INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 3 Pre Feasibility Report of Laterite, Village Pond, Area- 0.72 ha District – Gariaband (C.G.) (i) Identification of Project and Project Proponent. Name of the Project: Murrum Quarry at Village Pond Tehsil Gariaband and District Gariaband Chhattisgarh – 493445. Project Proponent Collector, Gariaband was granted Murrum Quarry of Village Pond District- Gariaband to Harish Sahu for the quarrying of Murrum for Temporary permit for 2 year as per rule 58 of Chhattisgarh Minor mineral Rules, 2015 (as amended).. As per Environment Impact Assessment (EIA) Notification, 2006 (as amended) requires mining projects (new projects, expansion or modernization of existing projects as also at the stage of renewal of quarry lease) all the mining projects (new projects, expansion or modernization of existing projects as also at the stage of renewal of mine lease) irrespective of the lease area requires to be obtained prior environment clearance under the provisions thereof. Mining projects with lease area up to 50 ha are categorized as category ‘B’. Category ‘B’ projects are considered by the respective State Level Environment Impact Assessment Authority, notified by MoEF under the EIA Notification, 2006. Supreme Court of India in Special leave petition (C) dated 27th February 2012 directs that “leases of minor mineral" is including their renewal for an area up to 25 ha or less be granted by the states/UTs only after getting environment clearance from the MoEF. Further Government of India, Ministry of Environment and Forest issued guidelines dated 24th Dec 2013 and amendments are made regarding categorization of ‘B’ category projects as “B1” and “B2”. Further Government of India, Ministry of Environment and Forest constituted district level Environment Impact Assessment Authority (DEIAA) and District level Expert Appraisal Committee (DEAC) as per their notification dated 15. 01. 2016 to issue clearness for mining of Minor Minerals of 5 hectares and less under category “B2”. (ii) Brief Description of Nature of the Project This is a small quarry project for exploiting murrum. The method of quarrying will be opencast manually for excavation of murrum and loading for transportation. 4 Pre Feasibility Report of Laterite, Village Pond, Area- 0.72 ha District – Gariaband (C.G.) (iii) Need for the Project and its importance to the country and or region Murrum has the great importance in constructions of building, as it has the property of taking good polish. This polished murrum have a very good demand in the market. The raw murrumalso has market to be used as “Road Material”. Hence small scale mining of murrumis a good source of earning specially for local villagers for their livelihood. (iv) Demand Supply Gap The demand of murrum is huge. The raw murrumalso has market to be used as “Road Material”. To fill up the demand, the murrum mined out from the quarry lease area will be supplied in the open market in raw form. (v) Demand Supply Analysis The Murrum“Road Material” have great demand in the market but the supply is limited. To fulfill the demand of market the mined out murrums will be supplied in the market. (vi) Employment Generation (Direct and Indirect) due to the Project Unskilled 10 labors will be required for loading the mined out murrums on trucks etc and skilled 1 people will be required for supervision purpose, maintain the record of production and shipment etc. 3. PROJECT DESCRIPTION (i) Type of Project (including interlinked and interdependent project, if any) This project is a small quarry project. Location (map showing general location, specific location and project boundary & project site-specific layout) with coordinates The murrum quarry lease area is situated near Village Pond in Tehsil Gariaband and District Gariaband of Chhattisgarh State. The area falls in survey of India Toposheet No. 64 H/13 The detail of the area is as under: District : Gariaband 5 Pre Feasibility Report of Laterite, Village Pond, Area- 0.72 ha District – Gariaband (C.G.) Tehsil : Chura Village : Pond Area (ha) : 0.72ha The coordinates of the area are: BP. No. LATITUDE LONGITUDE A 20°45'53.47"N 81°56'34.94"E B 20°45'53.31"N 81°56'38.48"E C 20°45'51.12"N 81°56'37.82"E D 20°45'50.07"N 81°56'35.07"E Location Map and Google Map showing coordinates of the lease area is attached herewith. (ii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted No alternate site is considered as the quarry lease is a site specific activity. In the present case, the collector has granted the quarry lease to the owner for the quarry of murrum. As for as the environmental considerations are concerned the area is away from the human habitation, in the Private land, free from forest. This quarry activity does not affect the water table of the area. Limited machinery will be required for mining of murrum and limited transport vehicles are needed for shipment of produced material. (iii) Size or Magnitude of operation The quarry lease area 0.72ha in which the working area is 0.071 ha and the average rate of production of murrum is about 24.97 m3 per day. Hence the size or magnitude of operation is very small. (iv) Project Description with Process details (a schematic diagram/ Flow chart showing the project layout, components of the project etc. should be given The murrum quarrying will be carried out mainly by manual with the use of quarrying equipments and finally transported through trucks, tippers etc. to the end users. Drilling: 6 Pre Feasibility Report of Laterite, Village Pond, Area- 0.72 ha District – Gariaband (C.G.) Drilling is not required Blasting: Blasting is not required. Type of explosives used / to be used Not applicable. Storage of explosive (like capacity and type of explosive magazine) Not required. (v) Raw Material/ Consumables Required along with estimated quantity, likely source, marketing area of final product, mode of transport of raw material and finished product No any raw material/ consumables are required. The murrum produced from the mine and transported through trucks, tippers etc. to the end users. (vi) Availability of water, its source, Energy/power requirement and source should be given As much as about 1 KLPD Water will be required for mining operations including dust suppression along haul road / mine faces, cleaning, washing, drinking as well as plantation.
