BRUNDISH PARISH COUNCIL Minutes 112 – 3rd July 2014 48. Apologies for Absence – Received from Tony St Quinton – Roy Bylde 49. Declaration of Interests – All live in the Parish but nothing specific relating to the agenda 50. Minutes – To sign the minutes of the meetings held on 15th May 2014. - signed 51. Finance – a) Items for payment: 1. Payment to MSDC for Dog Bin – Done - £30.00 2. Payment of loan PWLB – done and explained the action taken by Anthony B 3. Suffolk Preservation Society - £25.00 4. SALC for completion of internal Audit - £98.40 b) Online Banking Discussion and decisions regarding online banking – it is proposed that the PWLB is set up as a Direct Debit rather than making arrangements for online banking. - Agreed Direct Debit for PWLB but not online at present c) Ipswich Building Society – Update from Councillor Bryant – nothing to be added – understand that this will be resolved by next meeting – Action - Councillor Bryant will take Councillor Western to the Building Society. d) Approval of summary of accounts and annual governance statement The audited information to be presented at the meeting for 2013/14 together with the Risk Assessments for 2014/15 as at 31st March. e) Statement of Accounts – 2014/15 52. Governance a) To receive a report following completion of the 2013/14 Annual Return b) To seek a Neighbourhood Watch Officer - Ad in the Parish Mag. c) To provide Minutes of Minutes either online or from the Parish Clerk and not display on the Parish Notice Boards. - Agreed 53. Village Green and Play Area – a) Village Fete - 20th July 2014 update from the Chairman, Anthony Bryant. – Firstly, Dianne Palmer doing the catering – power from Karl Banham’s house. Urn to be supplied by Councillor Gillingham. Help putting up tents will be required on the Sunday morning. Celia will be away. Prizes please and ideas for contacts. Objective is to establish use of the village green. Councillor Gillingham will provide the white elephant stall. Given a free ticket from event over weekend for a round of golf for four people at Ufford. Rounds of golf from a number of other golf clubs so the PC can run a proper raffle linked to possibly Christmas – all agreed. Councillor Gillingham has taken up an application with Suffolk Empowering Funds and is awaiting to hear back from Sue Watts. Church, community and village green. Action – Councillor Gillingham b) The proposed “kissing gate” – update from the Chairman, Anthony Bryant. No further action has been taken. Need to raise money first. c) Sub group proposed for the maintenance of the Village Green by the Chairman, Anthony Bryant. Dianne Palmer, David Mulrennan and Kenny have agreed to undertake this. d) Lights Out – 4th August 2014 – National event. Councillors are asked to encourage everybody to take part and make a special occasion of it. Thoughts to each other and find out if anything being done. Find out if the Church is doing anything. Action – All Councillors e) War Memorial update from the Chairman - £1.80 per letter in Woodbridge and was visiting the Stone Masons on 4th July 2014. He had spoken to Matthew Hicks to ask if any money in the amenities fund. Councillor Bryant will put up the balance. Any income will be paid to the Village Green account so that the VAT can be reclaimed. Put names down as appeared and it is proposed to sort out the names and then what to put on third tablet. Keep it simple. Ready for 11th November 2014. Great War then names then World War II. 54. Planning - a) Consultation on Planning Application 1771/14 1 Lodge Cottages, Dennington Road, Brundish All Agreed. 55. Footpaths – Update by Chris Smart who advised that this was to be agreed at a future meeting. 56. Telephone Kiosk – Update regarding when it will be painted – also a note in the Parish Mag. 57. Reports from Mid Suffolk DC, Suffolk County Council and Police – if available Mid Suffolk police update. It was noted that the latest incident was not in public interest to know. Information was provided about items left in car, car maintenance, assault and driving on the motorway. It was recommended to use a dash board camera. New cars often come with one installed. It was noted that people not locking cars and are at risk so wherever live take valuables out of glove box and take in doors. Car burglaries are tending to be concentrating to south of Brundish, for example, Needham Market. 58. Correspondence - All e-mails previously circulated; please advise if discussion is required. Other correspondence will be available to view. 59.
