WASHINGTON, D.C. (UPI)--A Congressional panel voted 9-3 yes- terday to accept a report highly critical of security at the Beirut Marine Base before the bombing that killed 241 men. It points the finger at all levels of command from the local commander to the highest levels in the Pentagon. The re- port does not mention the White House, but it does criticize policy-makers who deployed the Marines in a spot where pro- tection would be "inevitably inadequate."

DIEGO (UPI)--Military and city officials are making a joint effort to clear unexploded bombs and shells out of canyons near a subdivision, but they expect the job to take months. Two young boys died two weeks ago when an artillery shell they found exploded in a canyon that was a Marine fir- ing range 40 years ago. Most of the unexploded shells are thought to be just below the surface.

ATHENS (AP)--Greece and Romania yesterday spoke out against the deployment of nuclear missiles in Europe by the United States and the Soviet Union. The two nations urged the U.S. and Soviet Union to resume the Geneva negotiations for lim- iting medium-range missiles.
