DEPARTMENT COMMANDER REPORT

Goals & Objectives:

-Work toward the completion of the Last Veteran Project -Promote the publicity of Camp and Department events. -High enrollment of Ohio Brothers in the National Memorial University Officer Training Course -Encourage Brothers to remember & consider the Principles our Order is founded upon, when dealing with each other.

DEPARTMENT SENIOR VICE COMMANDER REPORT

JOB DESCRIPTION: The activities of the Department Senior Vice Commander should include: (1) Promoting Department activities in the media; (2) Preparing a Department newsletter; (3) Presiding in the absence of the Department Commander at the Department Encampment; (4) Acting as personal representative upon the request of the Department Commander; (5) Forwarding information about Department and Camp activities to the Editor of the BANNER; (6) Carrying out other responsibilities delegated to the position by the Department Bylaws, Department Encampment and Department Commander. DEPARTMENT JUNIOR VICE COMMANDER REPORT

As Department Junior Vice Commander, I have strived to fulfill the purpose and activities for this job as found under the Job Descriptions for Camp and Department Officers as prepared by the National Committee on Program and Policy.

Since the Department June Encampment, I have attended and/or participated in the following events:

 July 9 – Representing Department of Ohio, attended the Buffington Island Memorial Ceremony.  August 11 to 14 – Attended the 130th National Encampment hosted by the Department of the Chesapeake in Reston, Virginia.  September 5 – Marched in the Canal Winchester, Ohio Labor Day Parade as member of Governor William Dennison Camp No. 1.  October 2 – Representing the Department of Ohio, presented a wreath for the Brown County, Ohio Last Union Veteran Program in memory of Pvt. William Pittenger of the 70th OVI, Company A, buried in the Decatur Cemetery in Decatur, Ohio. Ceremony conducted by the General William H. Lytle Camp No. 10.  October 15 – Representing the Department of Ohio, spoke at the Monroe County, Ohio Last Union Veteran Program in memory of Pvt. John T. Landis of the 77th OVI, Company A, buried in the Clarington Cemetery of Salem Township. Ceremony conducted by the General Benjamin D. Fearing No. 2.  October 22 – Representing the Department of Ohio, spoke at the Noble County, Ohio Last Union Veteran Program in memory of Pvt. DEPARTMENT COUNCIL REPORT

Council Members Chairman Ray Nagel, PDC Secretary Robert Davis, PDC Donald Darby, PCinC

(1) 24 August 2011 Department Council called upon for opinion on recorded Proceedings for the 129th Ohio Department 2011 Encampment, in reference to Department Officers Reports. (2) Wording on vote of the 2011-2012 Department Budget. That correction be made in order to accept the Official Proceedings of the 129th Encampment. (Contents of communications in Council Secretaries Binder.)

14 January 2012 Department of Ohio Council met between 9:00-9:45 a.m., prior to the Mid-Winter Business Meeting. All council members present, along with Commander Don Martin and Secretary-Treasurer Allan Howey. (1) Brother Darby discussed Buffington Island issues and how the S.U.V.C.W. was being excluded from preservation initiatives. (2) Council discussed the Department budget. Talked about saving by printing fewer Department Encampment Reports and putting them on the Department Web Site for distribution. Discussed giving the Frost G.A.R. Hall more funding and decreasing funding to Buffington Island. (3) Discussed Permanent Fund.

Next Council Meeting for Auditing: 9 June 2012, 8:00 a.m., prior to the Department Encampment.

DEPARTMENT SECRETARY-TREASURER REPORT

1. END OF TERM. I will not seek reelection as secretary-treasurer when my term expires in June 2013. I thank the Department of Ohio for the honor to serve and appreciate all the kind support I’ve received .

2. MEMBERSHIP SUMMARY. Over the past year, the Department of Ohio has experienced a net loss of 13 members and currently has 461 members in good standing. There are 20 camps in good standing plus a group of members-at-large.

3. CAMP REPORTS. Most camps submit accurate and on-time reports. However, very few are flawless. Common errors include reports not in duplicate or the required format, numbers not adding up, incorrect per capita taxes, and obsolete forms. Up to 25% percent are late.

4. FINANCES. As of 30 April 2012, the Department of Ohio had $21,239.19 in two bank accounts (Checking/Savings) and two certificates of deposit (Permanent Fund):

DEPARTMENT PATRIOTIC INSTRUCTOR OFFICER REPORT

It has been an honor to work with the Ohio Department and the Camp Patriotic Instructors to perpetuate the memory of the GAR and of our ancestors who saved the Union in 1861-1865.

I attended the Ohio Department Encampment in June 2011 where I was appointed to a third term as Patriotic Instructor. I attended the National Encampment in August 2011 at Reston, Virginia and the Ohio Department Mid-Winter Meeting in January 2012.

I have prepared and delivered patriotic messages at both the Department Encampment and Mid-Winter meetings.

I have prepared a list of major Civil War events that can be covered at camp meetings by Camp Patriotic Instructors and encouraged all to prepare patriotic lessons using the list or any other topics they prefer. I have tried to keep in contact with the Camp Patriotic Instructors by corresponding at least monthly.

I have sent out the Camp PI Annual Report to the Camps in the Ohio Department and have compiled the results into my Department report that I submitted to the National Patriotic Instructor before his deadline.

GAR HIGHWAYOFFICER REPORT

As Grand Army of the Republic Highway Office for the Dept. Ohio I Have been working to replace and add signs of the GAR on U.S. Route 6 in Ohio. I tried to get a State Representative to place a Bill on the floor of the State Ohio but no Representative would commit because their seat was up for re-election. So I decided to take it to a high elected official such as Congresswoman Marcy Kaptur of 9th Ohio Congressional District and Congressman Dennis Kucinich of the 10th Ohio Congressional District, when the boundaries were changed placed Kaptur and Kucinich into the race against one another in the same district. I had the same problem again for re-election with Ohio U.S. Senator Sherrod Brown. I mentioned this to my SUVCW James A. Garfield Camp#142 with the need to get my hands on the original GAR sign blue print so I could go to the county or the city that are located along U.S. Route 6. Having a sign in my hands to interest them to have an idea of what they look in person then just a paper copy. If the city or county were interested they could buy one or they could make it themselves. The camp approved me to get some prices. The sign description would be made of.080 Aluminum Color white with black letters with reflective and laminate finished to protect the sign. The 103rd O.V.I in Sheffield Lake and the Soldiers and Sailors Monument downtown Cleveland are both along U.S. Route6 in Ohio and are interested in placing them on the front of their property. Having these signs up and having a sign made to show when I approach these State Officials Congresswoman Marcy Kaptur and U. S. Senator Sherrod Brown after the November election. At this point I am getting several quotes from different sign makers.

This sign is located at the intersection of U.S. Route 6 (Lake Rd) and Lake Breeze Rd. Sheffield Lake, Ohio

DEPARTMENT HISTORIAN REPORT

As Department Historian, I have strived to fulfill the purpose and activities for this job as found under the Job Descriptions for Camp and Department Officers as prepared by the National Committee on Program and Policy.

During this 2011 – 2012 season, I have started another history notebook of Department activities that I attended or received during the year. Due to receiving no documentation on the Department of Ohio when taking the position of Historian back in 2008, items concerning the history of the department will be collected has time allows.

I have also started a notebook pertaining to just the Last Union Veteran Ceremonies conducted by camps of the Department of Ohio. Camps that have conducted ceremonies honoring these veterans can copy and send items regarding their ceremonies to the Historian to include in this notebook.

GRAVES REGISTRATION OFFICER REPORT

Figures for 2011/12 (Since 2011 OH Dept Encampment): 2244 new Ohio burials registered on National Database

Ohio total 59,849. Ohio has currently registered approximately 10,000 more burials than any other state. National has over 465,000 registered.

Ohio backlog (To be entered in National database): 12,000

Status: No communication received from National GRO during year. Status of upgrading the National Graves Registration database unknown.

Over the past year I have issued Eagle Scout certificates to 45 young men from all over Ohio. I request reimbursement of $76.64. This breaks down to $49.64 postage, and $27.00 for certificates.

CAMP CHASE CEMETERY REPRESENTATIVE

Camp Chase, Columbus, Ohio was one of the largest Federal war time prisons, housing over 9,000 Confederate prisoners of war, buried there were victims of a small pox epidemic that swept the camp during the winter months of 1864 and 1865.

In 1893 William H. Knauss, a Union veteran was responsible for marking Confederate graves, cleaning up high grass and weeds. He arranged to have a gate and gatepost reset. In 1896, Knauss secured speakers, the Grand Army of the Republic and 50 citizens for a brief ceremony to honor the dead from both sides of the war. In 1897 the ceremony numbered 1,000. Colonel Knauss also seen to it when the citizens of the South who sent flowers by train, he would see the flowers were properly distributed.

Camp Chase Confederate Cemetery is under the authority of the National Cemetery Administration. The grave stones are in good condition. Maintenance of the cemetery, including the stone wall and iron gate are in good condition.

In the past years the , Columbus, Ohio Historical Society plans and holds a ceremony during the month of June. The Governor William Dennison Camp #1, S.U.V.C.W. provides a color guard for the ceremony.

This year the Hilltop Historical Society will hold the 117th Annual Camp Chase Confederate Cemetery Memorial Ceremony on Sunday, June 10, 2012, at 3:00 p.m. 2900 Sullivant Avenue, Columbus, Ohio 43204. (Located on the West side of Columbus, Ohio. Sullivant Avenue, West of South Hague Avenue.)

Recommendation: I encourage Department of Ohio officers and members to attend this ceremony.

DEPARTMENT SIGNALS OFFICER REPORT

It has been an honor to continue to serve as your Department Signals Officer, I look forward to continue to serve you all if that is what the Ohio membership desires. Website is always being updated, If any Camps have any articles, stories please send them to me, thank you to all the camps who have sent in a few articles. We currently have over 525 pages on our Ohio Dept. Website. Some additions to the Website were the Online Department Calendar, Camp Histories and other Camp information.

We continue to allow Ohio Camps to be able to use this new server to host and maintain their own websites for a minimum amount.

Recommendations:

1. For the Website, I am still requesting that all Past Department Commanders to provide me with a photo and Bio to put on our Past Department Commanders webpage, I have received some, please keep them coming. 2. Please have all camps continue to submit the new officers for the camps, so that I can update the Website. 3. To continue to post the Department Proceedings, Orders and Newsletters, and other important forms to the OhioSUV website to help defray costs. This information will be stored in the password protected area, to protect the members phone numbers, addresses, and email addresses. The current username is “ohiosuv”, password is “1861” If you need additional assistance please contact me.

MEMORIALS OFFICER REPORT

Attended the Buffington Island Ceremony (July 2011), and Highland County Last Soldier plaque dedication (October 2011). The Ohio Historical Society dedicated a Shelter containing Story Boards with information on the Buffington Island Battle.

Ohio Counties without Last Soldier plaques is being researched.

There has been limited progress with the Ohio Memorials data project.

BUFFINGTON ISLAND REPORT

Commemoration of the 148th anniversary of the Battle of Buffington Island took place on 9 July 2011 at Portland, Meigs County, Ohio. The ceremonies were conducted under the joint sponsorship and auspices of the Ohio Department, SUVCW and the Ohio Historical Society. The new interpretive kiosk the OHS has recently constructed at the Buffington Island Battlefield Memorial was dedicated and speakers highlighted the importance of Ohio’s only Civil War Battlefield.

A substantial crowd of participants and spectators attended the ceremonies conducted by Ohio Department SUVCW Buffington Island Representatives Jim Oiler of Cadot-Blessing Camp #126 of Gallipolis and Dan Hinton of Fearing Camp #2 of Marietta. Speakers included Ohio Department Commander Don Martin, Ted Prasse of the OHS, State Representative Debbie Phillips, Edd Sharp of the Buffington Island Battlefield Preservation Foundation, and Ralph Widowski representing the Sons of Confederate Veterans and the Morgan’s Men Foundation. Opening prayers were led by Cadot-Blessing Camp #126 Chaplain Henry Meyers and the closing benediction was given by Fearing Camp #2 Chaplain Andy Francis. Both of these prayers were taken directly from the original SUV Memorials Service. The pledge of allegiance was led (with enthusiasm) by PCC Marvin Miracle of Fearing Camp #2. A 20-man military honor guard composed of members of Camp #2, Camp #126, and members of 91st Ohio Company B led a procession from the kiosk dedication area to the Buffington Island Memorial

10 where a three round salute was fired. Echoing bugle “Taps” were played by Cadot-Blessing and Fearing Camps; paying a fitting tribute to the Americans of both sides who gave their lives 148 years ago.

Following the ceremonies, a fine lunch was served at the old Portland School which currently functions as a combination community center, meeting area, and Buffington Island Battlefield Museum. Thanks to the efforts of Mila Raymond and her staff, this luncheon ensured that nobody went away hungry.

GENERAL BENJAMIN D. FEARING CAMP #2 REPORT

I have the honor to report that Fearing Camp #2 is alive, well, and growing in numbers here in the beautiful Southeastern section of the great state of Ohio!

Since the last report of June 2011, Camp #2 has been very active in honoring the brave men who fought to preserve the Union.  In July we participated in the Marietta Independence Day parade marching with our colors and mounting an armed escort.  Our monthly meetings are attended by anywhere from 30% to 50% of our membership. Considering that our membership is scattered over Ohio, , Indiana, and Kansas, we feel proud of our attendance and the participation of our member brothers.  On October 15th, Camp #2 conducted ceremonies in Clarington, Monroe County honoring the Last Union Veteran to be buried in that County. A granite plaque was placed at his grave site. Ceremonies and a reception were attended by an assortment of genealogical and historical groups and the number of attendees was impressive.

 The following week (October 22nd), Camp #2 conducted ceremonies at Caldwell, Noble County honoring the last Union Veteran of Noble County. Again, an appropriate granite plaque was placed and firing salutes were performed by members of the Camp. It should be noted that both of these events were a culmination of several months of planning and cooperating with local civic, historic, and government institutions.  On November 11, 2011 Camp #2 participated in local Veterans’ Day parades and services. As is our wont, our Camp and National Colors were escorted by appropriate arms.  Beginning in January 2012, we have attempted to have a special program every other month at our regular meeting. These programs are specifically advertised in the local papers to target Civil War enthusiasts of all genders and include local speakers and authors. It is our hope that the diversity of material will bear fruit in membership. To date, we have gained three members whose initial interest can be traced directly to these efforts.  May 17th, 2012 Camp #2 will be participating with Campus Martius Museum for a youth oriented “Recruitment Encampment”. This will be an educational program designed for seventh and eighth graders. Local schools have indicated around 600 students will participate. Areas are planned to demonstrate what a recruit would have encountered and what the folks at home would have contributed.  May 28th we will be spreading our numbers over a wide area marking the sacrifices of our service men and women during the observed Memorial Day. Our first parade will move out in the Harmar section of Marietta at 8:00 a.m. and will end with services at historic Harmar Cemetery. At 9:45 we will be conducting services in conjunction with the Ewing Tent #10 Daughters of Union Veterans at the Civil War Soldiers’ and Sailors’ Monument on Front Street in Marietta. This will be followed by a second parade in Marietta which will culminate at Oak Grove Cemetery there. Some of our Brothers will be assisting the Belpre American Legion at their Memorial Services in Belpre while the rest are marching in the second parade at Marietta.  In the upcoming year we hope to organize a cemetery tour fund raising event. Camp #2 has done this twice in the past (including Memorial Day weekend 2011). In those events, we conducted interpretive tours in period uniform and costume. These are open to the public free of charge but donations are accepted. We have done very well with these events.  We are in the process of organizing the placement of another plaque (our fourth) honoring the last Union Veteran of Belmont County.

I am proud to report that General Benjamin D. Fearing Camp #2 continues to be a very active and energetic group devoted to honoring the “Boys in Blue” and the patriotic zeal they manifested in the war of 1861-1865.

BROOKS-GRANT CAMP #7 REPORT

The Department Encampment Report for Brooks-Grant Camp No. 7, Middleport, Ohio, follows: The camp has approximately 38 members. We have six meeting per year at the Middleport Masonic Temple.

We meeting on the third Tuesday of January, March, May, July, September and November. Meetings begin at 7:15 p.m. We usually have a guest speaker or a video presentation. Officers other than me include Senior Vice Commander Frank Sisson, Junior Vice Commander Dale Colburn, Treasurer Jim Mourning, Secretary Alan Holter and Chaplain and Patriotic Instructor Greg Michael. Brother Michael usually has a patriotic presentation at each meeting.

We recently had the Appomattox Day Camp Bean Dinner and the camp's annual Memorial Day Service at the Meigs County Courthouse. Several potential members attended the bean dinner. Both the Bean Dinner and Memorial Day Service were supported well. The camp also has a Thanksgiving feast in November.

The camp has a committee which repairs momuments and graves throughout the year.

We publicize camp acitivies in the local newspaper, The Daily Sentinel in Pomeroy, Ohio. This is my annual report for the camp.

WILLIAM McKINLEY CAMP #21 REPORT

William McKinley Camp #21 had the following events.

Feb 11 assisted with the 150TH kick off in Fairfield County, members put up displays at General Sherman Jr High School. Also had a luncheon for the members and the Lady's Aux # 77 on Sunday Feb 12TH for President Lincoln. Also on May 20TH had a cook out and going a way party for a member of the camp. Enjoyed by all members of the camp and the Aux as well with family. May 28TH was asked by Florial Hills Cemetery to be their main Military unit to present the colors and fire a 21 gun salute by cannon. Some members attended the Living History weekend at Fryer Park in Grove City, Ohio June 1- 3. Property that so far belongs to William McKinley Camp 21 is as follows : 1- Original Charter, Camp 21 flag with pole and spear, 1 - 1ST Ohio Light Artillery Battery M flag and pole and spear. 1- Original 1861,10 Pound Parrot Cannon made at West Point Foundry. This cannon was given to the Ben Butterfield Post #77 by General Sherman in 1884. With implements and 1 implement box. 8 artillery uniforms but if the member wants to buy the uniform from the Save the Cannon group he may do so. Camp Events:

Sgt Enderlin Camp #73 members participated in the 129th Dept of Ohio Encampment and the January 14, 2012 Mid Winter Encampment. Scheduled meetings were held in Sep, Oct, and Nov 2011 and Jan, Mar, Apr, and May 2012. Officers were installed at the January 2012 meeting. Brothers from H. Casey Camp #92 joined us for the annual Lincoln Day Dinner featuring Randy Buchman, who spoke on the “Relationship between President Lincoln and Confederate Vice President Alexander Stephens”. A JROTC award was presented at Paint Valley High School, near Chillicothe.

Ceremonies:

Three Camp members attended the Buffington Island Ceremony. Completed plans for a Memorial Day Service at Grandview Cemetery, Chillicothe, where Gen Joshua Sill and other Civil War veterans are interned. Local elected officials and citizens were invited to attend.

Dedications:

Last Soldier Ceremony was held on Oct 22 to honor Pvt. Michael A. Garrett, of Highland County, OH. This completed the Camp’s fourth and last assigned Last Soldier Ceremony.

Fundraisers:

Solicited funds for Highland County LSP and a Pike County Memorial Project. Prepared and submitted Memorial Grant applications to Dept of Ohio and National SUVCW. We are selling Challenge Coins to raise Camp funds.

Good of the Order:

Two Camp members gave a presentation to the Frankfort Historical Society. The discussion included locations of local Civil War cemeteries, ways to restore monuments, and a question and answers session. Plans were made to jointly restore the Old Methodist Cemetery Civil War Memorial.

A new member was inducted at the April Meeting.

MAJ. GENERAL WILLIAM T. SHERMAN CAMP #73 REPORT

In conformance with Department Order #14, activities summary for Sherman Camp follows:

CAMP MEETINGS: Camp #93 held business meetings: July 9; September 10; November 5, 2011; and January 21, March 10, 2012. Six brothers attended the Department Mid-Winter Meeting Jan. 14.

EVENTS: Camp members participated in five special events: July 9, 2011 - Randolph Township Historical Society Living History - Englewood (150 contacts); October 9, 2011 - Historic Woodland Day Living History - Dayton (250 contacts); National Soldiers Home Chapel Re-Dedication May 3, 2012 (7 contacts); and Salute to Native American Veterans May 24, 2012 (12 contacts); The American Veterans Heritage Center Patriot Freedom Festival May 26, 2012 (250 contacts), and Memorial Day Honors at Historic Woodland Cemetery May 28, 2012 (85 contacts). A Recruiting display was part of Camp Displays at the Randolph Township Historical Society, Historic Woodland Day, and Patriot Freedom Festival. In addition to the Living History display at RTHS July 9, 2011, Br. Lynch participated in a round table discussion concerning the Civil War and Br. Howey conducted a presentation and concert of Civil War music.

RECRUITING: Sherman Camp gained four new Brothers: Terry Akers, Tom Brickner, and Paul Schenck during the reporting period. Former Junior Member Brother Travis Nartker advanced to Member status.

SUVCW SIGNATURE EVENT - Oct 2, 2011, Sherman Camp hosted "Hear the Silent Speak." Event features were Camp Brothers representing CW veterans buried at Historic Woodland Cemetery in Dayton, an historian-guided tour to 17 graves of significant Civil War Veterans buried at Woodland, and a living history camp and recruiting station. Local 19th century people represented by Sherman Camp living historians Al Howey, Fred Lynch, Mark Allex and Mrs. Barbara Lynch were: Col. Hiram Strong, Commander, 93rd OVI; First Lieut. Howard Forrer, Adjutant, 63rd OVI; Private George Washington Fair, 81st OVI, and Mrs. Barbara Hill, a 13th OVI waiting wife. More than 250 people visited the displays and presentations and 35 took the 2-hour tour to graves of CW flag officers, regimental commanders, soldiers, staff officers, heroes, and a traitor. Ten SUVCW CW150 medals were sold and one Signature Event passport stamped.

ROTC MEDALS: Camp #93 presented SUVCW ROTC Medals and Certificates to cadets at 16 Dayton-area colleges, universities, and high schools. The awards were presented at: University of Dayton Army ROTC; Wright State University Army and Air Force ROTC; Central State University Army ROTC; Wayne High School AF Junior ROTC; Thurgood Marshall HS Army JROTC; Northmont HS Navy JROTC; Springboro HS AFJROTC; Fairborn HS AFJROTC; Stebbins HS AFJROTC; Meadowdale HS AJROTC; Trotwood HS AROTC; Bellbrook HS AFJROTC; Greenville HS NJROTC; Springfield HS USMC JROTC; Bellmont HS NJROTC. Brothers Mark Allex (2 ceremonies), Jim Converse (5), Fred Lynch (4), Brent Davidson (1), Gregg Nartker (1) and Del Steiner (3) presented awards to the various cadet corps. Brother Jim Converse was Sherman Camp project officer.

SPECIAL PROJECTS: The Lincoln Society of Dayton and Sherman Camp are community partners. The Camp and LSOD co-sponsored a "Civil War White House Ice Cream Social" CW Sesquicentennial event in Dayton August 6, 2011. More than 100 people attended. The Camp Color Guard presented the SUVCW Camp #93 and U.S. flags. Past Camp Commander Fred Lynch was master-of-ceremonies for the event. Br. Al Howey performed music honors including "Hail to the Chief" using a 19th century cornet. On October 9, 2011, the Camp Color Guard provided flag honors and PCC Lynch was a speaker at the Hear the Silent Speak Signature Event. On May 6, 2012, Br. Al Howey presented a program and

17 performance concerning Civil War Music" at the monthly meeting of the Lincoln Society of Dayton (35 people attended).

PARADES: Camp Color Guard and Brothers participated in: the Englewood Days Parade August 11, 2011; the Kettering Holiday at Home Parade September 5, 2011; the Patriot Freedom Festival Opening Ceremony May 26, 2012; and the Memorial Day Parade at the Dayton Veterans Administration Center May 28, 2012. Camp Commander and Color Sergeant Del Steiner commands the Color Guard.

MEMORIAL DAY HONORS: Sherman Camp Brothers conducted their annual Memorial Day Ceremony at Historic Woodland Cemetery May 28, 2012. Special guests participating included Ladies of the GAR National Senior Vice Commander Carolyn Lewis, and Bob and Sarah Koogler, representing the Lincoln Society of Dayton and President and Mr. Lincoln. The ceremony included Civil War-era bugle calls performed by Br. Al Howey; placing of camp and community wreaths, a speech by Br. Fred Lynch including Gen. Logan's Order No. 11 and information concerning the meaning of Memorial Day. As a special part of the ceremony, Camp Brothers dedicated the new American flag and flag pole they donated to Woodland Cemetery for the GAR Section. The original flag pole donated by GAR Post #23 was destroyed in a windstorm last year. Ceremony included Br. Howey sounding "To the Colors" as CC Del Steiner lowered it to half staff and then raised it to full staff. Spouses of brothers contributed a special activity after the ceremony, providing more than 75 attendees with "rose petals to strew upon the soldier's graves" in the GAR Section. In a separate ceremony, Camp Brothers rendered honors, including placing a GAR flag holder and U.S. flag, at the grave of Chaplain William Earnshaw, eighth Commander in Chief of the GAR (1879-80) who is buried at Woodland Cemetery. GAR flags and markers obtained from Montgomery County Veterans Services were placed on Civil War veterans' graves at Dayton's Woodland and Greencastle cemeteries.

FUNDRAISING: Funds were raised to purchase a new flag and flag pole for Woodland Cemetery's GAR Section. Goal and total raised was $1,800. All funds for this project were donated by Camp Brothers. Project included a permanently installed bronze plaque reading: "DEDICATED IN HONOR OF U.S. SOLDIERS, SAILORS, AND MARINES 1861-65 BY W.T. SHERMAN CAMP 93 SONS OF UNION VETERANS OF THE CIVIL WAR MEMORIAL DAY 2012." A $100 donation from the Randolph Township Historical Society and a $25 honorarium for a speech to the Daughters of the American Revolution in Fairborn were used to purchase two outdoor flag stands for ceremonies and a Camp Commander Medal as camp property.

GRAVES REGISTRATION: The Camp graves registration team is headed by Brother Mark Allex assisted by Brothers Pat McCoy and Gregg Nartker. Past months have been spent researching approximately 100 previously identified graves and adding them to the SUVCW national database. Sherman Camp continues efforts to restore abandoned Greencastle Cemetery, site of GAR Post 79's burial section, and to identify other CW veterans' graves there. In addition, on Memorial Day this year, the camp placed 58 GAR grave markers and flags on 58 Union Soldier graves located and documented at Greencastle. More graves are currently being documented at Historic Woodland Cemetery. During the Summer, team members are planning to investigate several small cemeteries they have located.

NEWS MEDIA COVERAGE: "Hear the Silent Speak" Signature Event received coverage on TV-22 and TV-45 Oct. 2, 2011, and on the Ohio Historical Society CW150 website. There was an article in the Dayton Daily News concerning Br. Lynch's "History of the GAR" presentation to the Randolph Township Historical Society Oct. 12, 2011, and in the RTHS newsletter. SUV Brothers Lynch and Davidson were included in DATN Community Channel promotional interviews concerning the 2012 Patriot Freedom Festival. Brothers Steiner and Davidson were also interviewed by WKEF TV 22 (ABC) concerning the Patriot Freedom Festival. The Camp's 2012 Memorial Day Ceremony received pre-event promotional coverage in the "Active Dayton" and Dayton Daily News newspapers plus the 18

Lincoln Society and Riverside Historical Society newsletters. Woodland Cemetery featured the event in a front page story with two photos in their Memorial Day Newsletter distributed to more than 1,000 area people and families. The ceremony received post-event television coverage on WDTN TV-2 (NBC).

JOHN S. TOWNSEND CAMP #108 REPORT

The Camp held Meetings on September 13, 2011, December 13, 2011, March 7, 2012 and June 3, 2012.

Marched in the 2011 Veterans Day Parade and attended Ceremonies at the Veterans Monument in Athens, Ohio. After that we participated in Memorial Services held at the Old Athens Mental Hospital Cemetery on the “Ridges”. We then formed at the West Union St.Cemetery to hold the Dedication of the Last Civil War Veteran Plaque, PVT, William Hooper.

The Camp and Ladies Auxiliary on June 3, 2012 held Memorial Services at the Centennial Church Frost, Ohio. Afterwards we gathered at the Cemetery and the Ladies and Children placed flowers on the Veteran’s Graves, Camp held the Firing Salute and played Taps. We then assembled at the Frost GAR Hall and had a delicious potluck lunch. Afterwards the Camp held a short Meeting.

We have begun the process of collecting funds and information for the purchase of the Last Civil War Veteran’s Plaque for Morgan County, Ohio.

We have begun the process of collecting funds and information to purchase a Plaque that will be dedicated to SGT. Milton Holland, of the 5th USCT, Co. C, who returned to Athens and recruited Company C. The Plaque will be placed at the Athens County Fairgrounds, the spot where he camped and recruited the Company.

We are in the final stages of having the Frost GAR Hall placed on the National Register.

Brother Martin W. Lowery Jr. gave a presentation on “Morgan’s Raid” through Ohio, to the Athens County Round Table.

We have recruited 4 New Members since last Encampment.

Brother Charles Dunlevy has returned home from a year in Afganistan.

CADOT-BLESSING CAMP #126 REPORT

1. Installation of officer in November 2011 by Ohio Department Commander Don Martin. 2. Participated in the annual Veterans Day Parade and ceremony in Gallipolis City Park 3. Participated in a 3rd grade school program at Meigs Elementary School in Pomeroy. 4. Participated in the annual Gallia County Expo at the University of Rio Grande sponsored by the Gallia County Visitor’s bureau. 5. Participated in the annual September 911Memorial Parade in Pomeroy. 6. Co-conducted and participated in the annual Ohio Department Buffington Island Ceremony along with Benjamin Fearing Camp. 7. Conducted a rededication ceremony in Lawrence County, Ohio for James and Thomas Baker for their descendants. 8. Conducted the Last Civil War Veteran Ceremony for the John Henry Cottrill, the last soldier from Vinton County Ohio. Burial is at Castor Cemetery in Meigs County. 9. Memorial Day Ceremony at Pine St. Cemetery in Gallipolis. 10. Memorial Day Parade in Gallipolis along with the local Veterans Service Office. 11. Ceremony at Ripley Cemetery in Patriot, Ohio honoring all War Veterans. This was done in observance of Memorial Day on May 28, 2012. 12. The Camp is in the process of erecting a 6ft. tall monument to Civil War Soldiers in Pine St. Cemetery of Gallipolis, Ohio. The stone has been donated by a local business and will replace a former 12ft tall monument that was place in 1868 by the GAR. The former monument is missing and its demise cannot be ascertained.

A Resolution of nomination and support for Brother Shawn A. Cox as a candidate for the office of Junior Vice Commander of the Ohio Department Sons of Union Veterans of the Civil War.

Submitted by the Officers and Brothers of Camp No. 92 Department of Ohio.

WHEREAS, Brother Shawn A. Cox has served the Department of Ohio with great distinction as Patriotic Instructor for three different department commanders providing him the unique opportunity to be in constant communication with the camps in the department through the camp patriotic instructors, and

WHEREAS, he has reported and coordinated patriotic activities of the camps and the department to the national patriotic instructor through the patriotic instructor annual reports providing him a good insight on the functions of the national organization, and

WHEREAS, Brother Shawn A. Cox attended the National Encampment in August, 2011 in Reston, Virginia, and the Sons of Veterans Reserve Remembrance Day ceremonies in Gettysburg, Pennsylvania, in November, 2011 and

WHEREAS, Brother Shawn A. Cox joined Henry Casey Camp No. 92 as a charter member in 1992 and has served his camp with honor and distinction over the past twenty years, and

WHEREAS, Brother Shawn A. Cox has served his camp as commander in 1996, 1998, 1999 and again in 2008, 2009, 2010 and 2011 for a total of seven years, and

WHEREAS, Brother Shawn A. Cox has served his camp multiple times in both elected and appointed positions including senior vice commander, junior vice commander, council member, patriotic instructor, historian, color bearer and Eagle Scout coordinator, and

WHEREAS, Brother Shawn A. Cox served as editor and publisher of the camp news letter for six years from 1996 through 2001, and

WHEREAS, Brother Shawn A. Cox served as the co-editor of the camp history complied in 2006, and

WHEREAS, this year he has started to develop a web site for the camp at http://www.orgsites.com/oh/henrycaseycamp92-ohiosuvcw, and

WHEREAS, he has helped his camp raise funds for the restoration of two Civil War memorials and the creation of a Grand Army of the Republic memorial, and

WHEREAS, he as served since 1993 as a member of Company C, 20th Ohio Volunteer Infantry, Sons of Veterans Reserve participating in over one-hundred (100) parades, living histories, re- enactments, grave markings and last soldier dedications, and

WHEREAS, he is a graduate of the Sons of Union Veterans of the Civil War Memorial University Officer Training Course, an Eagle Scout with membership in the National Eagle Scout Association, a 32 degree Scottish Rite Freemason, a member of the Honorable Order of Kentucky Colonels, and served two years as Secretary-Treasurer of the Arthur St. Clair Chapter of the Sons of the American Revolution and is currently completing the second year of a two year term as chapter president, and

WHEREAS, Brother Shawn A. Cox has been exhibited strong organizational and management skills with his successful resolution of camp problems and has a great understanding of the national and department operations of the Sons of Union Veterans of the Civil War, now therefore be it

BY-LAWS COMMITTEE REPORT

1. RECCOMMENDATION: No action to amend the Department of Ohio By-Laws at the 130th Annual Department Encampment convened June 9, 2012 is needed unless otherwise determined by delegates at the Encampment.

2. BACKGROUND: No proposed By-Laws changes were presented to the By-Laws Committee from camp or department officers prior to the 2012 Encampment. The Department By-Laws state in Article 1, Section 2: "The organization shall act under the authority of the Charter from the National Organization, Sons of Union Veterans of the Civil War and shall include all Camps located in such territory as shall be assigned by the Department of Ohio by the National Organization and/or the Commander-in-Chief, Sons of Union Veterans of the Civil War." And, in Article 10, Section 1: "Additions and/or Amendments to these By-Laws of the Department of Ohio, Sons of Union Veterans of the Civil War may only become effective following (1) a full reading of the same and an affirmative vote by a majority of the members entitled to vote at an Annual Encampment, or, following a full reading of the same and an affirmative vote by a majority of the members present and entitled to vote at a Special Meeting called solely for the purpose of addressing additions and/or amendments to these By-Laws, and (2) securing the written approval of the Commander-in-Chief, Sons of Union Veterans of the Civil War.'

3. For information of delegates., the following changes (printed in red) were made at the 130th National Encampment in Reston Va. August 2011 to the National Constitution and Regulations (C&R). Information is extracted from the C&R posted on the SUVCW National Website. Page numbers are provided to assist department brothers locate the changes.

ARTICLE II - MEMBERSHIP (P. 14)

Section 7. Dual Members shall only be counted in their primary or home camp in the total membership count of the Department but listed on each camp roster.

Section 8. A Dual Member shall only be eligible as a delegate to Department and National Encampments from one Camp or Department.

ARTICLE V. Installation (P. 17)

Section 2. Prior to the meeting of a Camp for the Installation of Officers, the Installing Officer shall inspect and examine the books, records, forms, etc. and property of Camp, noting as to correctness, Rituals, Constitution and Regulations, and all necessary details for proper conduct of business, receipt books, dues and credits of Brothers, etc. He shall correct irregularities, impress that the Regulations be observed. He shall make a detailed report thereof to the Department Commander who shall take action for compliance with the Regulations. He shall complete the Installing Officer’s Report (Form 22) before departing and provide the same to the Camp Secretary to be filed with the Department Secretary. This may be legibly handwritten and if so, the Camp Secretary shall type the information and submit both.

ARTICLE VI. Duties of Officers (Pp. 18-19)

Section 4. (a) The Secretary shall perform all duties pertaining to his office, keep all books of record, shall make duplicate annual reports to the Department Secretary on or before the 30th day of April upon the forms prescribed by the Order, and furnished by the Department Secretary, showing all gains or losses in membership and the total membership, one copy of which shall be forwarded together with the per capita dues, covering the entire membership, due from the Camp, to the Department Headquarters, the other copy to be placed on file in the Camp. He shall draw all requisitions upon the Treasurer for the 23 expenditure of money, upon the order of the Camp, and submit the same to the Commander for his approval, keeping a book for that purpose.

(b) The Secretary shall forward to the Department Secretary the Installing Officer’s Report (Form 22) on or before February 15th of each calendar year. In the case of a camp-at-large, the Secretary shall forward the Installing Officer’s Report (Form 22) to the Assistant National Secretary appointed to serve as the Secretary-Treasurer of the Department-at-Large on or before February 15th of each calendar year.

ARTICLE VII. Finances (P. 20)

Section 1. Each Camp shall regulate its dues and fees for revenues, provided the minimum application fee shall not be less than ten ($10.00) dollars of which one-half shall be forwarded to the Department Treasurer with the camp status report (form 30) by the 15th day of the month following receipt of the application. No part of the admission fee shall be credited for any other purpose. The minimum yearly dues shall not be less than the sum of the National Organization and Department per capita dues. The Camp shall have power to provide By-Laws imposing fines for neglect of duty of all officers, special committees or Brothers.

CHAPTER II Departments ARTICLE I. Charters (P. 25)

Section 8. Departments shall be composed of one or more states, commonwealths, republics, territories or the District of Columbia. All Camps within the geopolitical area assigned to a Department by the Commander-in-Chief must become part of the Department. A Department may not consist of a part of a state, commonwealth, republic, or territory of the .

ARTICLE V. Duties of Officers (Pp. 29-30)

Section 3. (a) The Department Secretary shall keep a true and accurate record of the proceedings of the Department Encampment. He shall keep and be the custodian of the files and membership records of the Department, and shall keep such other records in connection with his . . .

(b) Based on the information contained in the Installing Officers’ Reports submitted by the Camp Secretaries, the Department Secretary shall compile a report consisting of the Entity Identification Number (EIN) and IRS contact person (name, address, telephone number and e-mail address if any) for each camp. The report shall be provided to the National Treasurer on or before March 15th of each calendar year. This report may be filed electronically by e-mail, spreadsheet, text document, or by mail.

ARTICLE IX Department-at-Large. (P. 33) ... Section 7. (a) Each Camp-at-Large must provide to the Department-at-Large Secretary/Treasurer by August 1 of each year the names of the delegates from their Camp who will be attending the Department-at-Large Encampment.

(b) At the site of the National Encampment, on the morning of the first opening day of the National Encampment, the Commander-in-Chief will call to order, prior to 8:00 a.m., an encampment of the Department-at-Large. At this encampment delegates to the National Encampment of the Sons of Union Veterans of the Civil War will be elected. If the Commander-in-Chief is absent from the Department-at- Large Encampment the next ranking officer will call the encampment to Order and preside over the Department-at-Large Encampment.

(c) If attendance at the Department-at-Large Encampment is less than the allotment of delegates permitted to the National Encampment then all in attendance, with the exception of the Department-at- Large officers, will be declared delegates to the National Encampment. If the number in attendance is greater than the allotment of delegates permitted to the National Encampment then a vote for delegates must occur.

CW150 REPRESENTATIVE REPORT

1. Department Representative attended meetings of the Ohio Historical Society CW 150 Advisory Committee July 15 and November 4, 2011, and February 2, and May 31, 2012. 2. Committee set special commemoration themes as: 2012 - Emancipation; 2013 - Ohio's Role in the Civil War; 2014 - Home Front; 2015 - Coming Home and Legacies. 3. Current SUV CW150 Representative is also a member of the "Ohio's Role in the CW" and the "Coming Home and Legacies" Subcommittees. 4. Key projects set in motion or assisted through CW150 Advisory Committee actions include: Ohio Village in Columbus will re-open for CW re-enactments. First one will be held July 21

STORAGE COMMITTEE REPORT

1. The Storage Committee consists of Brothers Fred Lynch, Jonathan Davis, Jon Silvis, and Brad Tilton.

2. Department Order No. 4, issued January 4, by Department Commander Don Martin directed all Brothers with Department Property to send to members of the Storage Committee a list of any Department Property in their possession. The Department Secretary and Department Historian provided inventory of items in their possession. (See Attachments 1 & 2.) Past Department commander Chuck Reeves reported that he transferred the records of former McPherson Camp #66 to Commander Martin. He is aware of two flags of defunct camps that could be included in Department Storage.

3. The Department Secretary-Treasurer has custody of five boxes of Department materials: Working Files & Miscellaneous Supplies; Camp Files; Department Records by Years; Member Files; and, Technology-Recording Supplies. Also, a laptop computer.

The Department Historian has: Two notebooks concerning Department history and one notebook concerning Last Veteran Ceremonies; Picture Files; some Past Encampment Ribbons; and the Dept. Site Encampment Standard Operating Procedure.

4. At the Mid-Winter Meeting, The Ohio Historical Society in Columbus, Ohio Veterans Home in Sandusky, and Rutheford B. Hayes Library in Fremont were discussed as possible sites for storage of Department materials. Discussion indicated all the sites are willing to accept Department materials, and that there are benefits and problems concerning storing materials at any of the sites. A major problem is that both the OHS and Hayes Library archive facilities require items entrusted to their care be permanently transferred to their ownership. The Veterans Home would appreciate a substantial monetary donation towards their preservation efforts in exchange for free storage of materials. After the meeting, Brother Silvis added to suggested sites The Cuyahoga County, Soldiers and Sailors Monument. He believes they have some space available. This can be discussed at Encampment.

5. FINDING: At this time, it appears that the Department does not have enough "paper" materials to warrant placing them in archival storage. Working files in the possession of the Secretary-Treasurer and the Department Historian are useful in their responsibilities. The two retired flags should be stored at SUVCW Headquarters in Harrisburg or be donated for storage or display in a location determined by the Department Encampment.

6. RECOMMENDATION: The need for storage of Department materials be further discussed at the 2012 Department Encampment. Also, storage of retired camp flags be discussed. Recommendations of the Encampment will determine further action by the Storage Committee.
