2016 AGM – Oregon Youth Soccer Association

Greetings to you, thanks for attending the AGM this year!

As usual, I am delighted to report that the OYSA Board and the member clubs have had another worthwhile year engaging the youth of Oregon and southwest Washington in playing soccer in competitions at various levels. Many of you around the State of Oregon played a big role in the oversight of these participating youth.

Thank you, thank you!

Thanks to the member clubs who spend enormous energy and volunteer hours managing leagues, clubs, teams with coaches and players from Top Soccer up through the levels of play to the highest at premier.

Thanks to parents who assist their youth in playing the game.

It goes without saying that the staff of OYSA should be thanked as well. Their leadership and daily labor in this organization serve all of us who love to see young people enjoying themselves in the game. They continue to re-enforce the three focus words of education, communication, and collaboration that weave their way through the aspects of OYSA’s role in achieving great and safe experiences in youth soccer.

We have partners outside of OYSA that add value to what we can offer youth soccer players around the state. We thank them! (MSL Champs!), USYSA at the Regional and National levels, and other state associations are some who participate with us in expanding playing opportunities.

Thanks to the referee community that supports our games. Without them there would be no youth soccer competitions.

Thanks to the Board of Directors who work faithfully to oversee the organization and set policy that advances opportunities for the youth to have fun in learning the game we all love.

As we embark on another year of youth soccer in the state of Oregon we have seen the game change significantly from where we were at last year’s Annual General Meeting. We have continued to position the Association among the leaders nationally in terms of creating an inclusive, and player-centric environment. Our theme this year is T.E.A.M. - Together Everyone Achieves More. It is with that philosophy that we enter 2016 stronger than ever, and with the tools necessary to ensure that together we can advance the beautiful game in Oregon.

We would also be remiss if we did not congratulate the Portland Timbers on their fantastic MLS Cup victory in 2015. There is not a club in MLS with more passionate fans, more community involvement, and that is a better example of how the success on and off the field in conjunction with a partnership unlike any other with their state youth association can yield tremendous results. We are honored and excited to have such a fantastic relationship with the 2015 MLS Champs.

Grassroots Coaching In 2015 our Director of Coaching Education, Bob Bigney, took a teaching position down in New Mexico to be closer to his family. We’d like to thank Bob for his service in Oregon and wish him all the best in his new role. While considering replacements for Bob's vacant position we decided to take a completely new approach to our coaching education program. Having one person cover the entire state left us lighter on coverage than we would have preferred during peak times. We decided to undertake a bold new initiative and created the Grassroots Coordinator positions. These six new coaches, positioned strategically across the state, give us much better localized coverage and enable us to support a much greater area of the population. In addition, two of the six positions are solely focused on our Latino coaching demographic which we are very eager to grow and service. We now have coverage in East Portland and the I-84 Corridor, and West Portland and the coastal regions. We have a central valley coordinator based in Eugene who will service the Willamette Valley and Bend locales. We also have one down in the southern Oregon area that will handle the growing need for coaching education down there. Our two Latino coaches are based in Portland and Corvallis and will cover individualized needs as they arise from clubs across Oregon. These coordinators, all established coaches within their own rights, will undertake coaching education courses, individual club education requirements as needed and requested, as well as our entry-level referee education courses. We are extremely excited to see the impact that these six new positions will have and know that with this new initiative we will be able to impact much more than we ever have.

Referee Education In addition to our new emphasis on coaching education we have also taken the reins of our referee development in the state. We have bought onboard David Grbavac as our Manager of Referee Development who, along with new schedulers will look to mentor, recruit, retain, and develop new referees across the state. Referees are an extremely valuable part of our game, and over the years we have seen a steady decline in the number of new referees. We are taking the lead and are extremely excited to have David on board. He is very respected in the referee world and the ideas and energy he brings to this new position will make a huge difference in the state. We know in the past referees have often been seen as a necessary yet adversarial part of our game and we want to ensure that they are considered an equal part of our association and the game in general. They are part of our team. Without them there is no game so bringing them onboard is extremely beneficial for all parties. We also have significant club buy-in for this new role and really feel it is going to be a team collaboration going forward.

The NEW GoalLines Magazine! We are extremely excited to announce that we will be giving GoalLines magazine a facelift starting in February. We will be enhancing the digital version from its current single page quarterly format to a new magazine style that will come out monthly. There will be more content, more individualized stories, and it will be completely interactive with our members. Our new Marketing Manager, Simon Date, will be developing content on an ongoing basis with exciting new segments covering individual clubs, coaches, and guest contributors. There will be pieces from the Grassroots coordinators, Referee Development, and other fun items. We will have video content, polls, and targeted advertising with our partners. There will be special offers, prizes, and much more. We don't want to give too much away at this point but look for the brand new version arriving in late February in your inbox.

Partnerships We are excited to continue our partnerships with Gear FC as the official partner for our small-sided games. They will also be the provider of the equipment we need for our coaching education resources. Our continued partnership with the NSCAA is as strong as ever and is reflected in the growing number of courses we are offering through their organization. We are lucky to be able to partner with them going forward. Affinity sports continues to be our registration service of choice and is a valued and critical part to the success of soccer in the state. We are now working with over 55,000 participants and are excited and reassured for the service and security that Affinity provide. We are also happy to announce that our coaching education opportunities have gone international. We will be announcing the details of our partnership with Celtic Football Club in the coming months which give us a fantastic opportunity to see how things are done on the other side of the pond. This is once again, a perfect example of how our association is leading the way in coaching education in the United States.

As you can see, we have been extremely busy during the past year and have laid the groundwork for success and opportunity in 2016. We are extremely excited and honored that you are part of the ride. We have no intention, however, of sitting on our laurels this year and will continue to put the Oregon Youth Soccer Association among the very best in the country.

Member Services -Brian Scott

Member Services is dedicated to identifying and responding to the needs of clubs and their members. For most clubs this involves referee and player development opportunities, risk management, inter and intra club grievance resolution and assisting with issues such as club legal challenges, bylaw and/or policy revisions, and risk management. In addition to serving member clubs, the department has been involved in the operation of sponsored leagues and tournaments. Member Services is also responsible for assisting the OYSA Vice President to manage OYSA disciplinary hearings as well as supporting and expanding TOPSoccer programs in member clubs and the Soccer Across America program.

Maintaining frequent contact with our member clubs is an essential activity of Member Services so OYSA can be aware of and respond to the changing business and programmatic landscape that confronts our clubs throughout our state. Last year we aided in establishing new clubs, assisted several groups to understand the process of establishing a club, assisted existing clubs with bylaw reviews and other governance issues and assisted in resolving a number of disputes and grievances.

The Member Services Department has made available on our website documents to assist new clubs as well as existing clubs with bylaws, policies, and risk management. The department will continue to develop manuals to supplement policies for discipline and membership. The goals for manual development are to streamline procedures and make guidance more easily accessible to our members.

Soccer Across America Soccer Across America has a goal to bring soccer to all children regardless of where they live. The program is dedicated to creating new soccer clubs and providing playing opportunities to children in under served and un-served soccer areas throughout the state. US Youth Soccer has suspended grants due to their budgetary constraints. While OYSA has continued to assist new club development, we have been unable to provide direct financial support to new clubs.

During FY 12-13 OYSA worked with our predominately Spanish speaking clubs to begin the creation of an umbrella service program under the name of Alianza. OYSA continued to work with those programs during FY 13-14, helping facilitate meetings and problem solving among group members. Significant administrative issues in the Alianza clubs became apparent as the year progressed. During FY 14-15 the Alianza clubs continued their meetings without the direct participation of OYSA. OYSA continued to support individual clubs to meet the requirements to be either member clubs of OYSA or affiliates.

TOPSoccer The Outreach Program for Soccer is a program for players with disabilities. The Oregon program is one of the most respected in the nation. This program is designed to offer fun soccer activities that improve the motor skills, fitness, self esteem and social skills of these special athletes. TOPSoccer focuses on the individual rather than on competition. During this year we have had active programs in Albany, Beaverton, Eugene, Gresham, Medford, Clackamas, Milton-Freewater, and Portland. The program in Albany, hosted by TFA Willamette, began operations in fall 2014. The program began small, but it will continue in the 15-16 year. Program director Salvador Maciel anticipates continued growth in the new year.

The TOPSoccer programs in Clackamas, Gresham, and Beaverton have continued to build on their successes. Three Rivers Soccer in Clackamas once again had a great success with its TOPSoccer Rama. The Gresham program hosted by Eastside Timbers continues to develop and has done an excellent job of increasing participation in their service area. All signs point to continued growth in the number of children served through TOPSoccer.

The Region IV TOPSoccer Symposium was hosted by Colorado Youth Soccer. John Hanna and Simon Date attended on behalf of OYSA. The next regional symposium will be hosted by Washington Youth Soccer.

John Hanna stepped down from the position of Oregon TOPSoccer chair effective 5/15/2015. He is succeeded by Simon Date.

OYSA would like to express its sincere appreciation to John Hanna for his many years of dedicated service to TOPSoccer in Oregon, in US Youth Soccer’s Region IV, and in US Youth Soccer nationally. John has been a big part of the Oregon TOPSoccer scene. He helped to organize several programs and has delivered training to many of our TOPSoccer coaches and administrators. In addition to assisting others to establish programs John ran a TOPSoccer program in Tualatin for many years. Building on the pioneering work of Diane Smith, John Hanna has helped to establish a solid foundation for the future development of TOPSoccer in Oregon.

OYSA would also like to welcome Simon Date as the new TOPSoccer chair. He brings personal experience of working with special needs children as well as professional experience as a special education teacher.

LEAGUES AND TOURNAMENTS During the 2014-2015 fiscal year Oregon Youth Soccer continued to build on its partnership with the Portland Timbers and Thorns to operate leagues and tournaments for all levels of competition. In the fall of 2014 the Portland Timbers and Thorns operated three leagues, a Premier League, a Championship League for teams not in the premier divisions, and a boys high school league. OYSA also partnered with the Timbers and Thorns to provide a developmental league for U9 and U10 teams as well as recreational tournament for U9-U14 teams.

During 2014-2015 OYSA organized and administered: · Sanctioning of member club leagues and tournaments · Out-of-State and international team travel approval · All player, coach and administrator registration · Team eligibility for the US Youth Soccer National Championship Series and the US Youth Soccer Regional and National Presidents Cup · Leagues and tournaments in cooperation with the Portland Timbers.

RECREATIONAL

Timbers and Thorns Recreation Cup The Timbers and Thorns Recreation Cup was developed to provide a tournament opportunity for teams that compete in OYSA sanctioned recreational leagues. The 2014 tournament was presented in cooperation with Tualatin Hills Junior Soccer League. There were a total of 73 teams, ages U9-U14, participating in the tournament, a 22% increase from the Kohl’s Cup held the previous year. Competition was held the weekend of October 4-5, 2015, with games played at the Tualatin Hills Recreation Center, PCC Rock Creek, Powerlines Park, and Waterhouse Park. Champions and finalists received medals and champions also received a trophy.

Portland Timbers/OYSA U9-U10 Developmental League The U9-U10 Developmental League is a league for U9 and U10 teams in the Portland Metro area who are looking for additional competition to develop individual skills within a team environment. All games are played on Sundays at Delta Park. Games are played in a 7v7 format on the synthetic turf fields where field lines have been made part of the turf. The league offers flexible rostering that allows clubs to move players between their teams in the same age group as player development dictates. All players are classified as recreational and the league does not publish results or standings. Modified rules promote building up play from the back and keeping the ball on the ground.

The fall 2014 league had 74 teams. There were 88 teams participating in the spring developmental league, an increase of 19%. OYSA expects continued growth in this league during coming seasons.

COMPETITIVE

Fall – 2014 Leagues The Timbers and Thorns presented their first fall with OYSA in 2014. The league qualified teams for the 2015 Oregon State Cup. Results from this fall season were used to seed the State Cup tournament. Competition at U11-U14 was divided into two leagues, a Premier league and a Championship league for all teams not in the premier league. There was also a league for high school age boys teams. Most of the high school teams were from Southwest Washington as Washington high schools play boys soccer in the spring rather than fall. There were 71 teams in the Premier league, 198 teams in the Championship league, and another 15 teams in the boys high school league.

Winter/Spring Leagues – 2015 In spring 2015 the Timbers and Thorns consolidated all of the U11-U14 teams into a single league with the premier divisions included as part of the league. The premier divisions and other teams planning to play in the Oregon State Cup completed play by April 4th while teams not playing in the Oregon State Cup continued play through the end of April. The 2015 Spring League had 273 teams participate, up 4 teams from the combined total of the Premier and Championship leagues in the fall of 2014.

The winter league for U15-U18 teams included 117 teams, representing an increase of 16 teams from the 2014 winter league.

14-15 Oregon Presidents Cup – Presented by the Timbers (boys) and Thorns (girls) The Presidents Cup is the state level of the US Youth Soccer Presidents Cup tournament intended for non-premier, competitive level U11-U18 teams. The 14-15 Oregon Presidents Cup presented by the Timbers (boys) and Thorns (girls) tournament began in November 2014 with play for U11-U14 teams. The U11 and U12 teams played to finals and the U13 and U14 teams played to determine the semifinalists. U15- U18 teams began their participation in the tournament in April 2015. The Oregon Presidents Cup completed play in April and May concurrently with the Oregon State Cup.

The tournament was an open tournament for any age-eligible teams that were 100% registered with OYSA prior to the beginning of the tournament. Finals for U13-U18 were played May 3rd at Buckman Field in Portland and the Tualatin Hills Rec Center in Beaverton. The Champions of the U13 - U17 age groups were eligible to advance to the Region IV Presidents Cup Tournament, which was held in Snohomish, Washington, June 10-14, 2015.

Region IV Presidents Cup – 2015 The US Youth Soccer Presidents Cup is designed for those teams seeking additional challenges to play against teams of similar abilities for a regional and/or a national title. The cup provides a progressive, competitive experience to teams that might not otherwise get the opportunity to participate in a series of unique experiences highlighting competition, camaraderie and community at the state, regional, and national levels of US Youth Soccer. Regional qualifiers, known as US Youth Soccer Regional Presidents Cup events, determine the teams competing in the National Presidents Cup and feature boys and girls teams in the U13 through U17 age groups.

Oregon State Cup – 2015 – Presented by the Timbers (boys) and Thorns (girls) The Oregon State Cup Presented by the Timbers (boys) and Thorns (girls) is the state level of competition in the US Youth Soccer National Championship Series. Games were played in April with the finals on May 3, 2015.

The US Youth Soccer National Championship Series is the country's most prestigious national youth soccer tournament, providing approximately 185,000 players on over 10,000 teams from US Youth Soccer State Associations the opportunity to showcase their soccer skills against the best competition in the nation while emphasizing teamwork, discipline and fair play.

The US Youth Soccer National Championships cap a year long series of competitions for boys and girls teams in multiple age brackets as teams earn their way from the top teams in their state to the regional championship tournaments. US Youth Soccer State Champions and selected wildcard teams from US Youth Soccer Regional Leagues in most age groups are eligible to compete in one of four US Youth Soccer Regional Championships. The champions in the U13 through U19 age brackets from each of the four regional events plus four teams from the US Youth Soccer National League in the U14-U18 age groups converge in July for the US Youth Soccer National Championships.

The US Youth Soccer National Championship Series annually provides the nation's top collegiate coaches with the premier stage to identify and scout the most coveted players in the country.

US Youth Soccer National Championship Series Far West Regional 2015 This is the tournament that determines which states will have teams represent them at the National Championships. This week-long tournament was held in Boise, Idaho from June 22-28, 2014. Regional competition is provided for teams at ages U12-U19 for both boys and girls. Here are the results for the Oregon teams at the Far West Regional tournament. No Oregon teams advanced to the national tournament.

Budget Summary Fiscal Year 2014-2015, Year in Review

The accounting firm of Gary McGee & Co. performed a financial audit of the Oregon Youth Soccer Association’s financial records as of June 30, 2015. The audit was conducted in accordance with auditing standards generally accepted in the United States of America to determine whether the financial statements are free of material misstatements.

The final audit report dated December 28, 2015 finds, “In our opinion, the consolidated financial statements referred to above present fairly, in all material respects, the financial position of the Oregon Youth Soccer Association and Subsidiary as of June 30, 2015, and the changes in its net assets and its cash flows for the year then ended in accordance with accounting principles generally accepted in the United States.”

The financial statements reflect the consolidated results of Oregon Youth Soccer Association (OYSA) and Oregon Youth Soccer Foundation (OYSF). For the year ending June 30, 2015, our net assets decreased by $54,766. Our 2015-2016 Budget was prepared with a projected operating profit of $25,470.

OYSA prepares a profit and loss statement, balance sheet and bank reconciliation each month, which are regularly reviewed by the Finance Committee. The Finance Committee then reports significant results to the Oregon Youth Soccer Association’s Board of Directors.

Further, a quarterly report is prepared for the Finance Committee, detailing budgetary variances. Financial reports are available to all club presidents and members of the Oregon Youth Soccer Association upon request.

The Finance Committee meets as needed to review and approve the annual budget, review financial records and assess fiduciary responsibility. The committee reviews financial reports and develops clear and concise reporting strategies for the board and Oregon Youth Soccer Association members.

2015 Annual General Meeting Minutes Oregon Youth Soccer Association Annual General Meeting February 7, 2015, 2:00p.m. Portland Marriott Downtown Waterfront, Portland, OR

The Board members attending: Steve Meckel, President John Cronkrite, Vice President John Thomas, Director at Large Vicki Pounds, Director at Large Susan McCarty, Willamette Valley District Director Roger Thomas, Portland District Director John Cronkrite, Central/Eastern District Director Steve Baker, Tualatin Hills District Director Conrad Peterson, Columbia District Director Derek de Groot, Southern District Director Dave Galas, Central Valley District Director

1. Call to Order and Opening Comments: Steve Meckel, President, called the Annual General Meeting into session at the adidas campus at 2:00 PM on February 7th, 2015. Steve welcomed all members of Oregon Youth Soccer Association.

2. Roll Call and Credential Check: Vice President, John Cronkrite, announced the roll call and credential check. There were 24 credentialed voting members present and 17 or more credentialed voting members constituted a quorum. John Cronkrite declared a quorum to be present. Credential report was accepted and adopted by voice vote.

3. Adoption of the Standing Rules for the 2015 AGM: Steve Meckel, President, the standing rules can be found in your packet, adoption of the Standing Rules requires a 2/3 vote. MOTION and second to adopt the standing rules for this meeting as they were presented in the AGM information packet, motion passed.

4. Approval of Minutes of 2014 Annual General Meeting: Steve Meckel, President, presented the minutes for the 2014 Annual General Meeting. President Meckel asked for any amendments, hearing none, the Minutes for the 2014 Annual General Meeting was approved as presented.

5. Report of Officers and Committees: officers provided any reports.

6. Presentation and Discussion on Annual Budget: President, Steve Meckel, presented the Fiscal Year 2014-2015 Annual Budget. A copy of the approved budget was provided in the information packet.

7. Amendments to Bylaws: There were no proposed amendments to the Bylaw.

8. New Business: A new Lifetime Achievement Award Policy was discussed.

9. Election of Officers and District Directors: Steve Meckel announced that John Thomas was the only candidate running for the position of Director at Large. John Thomas was unanimously elected to the position of Director at Large.

Steve Meckel announced that Keith Blackerby was the only candidate running for the position of Secretary/Treasurer. Keith Blackerby was unanimously elected to the position of Secretary/Treasurer.

Election of District Directors: Steve Meckel announced that the South Metro, Western and Portland District Directors positions were open for election. John Cronkrite declared a quorum was present in all districts.

Candidate for the Portland District Director position was Roger Thomas. Roger Thomas was appointed to the position.

South Metro and Western District members met and were unable to present candidates for the positions.

10. Adjournment: There being no further business before the Assembly at this AGM, President Matt Madeira adjourned the meeting at 2:19 PM.
