The Team’s direction was to develop this Marbled Murrelet Recovery Plan and assist in determining critical habitat for marbled murrelets. Affected Federal and state agencies were requested to provide nominations for participation on the Team as consultants. Agency participation was integral to the discussions of available information and development of this recovery plan. The cover and section divider illustration was drawn by John Megahan, and the marbled murrelet photographs (Figures 3 and 4) were taken by Gus van Vliet (Alaska Department ofEnvironmental Conservation). iv MarbledMurrelet Recovery Plan September 1997 EXECUTIVE SUMMARY Current Status: Marbled murrelets range along the Pacific coast from Alaska to California; the southern end of the breeding range is in central California. Their at-sea distribution becomes more discontinuous in California. Some wintering birds are found in southern California and as far south as northern Baja California, Mexico. Nesting behavior has been documented beyond 80 kilometers (50 miles) inland, though most nesting habitat likely occurs within 80 kilometers (50 miles) ofshore throughout the breeding range. Currently, breeding populations are not distributed continuously throughout the forested portion of Washington, Oregon, and California (Pacific Northwest). Due to the substantial loss and modification of nesting habitat (older forest) and mortality from net fisheries and oil spills, the Washington, Oregon, and California vertebrate population segment was federally listed as threatened in September 1992. Critical habitat was designated for the species in May 1996. It is listed as endangered by California and as threatened in Washington and Oregon. It also is federally listed as threatened in Canada. Habitat Requirements and Limiting Factors: Marbled murrelets use forests that primarily include typical old-growth forests (characterized by large trees, a multistoried stand, and moderate to high canopy closure), but also use mature forests with an old-growth component. Trees must have large branches or deformities for nest platforms, with the occurrence ofsuitable platforms being more important than tree size alone. Throughout the Pacific Northwest the amount ofolder forests have decreased substantially due to timber harvest, fires, and windthrow. The earliest possible recovery time for nesting habitat, once lost, is generally 100—200 years. Specific nesting habitat requirements and life-history strategy, a low reproductive rate, a low current breeding success and recruitment rate (based on juvenile:adult ratios) are likely to yield a decreasing population, which cannot easily recover should numbers be further depleted by additional catastrophic events. Because marbled murrelets feed primarily on fish and invertebrates in nearshore marine waters, they require nearshore marine habitats with sufficient prey resources. Recovery Priority: 3 (indicating a subspecies with a high degree of threat and high recovery potential). v MarbledMurrelet Recovery Plan September 1997 Recovery Objective: The interim objective of this recovery plan is to stabilize population size at or near current levels by (1) maintaining and/or increasing productivity of the population as reflected by changes in total population size, the adult:juvenile ratio, and nesting success by maintaining and/or increasing marine and terrestrial habitat and by (2) removing and/or minimizing threats to survivorship, including mortality from gill-net fisheries and oil spills. Delisting Criteria: Specific delisting criteria can be developed when completion of some recovery tasks provides necessary information about marbled murrelets and their biological requirements. Interim delisting criteria include: (1) Trends in estimated population size, densities and productivity have been stable or increasing in four of the six zones over a 10-year period, which should encompass at least one to two El Niflo events. (2) Management commitments, including protection and monitoring in marine and terrestrial habitats, have been implemented to provide adequate protection of marbled murrelets in the six Marbled Murrelet Conservation Zones for at least the near future (50

    Rangewide Status of Marbled Murrelet The marbled murrelet (Brachyramphus marmoratus) (murrelet) was listed by the U.S. Fish and Wildlife Service (Service) as a threatened species in Washington, Oregon, and California in 1992. The primary reasons for listing included extensive loss and fragmentation of the older-age forests that serve as nesting habitat for murrelets, and human-induced mortality in the marine environment from gillnets and oil spills (57 FR 45328 [Oct. 1, 1992]). Although some threats such as gillnet mortality and loss of nesting habitat on Federal lands have been reduced since the 1992 listing, the primary threats to species persistence continue (75 FR 3424 [Jan. 21, 2010]). Life History The murrelet is a small, fast-flying seabird in the Alcidae family that occurs along the Pacific coast of North America. Murrelets forage for small schooling fish or invertebrates in shallow, nearshore, marine waters and primarily nest in coastal older-aged coniferous forests. The murrelet lifespan is unknown, but is expected to be in the range of 10 to 20 years based on information from similar alcid species (De Santo and Nelson 1995, pp. 36-37). Murrelet nesting is asynchronous and spread over a prolonged season. In Washington, the murrelet breeding season extends from April 1 to September 23. Egg laying and incubation occur from April to early August and chick rearing occurs between late May and September, with all chicks fledging by late September (Hamer et al. 2003; USFWS 2012a). Murrelets lay a single-egg which may be replaced if egg failure occurs early in the nesting cycle, but this is rare (Nelson 1997, p.

    Marbled Murrelet Fact Sheet Marbled Murrelet – Brachyramphus marmoratus Listing status: Federally listed threatened species in Washington, Oregon, and California Marbled murrelets are pigeon-sized seabirds that live along the Pacific coast of North America from California to Alaska. The marbled murrelet is a secretive seabird that nests in older forests and forages in nearby marine waters. They are adapted for both underwater (to pursue prey) and aerial flights. In Washington, they have been seen up to 50 miles from marine waters but primarily use suitable habitat within 40 miles of the coast. Washington’s populations occur mainly in the northern Puget Sound, the Strait of Juan de Fuca, and along the northern Pacific Coast. When breeding, they have a dark upper body with rust-color tips on the back feathers, and are heavily mottled on the lower body. This “marbled” pattern is thought to protect breeding birds from detection by predators in forested habitats. In winter, adults have a brown-grey upper body, and white lower body. Juvenile and adult birds only can be distinguished from each other for a brief period in late summer and early fall.

    County of Mariposa General Plan – Volume III Technical Background Report 8 CONSERVATION AND OPEN S PACE 8.1 BIOLOGICAL RESOURCES This section describes the plant communities, wildlife habitats, and special-status species that occur within Mariposa County. The wide range of habitat types in the County contributes to its biodiversity. Additionally, the rural nature of the County, combined with a large proportion of government land ownership, serve to protect these habitats where they might otherwise be lost. The following sections describe the general biologic resources present in the County and identify the regulatory framework within which they are managed. 8.1.01 FACTORS AFFECTING LOCAL HABITATS Mariposa County consists of rolling terrain interspersed with deep canyons, streams, and rivers. Mariposa County lies within three hydrologic basins on the western side of the Sierra Nevada as defined by the United States Geological Survey (USGS). These include the Merced River, Chowchilla/Fresno, and a cluster of streams known as the Lower Mariposa group of streams. The western portion of the County is of relatively low relief, with gently rolling hills that gradually increase toward the east. Moving eastward, the hills become more pronounced and the elevation quickly rises and falls through mountains and valleys. Elevations begin at approximately 300 feet in the west and rise to nearly 11,000 feet in the east. Most inhabited regions are below 5,000 feet. Temperatures can range from freezing to over 100 degrees in various parts of the County, depending on topography. In addition, precipitation patterns range from 15 inches in the lower western areas, to 50 inches in the mountainous eastern areas.

Although terrestrial flora and fauna have been well studied, much of the marine biogeographic work addresses patterns and processes occurring over a relatively recent timescale. A prerequisite to comparative biogeographic analysis requires well-resolved phylogenies of similarly distributed taxa that diverged over a similar timeframe. The overall aim of my Ph.D. thesis was to address fundamental questions in the systematics and biogeography of a family of Holarctic fish (Osmeridae) and place these results in a broad comparative biogeographic framework. With eight conflicting morphological hypotheses, the northern hemisphere smelts have long been the subjects of systematic disagreement. In addition to the uncertainty in the interrelationships within this family, the relationship of the Osmeridae to several other families remains unclear. Using DNA sequence data from three mitochondrial and three nuclear genes from multiple individuals per species, I reconstructed the phylogenetic relationships among the 6 genera and 15 osmerid species. Conservation management of these forests must be based on clear, defendable strategies with quantifiable goals if they are to withstand economic pressure for exploitation. We introduce the target species strategy as an efficient management tool which allows quantification of conservation goals and continuity in planning time frames. A target species is a species used in defining and monitoring conservation goals. The marbled murrelet (Brachyramphus marmoratus) is an excellent example of a target species. This seabird is highly dependent on coastal old-growth forests as breeding habitat. It is a threatened species in Canada and is considered for legal designation as threatened or endangered in British Columbia. Therefore, it has become a focal species in coastal temperate rain forest conservation. Based on data collected during 4 years of marbled murrelet inventory by the British Columbia Ministry of Environment, Lands and Parks in Clayoquot Sound, British Columbia, we designed a habitat suitability index for the marbled murrelet for efficient habitat evaluation. This index allows a prioritization of habitats based on information from digital Vegetation Resources Inventory maps recently completed in Clayoquot Sound, as well as fine scale habitat prioritization based on vegetation plots. The habitat suitability index was used with a geographic information system (GIS) to rank and map habitats of importance to marbled murrelets in the Clayoquot Sound.
