DEMOCRATIC COALITION FOR CHANGE GOVERNMENT POLICY STATEMENT Office of the Prime Minister and Cabinet, Honiara, Solomon Islands 1 1 FOREWORD The Democratic Coalition for Change (DCC) Government is determined to bring about positive changes. The DCC Government will bring about these changes through effective reform programmes to ensure that Solomon Islanders are governed and empowered to achieve a meaningful quality of life. Past governments have sought to drive reform programmes through ministries and departments with limited and restricted funding modalities. Also, the absence of political will and drive and the need for good leadership in fostering and implementing policies in all facets of the government has resulted in fragmentation and non-‐achievement of government policies and priorities. The DCC Government is confident to drive its policies with good and honest leadership. The DCC Government will take a ‘whole of government approach’, so that priority government policies can be achieved through spective re cluster-‐groups. The Policy Implementation, Monitoring and Evaluation Unit (PIMEU) at the Office of the Prime Minister and Cabinet (OPMC), will oversee all policy implementation. As a priority, the DCC Government seeks to grow the economy through creating investment opportunities in manufacturing and industry development such as tourism, agriculture, fisheries, forestry, energy and others in an environmentally sustainable manner. All sectoral policies, including our national and foreign securities will be geared towards directing the DCC Government policy outlook. I understand that there are real and formidable challenges before us. However, with united effort from: government ministries, donor and development partners, Non-‐Government Organisations (NGO), Non-‐State Actors (NSAs), Private Sector, Civil Society, Faith-‐based Organisations (FBO), Community-‐based Organisations (CBO), traditional leaders and chiefs, men, women, youth and children, all resources can be tapped to bring about positive changes that the DCC Government expects to achieve. -

A Reassessment of the Type Locality of the Giant Rat Solomys Salamonis (Rodentia : Muridae) from the Solomon Islands

The Solomon Islands support a diverse and highly endemic rodent fauna. Most species are poorly known and rarely encountered. Solomys salamonis is one such endemic species known only from the holotype collected in 1881. The type locality for the species has been repeatedly confused in the literature, and this uncertainty has hampered attempts to evaluate the status of the species. I reassessed the type locality based on review of the published literature and records and archives of the Australian Museum, Sydney. My review indicates that the type locality is Ugi Island, not Florida Island as widely reported in the recent literature. A subsequent, preliminary survey on Ugi Island failed to confirm the presence of the species; however, the occurrence of some original forest on Ugi Island encourages further detailed surveys to determine whether S. salamonis is still extant. SOLOMON ISLANDS 8 AUGUST – 3 SEPTEMBER 2019 LEADER: JOSHUA BERGMARK 1 BirdQuest Tour Report: Solomon Islands 2019 www.birdquest-tours.com Magnificent, but often skulking birds. Mud, sweat, extended slippery treks, steep mountains, shaky logistics, and constant battles with land access. This is what a Solomon Islands tour is all about, but these sleepy forgotten islands in the southwest Pacific hold some glorious, very rarely observed birds that very few birders will ever have the privilege to add to their lifelist. The Solomon Islands comprise Endemic Bird Areas 198 and 199, and although the total area of this archipelago is smaller than Belgium (less than 50,000 km2), these rich islands have more restricted range species than any other Endemic Bird Area in the world! Of the Solomons EBA endemics, we amazingly recorded all 70 of the likely species on this route, plus an additional clean sweep of the 13 available Melanesian endemics - hitting 100% of our key targets in this demanding country is certainly a miracle, and surely rates this as our most successful tour yet! Of these specials, just two were heard only, so we were all very pleased indeed. We had fantastic looks at four genera that are endemic to the Solomon Islands: Rigidipenna (Solomons Frogmouth), Nesoclopeus (Woodford’s Rail), Meliarchus (Makira Honeyeater) and Woodfordia (Bare-eyed White-eye), plus enjoyed the easternmost members of two highly desirable families (the cute Solomons Cockatoo and the glorious Black-faced Pitta). -

3.5 Islands in the east side 3.5.1 Location and topography The findings in the islands in the east of Ghizo Island are stated in this section. The surveyed islands are Parara (~S8° 13’, E157° 0’), New Georgia (Munda, ~S8° 20’, E157° 16’), Kolombangara (~S8° 1’, E156° 57’) and Rendova (~S8° 25’, E157° 15’). The surveyed sites are shown in Figure 3.5.1.1. The bathymetry of this region is shown in Figure 3.5.1.2. Parara Island lies 20km southeast of Ghizo Island. The island in the northeast of Parara is Arundel Island. New Georgia Island is the big island lying east of Arundel Island. A very narrow channel separates New Georgia and Arundel Island. There is a well-developed coral reef between Parara and New Georgia islands; the coral reefs extend from both Parara and Arundel islands to Ferguson Passage like spits. Parara, New Georgia and Arundel islands form the calm inner sea like an atoll. Kolombangara Island is the circular big island lying northeast of Ghizo. The location of the epicenter is estimated to be south of these islands, near S8° 30’, E157° 0’. It is thought that the line from Ghizo to Parara is parallel to the strike of fault plane. Fletcher On the night of August 8-9, 1942, American naval forces supporting the amphibious landings at Guadalcanal and Tulagi Islands suffered a humiliating defeat in a nighttime clash against the Imperial Japanese Navy. This was, and remains today, the U.S. Navy’s worst defeat at sea. However, unlike America’s ground and air forces, which began inflicting disproportionate losses against their Japanese counterparts at the outset of the Solomon Islands campaign in August 1942, the navy was slow to achieve similar success. The reason the U.S. Navy took so long to achieve proficiency in ship-to-ship combat was due to the fact that it had not adequately prepared itself to fight at night. -
