    European Planning Studies Vol. 19, No. 6, June 2011 The Leader Firms and the Evolution of an Industrial District: A Case Study of Hosiery District in Taiwan JINN-YUH HSU & LE-XIN LIN Department of Geography, National Taiwan University, Taiwan, Republic of China (Received February 2010; accepted May 2010) ABSTRACT The transformation of industrial districts has become a hot debate since the increasing globalization of national and regional economies occurred in the 1980s. This paper empirically examines the changing social networks, technological learning and industrial organization in the regional transformation of the hosiery district in Shetou, Taiwan. It shows that primordial social ties render the production networks costless and the networks of learning efficient for price competition in the early stage. However, as new challenges linked to the globalization process approach, the leader small and medium sized enterprises in Taiwanese industrial districts are not necessarily compelled to shift production jobs abroad, but they reposition themselves in local production chains with incurring extra-local resources to cope with the threats from new competitors. On the one hand, these leader firms take strategies of local reaction to rely overwhelmingly on local supply chains to meet the challenge. On the other hand, those owners of workshops which sit in the bottom of the local supply chains can do nothing but to live self- exploitative lives and face the perils of extinction. Introduction: Rural Industrialization and the Networked Production System Small size and flexibility have been regarded as the significant features of the post-war economic miracle in Taiwan. Within the miracle, a wide array of industrial entities of various sizes, including family workshop, single assemble line and factory, concentrated in the rural areas after the 1970s.

From the perspective of religion diffusion studies, this dissertation investigates the three stages of this process: 1. the displacement of Caodong 曹洞 Chan center to Fujian in the seventeenth century; 2. Chinese migration bringing Buddhism to Taiwan in the Qing dynasty (1644-1911) and 3. the expansion diffusion activities of the institutions and masters affiliated with this lineage in Taiwan during the Japanese rule (1895-1945), and the new developments of humanistic Buddhism (renjian fojiao 人間佛教) after 1949. In this spreading process of the Gushan Chan lineage, Taiwanese Buddhism has emerged as the bridge between Chinese and Japanese Buddhism because of its unique historical experiences. It is in the expansion diffusion activities of the Gushan Chan lineage in Taiwan that Taiwanese Buddhism has gradually attained autonomy during the Japanese rule, leading to post-war new developments in contemporary humanistic Buddhism. To cope with future climate change and natural environment changes, much of our planning and thinking needs to be adjusted. To this end, safety and rapidness of evacuation have become primary research goals. In this study, geographic information and fuzzy expert systems are applied to debris flow evacuation sites in Ershui Township, Changhua County, for evaluating their hazard ratings. After a geographic information system is used to overlay the environmental sensitivity, FLO-2D is applied to simulate debris flow situations, and the results are utilized to establish a fuzzy expert system that successfully evaluates the hazard ratings of such sites in hillside areas. For future applications, another evaluation reference based on original evacuation sites and routes or evacuation mechanisms and disaster prevention models is proposed as a source of essential assistance to relevant sectors. These conditions afford Taiwan a rich variety of wetland environments on coasts and around its lakes and rivers. On July 3, 2013, the legislature of the Taiwanese government passed the third reading of the Wetland Conservation Act, which took effect on February 2, 2015. The act lists a total of 42 wetlands of international and national prominence and 41 others of regional prominence (provisional designation) across Taiwan. In addition, before the implementation of the act, the Ministry of the Interior reduced the total area of designated wetlands nationwide from the 56,860 hectares established in 2011 to 47,627 hectares. This study investigated the Wugu Wetland in the Erchong Floodway in New Taipei City, a wetland located in a metropolitan area of northern Taiwan that had been partially damaged from misuse, and examined the recent restoration policies for the wetland implemented by the New Taipei City government. A SWOT (strengths, weaknesses, opportunities, and threats) analysis was subsequently conducted to propose feasible strategies for positive restoration outcomes of the wetland.
