BROAD NATURE OF WORK

Offices of Accountants General (Accounts & Entitlements) perform the function of authorizing the Entitlements of Gazetted Officers of the State Government and maintains records of all events and subsequent changes in the Pay and allowances of an officer throughout his career. The GE application is meant to serve as an Entitlement regulation package as well as a Management Information Systems Module.

PROJECT SITES:

The project will first be implemented in Office of the Accountant General (A&E) Assam and thereafter it will be replicated/customised in other North East offices viz. Offices of the Accountants General (A&E) Manipur at Imphal, Nagaland at Kohima and Meghalaya at Shillong.

PRE-QUALIFICATION CRITERIA

Expression of Interest for Gazetted Entitlement Function Automation System (GEFAS)

The invitation to EOI is open to eligible bidders only as per the following prequalification norms:

1. It is desirable that the product vendor implementation partner should be a reputed IT solution provider possessing at least ISO 9001:2000 or CMM Level 5 certification in the area of software development, capable of handling large IT projects involving complex government workflow automation processes.

2. The product vendor should have successfully developed/customized and implemented automated Management Information System in any Government Secretariat/ Government Organisation/PSU with 80 to 100 or more employees accessing the facility and it should be in successful operation for last one year.

3. The Gazetted Entitlement Function Automation System (GEFAS) application/product should be based on 3-tier architecture and should be open source.

4. The vendor should have been in existence and have experience for a minimum of five years in successful development, customization and implementation of large IT based information processing and management systems and solutions.

5. The vendor should be in IT software business having a minimum average turnover of Rs. 5 crores for last three years.

6. The vendor should have minimum of 100 professionally qualified persons working on software development projects.

7. The vendor shall not be under a declaration of ineligibility for corrupt or fraudulent practices.

8. The vendor shall open its project office at Guwahati and shall station a team exclusively dedicated for this project on a permanent basis.

Expression of Interest document should cover the following:

1. Core business area of operations, number of years of the business, Ownership and organizational structure of the firm. Attach Memorandum of Association and Articles of Association along with Commencement of Business Certificate.

2. Audited financial statements for the last three years showing financial capability.

3. Technical capabilities of the firm including capabilities in developing/customizing software application/product for Digital Workflow Automation System product in Government Secretariats/Government Organisations/PSUs. Brief details of all such major assignments undertaken in the past 5 years. Enclose the list of projects and attach necessary documentary proofs.

4. State your organization’s core technical competencies and skill sets available. Provide details about skilled manpower resource available with you.

5. Give details about quality processes and standards followed and certifications obtained by your organization. Enclose copies of relevant valid quality certificates.

6. Furnish details about your IT support facilities including address, contact person and other details.

7. Name and short CV's of key staff proposed to be deployed and Client references for similar projects. Attach separate statement indicating names, qualifications, experience and skills sets and details of projects handled.

8. Complete Technical details about Digital Workflow Automation System product in Government Secretariats Government Organisations/PSUs, which is proposed to be installed, with details about technology platform. Also provide Approach paper outlining the features which are being offered in the solution for Accountant General (A&E), Assam as well as the other North Eastern States.

Please note that this is not a Request for Proposal (RFP). After review of the expression of interest, short list will be prepared and the short-listed vendors would be invited to submit their proposals.

3.1. Pre-EOI Session:

A Pre- EOI session will be held on 02/07/2007 at 11 a.m. at Office of the Accountant General (A&E) Assam for attending any query and clarifications on the tender document. Based on the Pre- EOI Session, if required, Accountant General (A&E) Assam may amend the tender. No correspondence or suggestions would be entertained by Accountant General (A&E) Assam from bidders after the Pre-EOI Session. The bidder may send all the queries well in advance, neatly typed and printed on a good quality paper, at least seventy two (72) hours, clear of any central government holidays or any national holidays before the pre-EOI meeting for the clarifications. The bidder shall ensure the timely delivery of the queries to the Tender Processing Section. The queries and clarifications shall be read out and discussed for the benefit of all the vendors attending the pre- EOI meeting.

Software product companies interested in participating in this EOI are requested to submit their Expressions of Interest in the prescribed format along with non- refundable fee in the form of demand draft for Rs 10,000/- (Rs Ten Thousand Only) in favour of the Pay and Accounts Officer, Office of the Accountant General (A&E), Assam, Maidamgaon, Beltola, Guwahati - 781029 payable at State Bank of , Branch, Guwahati with in 15 days from the date of publication of this EOI. Office of the Accountant General (A&E), Assam reserves the right to accept in full or in part or reject any or all responses without assigning any reason whatsoever.
