Since early 90s, significant legal reforms have been made hereby establishing a legal framework in the area of human rights and setting up key institutions, such as the Ombudsman's Office (People's Advocate). However, serious problems from the communist era prevail and Albania is still a society governed by weak state institutions, lack of the Rule ofLaw and widespread corruption; receiving criticisms on the implementation oflaws. -

The main purpose of the RDPA programme is to reduce disparities in Albania by supporting the development of strong regions, so they can advance their potentials and provide better social and economic conditions for their citizens. In this framework the intervention contributed to the improvement Mirditë” of economic indicators of the area. This Project is in line with the priorities of the Municipality of Mirdita which aims to develop mountain tourism and increase the number of tourists ensuring higher revenues for local Size of Grant businesses and operators in the field. -

LOCAL GOVERNANCE MAPPING IN ALBANIA 2020 Funded by the European Union Governance Perception in a Reforming Albania Nationwide Local Governance Mapping in Albania 2020 AUTHORS IDRA Research & Consulting and Human Development Promotion Center (HDPC) Funded by the European Union Disclaimer STAR2 - Consolidation of Territorial and Administrative Reform - is a project funded by the European Union, Sweden, Italy, Switzerland, USAID, UNDP and the Government of Albania. The project's implementing partner is the Minister of Interior. The project is implemented by the United Nations Development Program (UNDP) Oce in Albania. This report has been drafted in the framework of the above project by IDRA. The presented results are obtained from the calculation of the perceptions and evaluations expressed by the participants in the assessment, selected through the procedure described in the Methodology of this study. Introduction: The Romani are a unique ethnic group, officially known as an ethnic-linguistic minority, settled in Albanian territories a long time ago and who has managed to keep their language and culture. During the post-socialist transition period, as a result of collapse and close of public enterprises and because of their character and skills, and of low levels of education, not excluding discrimination, Romani have passed from a relatively good condition to extreme poverty. Actually they can be considered, the poorest ethnic group and ignored one in Albania. The welknown settlements of romani in country are in Tirana,1 Lezhë, Mamurras, Fushë-Krujë, Nishtullë të Durrësit, Peqin, Rrogozhinë, Peqin, Cërrik, Rrapishta in Elbasan, Pogradec, Korçë Bilisht, Levan, Roma village in Fier, Grabian in Lushnjë, Kuçovë, Berat, etc. Meanwhile it has to be underlined that there are even other stable sites, recently created, after years ’90, where we mention the settlements in Shkodër, Gjirokastër, Delvinë, Beltojë, Ura e Drojës, Kukës, Peshkopi, Shupenzë of Peshkopisë, Milot, Ura e Dajlanit, Vrion of Sarandës, Kthesa e Ariut in Durrës, Fushë Alie, etc. -
