The analysis is presented in the context of generally accepted notions and concepts of political cleavages. The methods used for the analysis are: comparative method and historical method. Findings of the research are presented in the following way. First, the author determines that clea- vages in Poland only partially correspond to classical cleavages, then identifies and analyses new stimulators of political cleavages in Poland, which appeared after 2005. A significant role in the consolidation of cleavages played political parties, which instead of translating the existing social conflicts to the level of authority, became the creators of cleavages. KEYWORDS: socio-political cleavage, political parties, transition in Poland. JEL CODES: D7 DOI: Introduction This study analyses the issue of political cleavages. The notion of a cleavage was first introduced by Sey- mour Martin Lipset and Stein Rokkan, however, it was not precisely defined (Lipset, Rokkan, 1967: 6). Poli- tical cleavage is a category which reflects socio-political diversification in the most complete way (Lijphart, 1981). It should be treated as a combination of diversification in both the social and the political system. Such a concept assumes the existence of mutual dependence between the social and political sphere (Bartolini, Mair, 1990). -

It is a commonly accepted view that elections are inherent in the democratic order. Members of the European Parliament are elected following a similar procedure to that governing the elections to national Parliaments. Probably as widespread is the opinion that, since they do not result in the election of the executive branch of government, European elections are of less significance to the competing parties – which appear to prioritise their participation in the future government – than the competition for seats in the national parliament. As a consequence, the lesser impact of the decisions made at the ballot box is also translated into a less intense interest in the European elections expressed by the electorate. -

Brussels, 27 January 2016 INVITATION - Speaker Financing the EU primary elections 2019 B Tuesday, 15th of March 2016, from 12:00 to 14:00 r L42, Rue de la Loi, 42 - 1000 Brussels u s At a recent EurActiv roundtable debate (28th of May 2015) senior representatives of political parties and political s foundations indicated - in large majority - that they wanted to see the new system of the EU primary elections go e forward, while pointing to a number of shortcomings that would need to be addressed. l Establishing a framework in which transnational political parties can attract funding to allow them to run pan-European s campaigns is one of the key elements of a successful connection with the citizens. Some national parties have funds up , to 100 times higher than their European party equivalents. Direct membership to the European parties or lump sum campaign budgets from the Community budget are two possible, non-exclusive ways. 1 EurActiv now plans a follow up debate entitled: “Financing the EU primary elections 2019”. On Tuesday, 15th of March 1 2016, leading EU think tanks will come together to present their ideas regarding the financing of the European primary elections ahead of the next round in 2019. In the second part of the event, seven European Political Parties (European People’s Party, Party of European Socialists, Alliance of European Conservatives and Reformists, Alliance of Liberals and S Democrats for Europe Party, Party of the European Left, European Green Party and European Free Alliance) are invited to present their reactions on the proposals presented and what is possible to achieve ahead of 2019. -

In Romania, deforestation caused by illegal logging is continuing on an alarming scale. It threatens the last and irreplaceable primary forests in the EU, which are more crucial than ever in the fight against climate change and for the preservation of biodiversity. According to expert estimates, up to two thirds of the EU’s remaining primary forests are located in Romania. Largely untouched areas in the Romanian Carpathian Mountains and the Făgăraș Mountains have survived until today – a European if not global heritage of invaluable ecological value. Some of these forests are also included in the List of World Heritage Sites UNESCO.1 Now, ruthless greed and large-scale corruption are seriously endangering these European natural treasures and the time for protective measures is running out. If no immediate action is taken, the still existing forests will soon be lost forever. Since the launch of the European Commission’s infringement procedure against Romania on 12 February 2020 for failing to establish effective measures against illegal logging2, thousands more hectares were destroyed. -

To the average European citizen, the political groups in the POLICY BRIEF | NOVEMBER 2019 European Parliament, which help shape EU-wide legislation, are https://eurac.tv/9R2x a vaguely familiar concept. But there is much less knowledge of the European political parties (as opposed to groups) and the think-tanks that are affiliated to them. The dominant players have traditionally been the European People’s Party (EPP), the Party of European Socialists (PES), and the Federation of Liberal and Democrat parties (renamed ALDE in 2012), all of which were formed in the 1970s, as confederations of national parties from across the European Union. They were joined by the European Green Party and the Party of the European Left in 2004, and then by the European Conservatives and Reformists Party in 2009. Part of that eco-system are the foundations/think-tanks, which are affiliated to each of the parties, based in part on the German Stiftung model, bringing together the think-tanks at the national level. The parties then also have women and youth networks. So what role do the European political parties and foundations play? How do they interact with the European Parliament groups and Commissioners, and how do they affect political and policy co-ordination in Brussels and across national capitals? The committee raised concerns that across the EU, persons with disabilities still live in institutions rather than in their local communities, while one of the main purposes of the CRPD, envisaged in Articles 1 and 19, is to guarantee all persons with disabilities the right to live independently. The committee noted that the European Structural and Investment Funds continue to be used in Member States to maintain residential institutions or to invest in new residential settings that remain institutional in their way of functioning. The committee recommended that the EU stop allowing such investments to continue and instead invest ambitiously in the deinstitutionalisation process. In the light of the above: 1.
