PREFACE

arine fishery resources are renewable and limited, therefore management of the harvest of marine fishery resources is necessary for sustained production from the sea. Towards this, it is very much M essential to have reliable and updated knowledgebase on status of marine fishery resources, fishing effort expended, number of fishing villages, number of landing centres, fisherfolk population, their educational status, occupational status, infrastructure facilities existing in fishing villages, fishing crafts, fishing gears etc. For generating such information the Central Marine Fisheries Research Institute (CMFRI), Cochin has been periodically conducting frame surveys. The first marine fisheries census was conducted by CMFRI in 1980 with the support of Ministry of Agriculture. Second marine fisheries census on all India basis was conducted during 2005. Dynamic changes have taken place in the fishery and there were many management interventions introduced by the state and central governments from time to time. Changes have also taken place in the crafts and gear, fisherfolk population structure, availability of resources and their spread, infrastructure facilities, educational status etc. In view of the dynamic nature of the marine fisheries sector, the policies and interventions need to be reviewed periodically. Reliable updated real time data on different aspects of marine fisheries is very much essential for developing suitable policies and interventions. The Department of Animal Husbandry Dairying and Fisheries (DAHDF), Ministry of Agriculture, Government of India during the 11th five year plan has taken up a central sector scheme on “Strengthening of database and Geographical Information System for fisheries sector” with Census on Marine Fisheries as one of the components which was assigned to CMFRI for the second time, considering the expertise and experience in conducting the massive census on all India basis. The list of marine fishing villages for the different maritime states and union territories formed the frame for the census, which was updated with the most recent information received from the respective state fisheries departments. This information was validated by conducting a pre-census survey. In addition to the task of selection of enumerators for the conduct of census operation, information on number of households in each village was also collected during the pre-census survey. The necessary schedules for collection of information from marine fishermen households were developed by conducting a series of workshops at CMFRI headquarters, regional and research centers. The data collection schedules so developed was approved by the Technical Monitoring Committee set up by the DAHDF. Workshops and trainings were also conducted at different locations for the field level supervisors and enumerators regarding the filling up of different schedules. Instructions were also prepared and distributed to field level supervisors and enumerators on each item of entry in the schedules. The census was carried out through 2,074 enumerators in 3,288 marine fishing villages and information from 8,64,550 households were collected. The entire operation was carried out under the supervision at different levels by the scientists and technical staff of CMFRI. The schedules used for enumeration were bilingual, both in English and local language. The final report is in two parts, Part I with information at national level and the Part II is for each maritime state. The scope, time frame, parameters, definitions, type of schedules etc. are also described in Part I. This document is a consolidated report for the state of Gujarat, covering 247 marine fishing villages along the 12 coastal districts, which provides districtwise information on marine fishing villages, fish landing centres, population structure, educational status, socio-economic profile, occupation together with the ownership pattern of crafts and gears among fisherfolk. It is also intended to provide a summary of the crafts in the fishery and the infrastructure facilities available in the marine fishing villages in the state. It is my pleasure to use this opportunity to thank the DAHDF and the Indian Council of Agricultural Research (ICAR) for having trust in CMFRI in its ability to take up the arduous task of carrying out the National Marine Fishery Census 2010. At this juncture I take the opportunity to thank the DAHDF for accepting the CMFRI national marine fisheries data (after reconciliation with states) as the official data of Government of India. S UMMARY

Marine Fisheries Census 2010 was carried out during April-May, 2010 in twelve coastal districts of Gujarat namely Valsad, Navasari, Surat, Bharuch, Anand, Bhavnagar, Amreli, Junagadh, Porbander, Jamnagar, Rajkot and Kutch. The scope, time frame and terms used are described in Part I of the Marine Fisheries Census Report. The significant features are summarized below.

Fishing villages and landing centres • There are 247 marine fishing villages in Gujarat wherein fishermen reside. The maximum number was in Kutch district (68) and there was only one village in Anand district. The number of fishing villages in the remaining districts varied between 4 and 27.

• The total number of marine fish landing centres in the state was 121, of which Valsad and Kutch districts had 22 landings centres each. There was only one landing centre in Anand district. Population • There were 62,231 fishermen families in the state with a population of 3,36,181. The maximum number of families was in Junagadh district (15,613), followed by Valsad (9,772).

• Of the total fisherfolk population, Junagadh accounted for 27% followed by Valsad (15%), Jamnagar (13%) and Porbander (9%).

• Among 62,231 fishermen families, 96% belonged to traditional fishermen.

• The average number of families in a village was 252, with 1,361 persons per village.

• The average family size was 5.4, with a maximum 7.96 in Amreli district.

• Adult males constituted 30%, adult females 29% and children 41% of the marine fisherfolk population in Gujarat.

• Women formed 48% of the population and the female to male ratio was 916 for 1000 males. This ratio was maximum in Rajkot district (1,156) and minimum in Amreli district (829). Marine Fisheries Census 2010

Poverty

• There were 15,784 (25%) of the families below the poverty line. • Among the twelve coastal districts, the largest proportion of fishermen families below poverty line was found in Rajkot (73%) and Anand (65%) districts Education • In Gujarat, 44% of fisherfolk (excluding children below 5 years) were educated with different levels of education. • About 23% of the fisherfolk had primary level of education, 19% had secondary level, 2% had above secondary level and the rest 56 % of the population was unschooled. • Nearly 78% of the marine fisherfolk in Navasari district had at least primary level of education. Other prominent districts were Surat (67%), Valsad (63%) and Porbander (57%) districts. • The proportion of unschooled fisherfolk was highest in Rajkot district .

Occupation • There were 82,901 active fishermen of whom 65,002 were fulltime fishermen, 10,983 part-timers and the rest engaged in fish seed collection. • About 68% of fisherfolk, excluding children, were occupied with active fishing (42%) and fishing allied activities (26%). • There were 51,794 fisherfolk engaged in fishing allied activities, suchas labourers (36%), marketing (35%), making/repairing net (16%), peeling (9%) and curing/processing (3%). • Women outweighed men in fishing allied activities accounting about 69%. Among the major fishing allied activities, women dominated in marketing (88%) and peeling (87%). • Largest number of fisherfolk engaged in fishing allied activities belonged to Junagadh district (34%). • Almost 42% of the labourers were belonged to Junagadh district followed by Amreli and Porbandar (15% each). • Major share (62%) of those engaged in marketing of fish belonged to Valsad (21%), Junagadh (17%), Jamnagar (13%) and Kutch (11%) districts.

• Junagadh (35%), Navasari (16%) and Kutch (13%) districts ac counted 64% of those involved in making/repairing net. • About 88% of the fisherfolk engaged in peeling belonged to Junagadh (70%) and Porbandar (18%) districts.

Religion • Hindus constituted 75% of the total fishermen families and the rest were Muslims. • Hindus dominated the fishermen families in all the coastal districts except in Rajkot, Jamnagar and Kutch where Muslims formed the majority. • Only 6% of the fisherfolk families belonged to SC/ST.

Membership in co-operatives

• Only 5% of the adult fisherfolk were having membership in co-operative societies of which 89% were in fisheries co-operative societies. This proportion was highest in Junagadh district (26%).

Craft in the fishery • There were 28,400 crafts in the fishery of which 18,278 were mechanized, 8,238 motorized and non-motorized formed the rest. • Trawlers (63%), gillnetters (23%) and dolnetters (14%) were the main crafts in the mechanized sector. • In Gujarat, of the total of 11,582 trawlers, 71% belonged to Junagadh district and 21% to Porbander district, which altogether constituted 92%. • Mechanized gillnetters were mainly observed in Jamnagar (24%), Kutch (23%) and Junagadh (16%) districts. • Majority of the mechanized dolnetters were belonged to Valsad district (40%) followed by Amreli (24%) and Junagadh (23%) districts. • The mechanized dolnetters and gillnetters of Valsad district were mainly operating in Maharashtra.

Craft/Gear owned by the fisherfolk

• There were 16,825 crafts owned by fisherfolk, of which 8,746 were mechanized, 5,583 motorized and 2,496 non-motorized.

• Trawlers accounted for 39% of the mechanized crafts owned by fisherfolk, followed by gillnetters (34%) and dolnetters (25%).

• Important gears owned by fisherfolk were trawlnets, gillnets, driftnets, bagnets, hooks & lines and castnets. Sharing pattern was more visible in seines, trawl nets and gillnets.

Infrastructure

• In Gujarat, 72% of the fishermen houses were pucca houses. • There were 626 primary schools, 190 secondary schools, 32 colleges and 14 technical institutions in the fishing villages of Gujarat. • Most of the fishing villages were electrified, 80% had bus stop/bus stand and 86% of the fishing villages had cell phone coverage. • There were 292 ice factories, 228 cold storages, 146 curing yards, 90 processing plants, 74 freezing plants, 39 boat yards, 31 fish meal plants and 26 peeling sheds in Gujarat.
