projects, at public meetings, and during this analysis have been included in this document. This document has been a long time in preparation. We began the project in 1995. In 1997, a new Forest Plan was issued which changed the way we manage forest resources. Modifications were added to the Forest Plan in 1999. All current Forest Plan direction has been incorporated into this document. Thank you for your participation in this important project. We welcome your additional comments. Imagine for a moment that the Forest Plan (forest- wide level) looks at Kupreanof Island from a satellite. The high-altitude view in Figure 1 reveals how Kupreanof Island fits into the broad scale of the entire Tongass National Forest. This particular Island Analysis takes a closer look at Kupreanof Island as from a floatplane at an altitude of 3,000 feet. From the float- plane, we see how human activities fit into the Kupreanof Island landscape area. (See Figure 2.) Site-specific project planning looks closer still - from ground level. Site-specific project planning looks at how each proposed project fits on the ground, with neighboring projects Tongass National Forest outlined in the island analysis design (see with Kupreanof Island Highlighted Figure 3). Each of these planning efforts is important for the overall management of Ku- preanof Island. The Kupreanof Island Analysis provides a look at existing natural resource conditions Kupreanof IslandAnalvsis Why We Decided to Do This Project We began an island-wide analysis for two reasons. First, we wanted to look at relation- ships between ecological processes and forest management across Kupreanof Island. When planning projects such as roads, timber harvest, recreation facilities, or fish and wild- life habitat improvements, we focus on small project areas in one- to three-year time frames. Past project implementation has resulted in the present natural and modified landscapes across Kupreanof Island. lsland- wide planning helps us anticipate the cumula- tive effects of various projects distributed over space and time on the island. From an iceberg filled fjord in LeConte Bay to the Keku Islands this remote area has hundreds of miles of shoreline to explore. But Alaska is not a forgiving place, being remote, having cold water, large tides and rug- ged terrain means help is not just around the corner. One needs to be experienced in both paddling and wilderness camping. There are not established campsites and we are trying to keep them from forming. To help ensure these wild areas retain their naturalness it’s best to camp on the durable surfaces of the beach and not damage the fragile uplands vegetation. This booklet will begin to help you plan an enjoyable and safe pad- dling tour. The first part contains information on what paddlers should expect in this area and some safety guidelines. The second part will help in planning a tour. The principles of Leave No Trace Camping are presented. These are suggestions on how a person can enjoy an area without damaging it and leave it pristine for years to come. Hunting and trapping seasons have been closed for many years and deer and furbearer populations were of primary concern. Our studies indicate that the deer population is high and opening the season is recommended. There appeared to be numerous mink and river otters, and again, opening the season is advised. Forty-eight species of birds were identified during the study. Fourteen species were identified as known or probable nesters. No evidence of wolves was found on the island, although there was a transplant in the 1960's. Terrestrial mammals observed included Sitka black-tailed deer, mink, river otter, Sitka deer mouse, Coronation Island vole, and vagrant shrew. Sea otters were commonly observed and harbor seals and Steller sea lions were numerous. Humpback whales were seen in Aats Bay and Egg Harbor as well as offshore.

    Kupreanof / Mitkof Province and northeastern Kupreanof. In the southwestern corner fringing Rocky Pass, extensive volcanic rocks underlie a rolling, boggy plateau. Other portions of the province have greater relief, but only in the northwest corner are there highly productive parent materials that once supported extensive large-tree forest. Mitkof Island has the northernmost redcedars on the archipelago. (A few occur to the north at Farragut Bay on the mainland.) Yellow-cedars are abundant throughout the province, yet a large proportion of cedar stands are currently experiencing a systematic die-off that is wide-spread throughout Southeast Alaska and northern British Columbia (Hennon et al. 1990, Hennon et al. 2005). Compared to island provinces such as East Chichagof and North Prince of Wales, where deeply dissecting fiords and more rugged relief create obstacles to wildlife connectivity, Kupreanof-Mitkof Province has a low degree of natural fragmentation. This province has a high number of mammal species; collectively, Kupreanof and Mitkof host 21 known mammal species, the second largest number (after Wrangell/Etolin) for any island province (MacDonald FIG 1. Hassler National Biological Service California Cooperative Fishery Research Unit Humboldt State University Arcata, California 95521 FINAL REPORT 29-95 ARLIS Alaska Resources Library & Information Services Anr.honu1f' Al~~k::l 1Present address: 3390 William Street, Eureka, California 95503 2 ABSTRACT Herpetological investigations were conducted at 285 transects from 28 March through 31 September 1992 in southeast Alaska. Key museum collections were examined and a complete review of the state of Alaskan herpetological literature was undertaken. The 1992 vouchers were inventoried and analyzed from 1993 through 1995. Several thousand individual specimen observations of six amphibian species were tabulated. The six herpetological species encountered in 1992 were: rough-skinned newt (Tariaha granulosa), western toad (Bufo boreas), long-toed salamander (Ambystoma maarodaatylum), spotted frog (Rana pretiosa), wood frog (R. sylvatiaa), and Pacific chorus frog (Pseudacris regilla). In many cases combinations of these species were found to breed sympatrically (i.e., at the same location and concurrently over the period of observations). Special attempts to trap and/or observe various additional herpetological taxa were made but with negative results. The herpetological species which were specifically searched for but which were not encountered were: the Alaskan slender salamander (Batraahoseps caudatus), northwestern salamander (Ambystoma gracile), Pacific giant salamanders (genus Diaamptodon), tailed frog (Asaaphus truei), Siberian salamanders (genus Hynobius), garter snakes (Thamnophis spp.), and sea turtles (Families: Cheloniidae and Dermochelyidae). The presence of garter snakes in the state of Alaska could not be verified during this study though considerable effort was put forth to this end.
