The GE application is meant to serve as an Entitlement regulation package as well as a Management Information Systems Module. PROJECT SITES: The project will first be implemented in Office of the Accountant General (A&E) Assam and thereafter it will be replicated/customised in other North East offices viz. Offices of the Accountants General (A&E) Manipur at Imphal, Nagaland at Kohima and Meghalaya at Shillong. PRE-QUALIFICATION CRITERIA Expression of Interest for Gazetted Entitlement Function Automation System (GEFAS) The invitation to EOI is open to eligible bidders only as per the following prequalification norms: 1. It is desirable that the product vendor implementation partner should be a reputed IT solution provider possessing at least ISO 9001:2000 or CMM Level 5 certification in the area of software development, capable of handling large IT projects involving complex government workflow automation processes. 2. The product vendor should have successfully developed/customized and implemented automated Management Information System in any Government Secretariat/ Government Organisation/PSU with 80 to 100 or more employees accessing the facility and it should be in successful operation for last one year. 3. The Gazetted Entitlement Function Automation System (GEFAS) application/product should be based on 3-tier architecture and should be open source. 4. The vendor should have been in existence and have experience for a minimum of five years in successful development, customization and implementation of large IT based information processing and management systems and solutions. 5. The vendor should be in IT software business having a minimum average turnover of Rs. 5 crores for last three years. 6. The vendor should have minimum of 100 professionally qualified persons working on software development projects. 7. The vendor shall not be under a declaration of ineligibility for corrupt or fraudulent practices. 8. The vendor shall open its project office at Guwahati and shall station a team exclusively dedicated for this project on a permanent basis. Expression of Interest document should cover the following: 1. Core business area of operations, number of years of the business, Ownership and organizational structure of the firm. Attach Memorandum of Association and Articles of Association along with Commencement of Business Certificate. 2. Audited financial statements for the last three years showing financial capability. 3. Technical capabilities of the firm including capabilities in developing/customizing software application/product for Digital Workflow Automation System product in Government Secretariats/Government Organisations/PSUs. Brief details of all such major assignments undertaken in the past 5 years. Enclose the list of projects and attach necessary documentary proofs. 4. State your organization’s core technical competencies and skill sets available. Provide details about skilled manpower resource available with you. 5. Give details about quality processes and standards followed and certifications obtained by your organization. Enclose copies of relevant valid quality certificates. 6. Furnish details about your IT support facilities including address, contact person and other details. 7. Name and short CV's of key staff proposed to be deployed and Client references for similar projects. Attach separate statement indicating names, qualifications, experience and skills sets and details of projects handled. 8. Complete Technical details about Digital Workflow Automation System product in Government Secretariats Government Organisations/PSUs, which is proposed to be installed, with details about technology platform. Also provide Approach paper outlining the features which are being offered in the solution for Accountant General (A&E), Assam as well as the other North Eastern States. Please note that this is not a Request for Proposal (RFP). After review of the expression of interest, short list will be prepared and the short-listed vendors would be invited to submit their proposals. 3.1. Pre-EOI Session: A Pre- EOI session will be held on 02/07/2007 at 11 a.m. at Office of the Accountant General (A&E) Assam for attending any query and clarifications on the tender document. Based on the Pre- EOI Session, if required, Accountant General (A&E) Assam may amend the tender. No correspondence or suggestions would be entertained by Accountant General (A&E) Assam from bidders after the Pre-EOI Session. The bidder may send all the queries well in advance, neatly typed and printed on a good quality paper, at least seventy two (72) hours, clear of any central government holidays or any national holidays before the pre-EOI meeting for the clarifications. The bidder shall ensure the timely delivery of the queries to the Tender Processing Section. The queries and clarifications shall be read out and discussed for the benefit of all the vendors attending the pre- EOI meeting. Software product companies interested in participating in this EOI are requested to submit their Expressions of Interest in the prescribed format along with non- refundable fee in the form of demand draft for Rs 10,000/- (Rs Ten Thousand Only) in favour of the Pay and Accounts Officer, Office of the Accountant General (A&E), Assam, Maidamgaon, Beltola, Guwahati - 781029 payable at State Bank of India, Dispur Branch, Guwahati with in 15 days from the date of publication of this EOI.     Social Science Journal of Gargaon College, Volume V • January, 2017 ISSN 2320-0138 Revenue and Fiscal Regulation of The Ahoms *Dr. Meghali Bora Abstract The Ahom kings who ruled over Assam for six hundred years left their indelible contributions not only on the life and culture of the people but also tried their best to improve the economy of the state by maintaining a rigid and peculiar system of revenue administration. For proper functioning of revenue and fiscal administration the Ahom kings introduced well knitted paik and khel system which was the backbone of the Ahom economy. The Ahom kings also received a good amount of revenue by collecting different kinds of taxes from hats, ghats, phats, beels, chokis and tributes from subordinates chiefs and kingdoms. It was only because of having such affluent economy the Ahoms could rule in Assam for about six hundred years. Key words : Revenue administration, Paik and Khel system and Trade statistics. Introduction : In the beginning of the Ahom reign there was no clear cut policy on civil and revenue administration. The first step towards the creation of a separate revenue department was taken by Pratap Singha (1603-41) who created the posts of Barbarua and Barphukon. The Barbarua was the chief executive revenue and judicial officer of Upper Assam and the Barphukan posted at Guwahati was of Lower Assam. Later king Rudra Singha (1696-1714) completed the process of revenue administration by creating two central revenue departments, one at Rangpur (Upper Assam) and another at Guwahati (Lower Assam). There were three main sources from which the Ahom kings collected their revenue and these were personal service, produce of the land and cash.

Halder Research Scholar, Abstract Department of History, The Koch Rajbanshis are one of the largest plain tribe of India originally from the ancient Kamrupa- Gauhati University, Guwahati, Kamata kingdom. The Koch dynasty came into existence in the first half of sixteenth century. Under Assam, India Naranarayan it reached to a position of glory but in course of time the hay days of them did not last long. Although they had a glorious past, but like many other tribes of India Koch Rajbanshis also have been facing identical problem for a long time due to lack of proper knowledge of their history, external threats, partitions, multi-divisions; colonial interference, elitism, conservative demeanor, geographical alienation, negligence of the governments, multi-names etc. At present they have been striving for protecting their identity through different associations and organisations. Their efforts now have turned into the form of Kshatriya Movement and the Kamatapur Movement. Long Abstract: Common people are often considered as pre-state primitive groups believing only in self- reliance, autonomy, transnationality, migration and ancient trade routes. They seldom form their ancient urbanism, own civilization and Great Traditions. Or they may remain stable on their simple life with fulfillment of psychobiological needs. They are often considered as serious threat to the state instead and ignored by the mainstream. They also believe on identities, race and ethnicity, aboriginality, city state, nation state, microstate and republican confederacies. They could bear both hidden and open perspectives. They say that they are the aboriginals. States were in compromise with big trade houses to counter these outsiders, isolate them, condemn them, assimilate them and integrate them. INTRODUCTION: The Present Assam was referred to as Kamrup in many of the ancient Indian literature. It was also known as Pragjyotishpur due to the astrology (Jyotish Shashtra) practices that prevailed in this part of the country during that time. However, "Kamrup" became a more predominant name in the later part of the history. There is a famous story which says the reason behind the naming of this place "Kamrup": Kamrup Metropolitan District is vulnerable to various hazards like flood, landslide, strom, riverbank erosion, urban flash food and water logging. It shows how needs of people are fulfilled and how income is generated for the vendors. It helps us in understanding how the pattern of business is carried out by the market vendors. The present study is aimed at understanding how the weekly markets perform, how it supports and helps the small vendors (sellers) to satisfy their financial needs through a system of exchanges. The study relates to the comparative study of the systems and functions between two periodic markets in the areas of the states of Assam and Meghalaya.
