Chapter 7: Highway Schemes and Roads 7. Major Highway Schemes and Local Plan Road Improvement Programme Introduction 7.1. This chapter sets out proposals for development of the highway infrastructure of East Dorset, while the previous Chapter set out general policies. It meets the requirements of Planning Policy Guidance by providing an indication of the time scales and priorities for proposed transport infrastructure, especially major road schemes. The programme of road schemes is limited to those on which the Highway Authorities intend to commence work within the District Plan period up to 2011. Schemes which are required as prerequisites to future development are also included: the phasing of these schemes is dependent upon developer time scales and the level of developer funding attracted. 7.2. Also contained in this chapter are proposals for major road schemes, which because of their very nature cover large corridors of land and cannot be contained within the boundary of any one local area. In such cases the local area chapters contain a cross reference to this chapter. 7.3. Where it is intended to safeguard land from development this will appear as a ‘safeguarded line or corridor’ on the proposals map. For the sake of clarity this chapter also lists major road schemes which have previously been safeguarded and are now to be abandoned. The Strategic Road Network Trunk Road Programme 7.4. The Department of Transport is responsible for trunk road proposals, which are directly financed by the Government. The primary function of the trunk road network is to facilitate the movement of long distance traffic. -

SUMMARY OF REASONS FOR RECOMMENDATION The proposal provides an enhanced vehicular access and will increase junction capacity to serve Woolsbridge Industrial Estate. The new junction can be accommodated without detriment to highway safety, and suitable measures (secured by condition) have been proposed to address the highway impact of the proposals. The proposal will allow protected trees to be retained off site. Subject to appropriate mitigation – there will be no harm to biodiversity. Subject to appropriate mitigation – the site can be properly drained. There is not considered to be any significant harm to neighbouring residential amenity. There are no material circumstances which would warrant refusal of this application. These challenges were subsequently presented and discussed with stakeholders through the Western Gateway Transport and Business Forum and presented to the Western Gateway Board to ensure these issues were understood and agreed from the outset of the process. Summary of travel challenges identified by local authority officers 2.2 Five primary challenges were identified including: Improving metro connectivity- As the employment offer increases within the two city regions (West of England and Bournemouth, Christchurch and Poole) there will be increased need to travel from the surrounding rural hinterland. Servicing local connectivity is vitally important for business to business, employees to employers and leisure trips. This will include the opening up of passenger transport routes, increasing service frequencies and ensuring new communities have access to a full range of travel choices by delivering: o MetroBus network within the West of England area; o Extending MetroWest rail services from the West of England area to Gloucester & Westbury; and o Improving passenger transport connections in and around the Bournemouth, Christchurch and Poole (BCP) city region By delivering real alternatives to car use within and between urban areas this will mitigate the impacts of growth by tackling congestion and improving air quality and help improve the quality of place for our communities. -

Planning for the Future of Verwood, Three Legged Cross, St Leonards
2nd April - 25th June 2012 June 25th - April 2nd East Dorset District Council is working jointly with Christchurch Borough Council to consider our new Local Plan, which sets out a strategy for how to manage the future growth and development in East Dorset This document is being prepared for the third round of public consultation. The previous consultations on the Core Strategy took place in the spring/summer of 2008 at “Issues and Options” stage, and late in 2010 at the “Options for Consideration” stage. We asked the public to confirm what they felt to be the main issues facing Christchurch and East Dorset which the Core Strategy should address, and their views on policy options for addressing the issues. The consultations have provided a very good response with many diverse opinions and ideas about how best to plan the area. The Options for Consideration stage received responses from about 3,000 individuals and organisations providing over 22,000 comments. These were further supported by a range of meetings with Parish and Town Councils, residents associations and many other local groups. This was an unprecedented level of interest in a Local VTSW5 Plan in East Dorset. Additionally, a series of exhibitions gave the opportunity for officers and members to listen and talk to local residents. These consultations have influenced the Core Strategy in many ways, amending development proposals and guiding policies for which we thank you. The next stage of preparation is to consult on the Pre-Submission Core Strategy, Estate Ebblake so called because it occurs prior to the Council formally submitting the document Industrial to the Secretary of State for his examination and approval. -
