    Democratic Party of Albania Reports on the General Elections, 25 April 2021 REPORT 02 7 MARCH 2021 Problems and issues These reports present breaches to the Electoral Code, Penal Code and relevant decisions of the Central Elections Commission. I. Concessions/Public Private Partnerships- PPP, breach the Central Election Commission (CEC) decision prohibiting PPP and concessions four months before the Election Day. The CEC Decision no. 9/3/4 dated 24.12.2020 provides that: “Four months before the election date until election day, it is prohibited to award public concession / public private partnership (PPP) contracts, for which no notice has been given. That they will take place, are not a continuation of a concession procedure identified and initiated, or are not foreseen to be financed through the approved budget of the election year”. Despite the CEC decision prohibiting the granting of Page 1 of 74 Concessions, the government has announced the following Concessions / PPPs: 1. Through the Decision of the Council of Ministers (DCM) no. 1185, dated 24.12.2020 "On determining the methodology and procedures for monitoring traffic in the field of hydrocarbons", published in the Official Gazette no. 27, and dated 19.02.2021, the date on which the government enters into concession, provides the service of monitoring and circulation of transactions in the hydrocarbon sector. This concession has a value of 100 million Euros and duration of 10 years. The Republic of Kosovo 1.1. Background and Outline of the Study The Japanese government has supported for strengthening Kosovo’s emergency medical services through human resource development by conducting trainings in Japan and providing ambulances through a grassroots’ grant scheme for the purpose of improving the governmental administrative capacity, which is a priority area of assistance of the Japanese government for Kosovo. In addition, the introduction of “Japanese-Style” ODA assistance which has been currently promoted by Government of Japan (GOJ) in terms of health system is also expected to be addressed based on the strategy diplomacy in Japan. In order to develop more effective and efficient supports in the future, it will be useful for Japan to update the comprehensive and latest information of the health sector in Kosovo. The field survey was conducted from April 1st to 17th, 2014 at the capital Pristina, Mitrovice, Prizren, Peje (Gjakove) in Kosovo. In the field study, past achievements of projects in which Kosovo Ministry of Health was involved, the future needs and plans, and a support trend of international donor countries were also investigated, in addition to the basic information of the health sector of Kosovo. A Study Team had also exchanged opinions with stakeholders of the Ministry of Health about Japanese interest fields of assistance and its adaptation schemes. 1.2. The report contains findings on monitoring the way of using public funds in order to favor people related to the Socialist Party or people with criminal records to influence elections, put pressure on administration, citizens and businesses in order to support and vote the SP as well as other problem related to the elections denounced by the media. THE SECRETARY OF THE DEMOCRATIC PARTY, IN KAVAJA BRANCH IS INJURED On Monday, April 19, in the premises of the Democratic Party's Electoral Office in Kavaja, was injured with a gun, Kavaja Branch Secretary, Bledar Okshtuni (27 years). The author of this criminal act is a citizen of Ndricim Tahiri know as Jonuz Tahiri, after changing the surname. This citizen is a pronounced criminal precedent in the field of crime against life in a European Union countries and is recognized as a supporter of the Socialist Party. At the scene, together with them, was Markel Shtylla, Chief of Municipal Police and Dorian Troplini, Municipal Police Officer.
