It explains what constitutes a valid family, what amount and kinds of documentary data are sufficient, when a language is considered extinct, and more. It is hoped that the survey will be useful in setting priorities for documenta- tion fieldwork, in particular for those documentation efforts whose underlying goal is to understand linguistic diversity. 1. InTroducTIon. There are several legitimate reasons for pursuing language documen- tation (cf. Krauss 2007 for a fuller discussion).1 Perhaps the most important reason is for the benefit of the speaker community itself (see Voort 2007 for some clear examples). Another reason is that it contributes to linguistic theory: if we understand the limits and distribution of diversity of the world’s languages, we can formulate and provide evidence for statements about the nature of language (Brenzinger 2007; Hyman 2003; Evans 2009; Harrison 2007). From the latter perspective, it is especially interesting to document lan- guages that are the most divergent from ones that are well-documented—in other words, those that belong to unrelated families. I have conducted a survey of the documentation of the language families of the world, and in this paper, I will list the least-documented ones. -

While col- lecting chitons he was trapped by an incoming tide. To save himself, he wished to become an otter. His transformation created all otters. Alutiiq Museum and Archaeological Repository (2005) Human interactions with sea otters and kelp forest ecosystems have spanned millennia ( Figure 11.1 ; Rick et al., 2011 ). In fact, archeological evidence suggests that the highly productive kelp forests of the Pacific Rim may have sustained the original coastal ocean migration route of maritime people to the Americas near the end of the Pleistocene ( Erlandson et al., 2007 ). Similarly, many coastal First Nations stories speak of ancestors who came from the sea (Boas, 1932; Brown and Brown, 2009; Guujaaw, 2005; Swanton, 1909). Introduction A stunning result of linguistic research in the 19th century was the recognition that some languages show correspondences of form that cannot be due to chance convergences, to borrowing among the languages involved, or to universal characteristics of human language, and that such correspondences therefore can only be the result of the languages in question having sprung from a common source language in the past. Such languages are said to be “related” (more specifically, “genetically related”, though “genetic” here does not have any connection to the term referring to a biological genetic relationship) and to belong to a “language family”. It can therefore be convenient to model such linguistic genetic relationships via a “family tree”, showing the genealogy of the languages claimed to be related. For example, in the model below, all the languages B through I in the tree are related as members of the same family; if they were not related, they would not all descend from the same original language A. In such a schema, A is the “proto-language”, the starting point for the family, and B, C, and D are “offspring” (often referred to as “daughter languages”); B, C, and D are thus “siblings” (often referred to as “sister languages”), and each represents a separate “branch” of the family tree. B and C, in turn, are starting points for other offspring languages, E, F, and G, and H and I, respectively. Thus B stands in the same relationship to E, F, and G as A does to B, C, and D. -

Native People in a Pacific World: The Native Alaskan Encounter and Exchange with Native People of the Pacific Coast Gabe Chang-Deutsch 2,471 words Junior Research Paper The Unangan and Alutiiq peoples of Alaska worked in the fur trade in the early 1800s in Alaska, California and Hawaii. Their activities make us rethink the history of Native people and exploration, encounter and exchange. Most historical accounts focus on Native encounters with European people, but Native people also explored and met new Indigenous cultures. The early 1800s was a time of great global voyages and intermixing, from Captain Cook's Pacific voyages to the commercial fur trade in the eastern U.S to diverse workplaces in Atlantic world ports. The encounters and exchanges between and among Native people of the Pacific Coast are major part of this story. Relations between Native Alaskans, Native Californians and Hawaiians show how Native-to-Native encounters and exchanges were important in the creation of empire and the global economy. During the exploration of the Pacific coast in the early 1800s, Unangan and Alutiiq people created their own multicultural encounters and exchanges in the Pacific with Russian colonists, but most importantly with the indigenous people of Hawaii and California. By examining the religious and cultural exchanges with Russian fur traders in the Aleutian Islands, the creation of cosmopolitan domestic partnerships between different Native groups at Fort Ross and Native-to-Native artistic exchanges in Hawaii, we can see how Native-led events and ideas were integral to the growing importance of the Pacific and beginning an intercontinentally connected world. -

Embellishments of the Alaska Native Gut Parka Fran Reed (1943 - 2008) [email protected] Dealing with the various and extreme weather conditions in Alaska is a serious matter. Coastal Native Alaskans have been surviving in these severe environments for millennia. Without a local general store in which to buy a nice rain slicker, one must be resourceful with what is available. Between the hot summers and frigid winters are the transition seasons when it rains. Bird skins and fish skins were used extensively to make raincoats but it is the gut skin parka that proved so universal along the coast of Alaska (Fig. 1). From village to village different preparations, stitching methods and artistic styles are apparent and expressed in the embellishments that define the region, the culture and the function of these beautiful outer garments. For hundreds of years the indigenous people of the circumpolar region survived extreme conditions on their ingenuity and creativity. -

A Model for Indigenous Language Revival Brad Montgomery-Anderson 1. Introduction If present trends continue, the majority of Native American languages will no longer be spoken by the end of this century. The process of extinction often happens so subtly and rapidly that the community is unaware of the imminent danger of language death. A language is endangered when children no longer learn it and is dead when the last elderly speaker passes away. Faced with this irreparable loss, some communities are determined to bring back their languages. Language Revival is the creation of a living language community where such a community has ceased to exist. Over the past two decades, language revitalization has become increasingly visible to the public eye as many communities try to reverse the steady erosion of their heritage language. Linguists and language activists, however, have not paid as much attention to the idea of bringing back a language after the language has already died. The data on language endangerment indicates that many Native American languages are moving from a language revitalization scenario to a language revival scenario. It is therefore time to discuss the distinct methods and processes involved in language revival. This paper will offer such a model. In the first section, I will establish the differences between revitalization and revival, and in the second section, I will use the features unique to moribund and dead languages to outline a three-step model for reviving such languages. 23 24 Brad Montgomery-Anderson 2. ACTION: Final rule and record of decision. SUMMARY: The U.S. Department of Agriculture (USDA or Department), is adopting a final rule to exempt the Tongass National Forest from the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which prohibits timber harvest and road construction/reconstruction with limited exceptions within designated inventoried roadless areas. In addition, the rule directs an administrative change to the timber suitability of lands deemed unsuitable, solely due to the application of the 2001 Roadless Rule, in the 2016 Tongass National Forest Land and Resource Management Plan (Tongass Forest Plan or Forest Plan), Appendix A. The rule does not authorize any ground-disturbing activities, nor does it increase the overall amount of timber harvested from the Tongass National Forest. Customs, culture, artwork, and native language often differ dramatically from one community to another. Some are nestled within large communities while others are small and remote. Some are urbanized while others practice subsistence living. Still, there are fundamental relationships that have endured for thousands of years. One approach to understanding links between Alaska Native communities is to group them by language. This helps the student or researcher to locate related communities in a way not possible by other means. It also helps to define geographic areas in the huge expanse that is Alaska.
